Town of Lyons Human Services and Aging Commission (HSAC) August 2, 2016 Commission Meeting Minutes Attendees: Commissioners: Emily Dusel (Co-Chair), Amy Reinholds (Co-Chair), Meg Waters, Ellen Keane, and Amanda Bushek Liaisons: Lori LeGault (town staff), Wendy Miller (Board of Trustees) on the phone Guests: Ruth Corwin, Joanne Barnard General Business a. Senior news (Emily Dusel, Ruth Corwin, Wendy Miller): Toni St. John has volunteered to manage the home delivery portion of Lyons Meals on Wheels, under the auspices of LEAF. LEAF has agreed to pilot the program under Toni’s direction from October 1, 2016 to October 1, 2017. LEAF hopes to start its iteration of Lyons Meals on Wheels with a sliding payment scale in place depending on recipient income. LEAF needs to raise $5,000 immediately to take over the program; it’s not clear how much of the Golden Gang funds will be transferred to LEAF to support Meals on Wheels. Many details have yet to be worked out, such as how new recipients can sign up, as well as what to do about the Monday lunches and dinners at the churches. Longmont Meals on Wheels will provide help, support, and information. b. Affordable housing (Amy Reinholds): Planning Commission and town planning staff are proposing a vacation rental policy that would limit vacation rentals within town limits, with the idea that this would make room for more long-term rentals in town. Perhaps the restriction would follow the Boulder strategy of allowing any property to be rented short-term (i.e., for less than one month at a time) for only a certain proportion of any year. Accessory dwelling unit (ADU) policy on the table would let ADUs share a tap with the main house, reducing the cost of creating an ADU. PCDC is planning how to develop a list of places that are rented out, so that emergency responders understand how many people live at each address. Habitat for Humanity housing—still waiting for the Valley Bank property to change hands. Habitat is very optimistic that it will eventually happen, but the process is currently tied up in appraisals and similar issues. People who want to apply for these homes should contact Habitat now to get on the list of prospects. c. Budget request for 2017 (all commissioners and liaisons): Wendy Miller thinks the town Board of Trustees will discuss the 2017 budget at its September 19 meeting. HSAC should put together a formal budget request for the proposed Goodwill Fund prior to the budget meeting. The July presentation by HSAC commissioners to the Town of Lyons Board of Trustees is a great jumping-off point for this presentation. We should provide more details about how we anticipate the money would be spent; we could add information based on the new Meals on Wheels arrangement. HSAC recommends that all prevention programming that Lori LeGault has been overseeing this year continue to run through the Park & Rec department, and that the Parks & Rec budget continue to fund prevention/intervention activities for at-risk youth, senior programming, and programming that includes people with disabilities. Lori LeGault and Wendy Miller will look into whether HSAC needs to make a formal budget request to ensure that funding for these programs continues into 2017. d. Transportation: Transportation continues to be an issue in town. Some workers don’t have a car to get to a job. Other residents need to travel to physical or mental health appointments during the day, or need rides to pharmacy or grocery shopping. Via is problematic because their vans seem to be busy in Longmont and have little to no time to come to Lyons. The Lyons Rides Facebook group is a good idea but isn’t totally filling the need. Toby Russell from Town of Lyons recently reached out to LEAF for resiliency grant to support town EcoPasses. Perhaps Toby should have a conversation with Bob D’Alessandro of Via. Collaboration might work well; EcoPasses for some needs, Via transportation for others. HSAC should invite Toby to an upcoming meeting. e. Upcoming events: 9News Health Fair has been rescheduled for Saturday, Sept 24. HSAC will have a table. Day of Caring on September 9: Foothills United Way will partner with LEAF and Lyons Volunteers on ongoing flood recovery work. September 14 — Substance abuse prevention program at Lyons Middle/Senior High School. Lori LeGault needs volunteer help. Action Items a. Medical Equipment Loan Closet promotions: Meg Waters will create a brochure prior to 9News Health Fair. b. Prepare for Town of Lyons budget request for Goodwill Fund plan. c. Determine whether HSAC needs to request continuation of Lori LeGault’s programming budget. d.
