October 2008 CAP
National Safety Down
Day
Lt Col Larry Brockshus
MN Wing/ SE
Why a Safety Day?

Pause for introspection



Focus on problem areas (trends)


Both from a National and a local perspective
Learn how to manage risks



Look at unit culture – how the unit trains,
talks, acts and listens
Look at your self – your attitude toward risk
Formally and informally
This is a pre-emptive strike on future mishaps
Commanders will choose the day in
October
What is our Culture?



Do you have a trained, motivated Safety
Officer?
Do you have quality safety meetings?
Is ORM a part of your unit’s culture?




Identify Hazards
Assess Risks: probability/severity
Mitigate Risks: analyze/decide/implement
Safety is a Command Issue and Everyone's
Job!

Can you do better?
How are we doing?

Ideas to Improve Safety

Live the CAP Core Values




Integrity
Volunteer Service
Excellence
Respect
Core Values do matter

Sept 12, 2008,
a Los Angeles
commuter train
collides head-on
with a freight
train


25 dead
135 injured
Core Values do matter

Integrity, Excellence by the Engineer????




Los Angeles Metrolink had a policy forbidding train
engineers from “texting” while operating trains
The engineer sent and received dozens of text
messages while on duty that day
He sent a message 22 seconds before the crash and
received one about the time he ran through the red
warning light
How often are we guilty cutting corners or
compromising our core values?
Ideas to Improve Safety
 Use
ORM
 (Avoid
Stupid)
Be Safe during this next year
