INTRODUCTION
The purpose of this report is to identify plants and flowers sector’s reference
framework at EU level and, within such framework, the specificities of the Italian
scenario.
In order to achieve such purpose, the development over the last ten years of the
sector main variables has been analysed by using official statistics (Eurostat) referred to production, structures and trade. In reference to Italy, further statistic
sources have been considered.
However, such analysis tried to take account of the different components’ specificities this sector is divided into; while as for the role played by the single Countries –
apart from Italy – the sector consideration is particularly limited.

1. PRODUCTION TRENDS
1.1. Production of plants and flowers1

At current values, plants and flowers EU total production (both EU 27 and EU
15) shows an increase up to 2003, followed by a fluctuating trend which is no more
increasing. The Italian production value appears to be increasing up to 2008 but it
strongly decrease in 2009, thus reaching the European levels in the last available
year, whose values is to be considered provisional.

(code 04200) includes:

With reference to ITALY, for all period (2000-2010), production value at basic price (at current prices)
is: Ornamental plants and flowers (including Christmas trees) + Nursery plants.

At constant values, over the last ten years, plants and flowers EU production
shows a fluctuating but stable trend. The same trend can be seen in Italy. Ultimately, this sector as a whole presents a stagnant trend that, however, needs to be better analysed considering the two main components the sector is divided into: ornamental plants and flowers and nursery plants.

Over the last years, the Italian production value of plants and flowers (value at
current prices) and the crops production factors’ prices index (processed by Ismea
and entered by Istat into the National Statistic Plan) showed a differing trend: a
price spike starting from 2007 – following the petrol price spike – and a more limited production increase, which decreses in 2009.

Considering solely the ornamental plants and flowers sector, the European production value at current prices shows, from 2003, a significant decrease which
brings back the value as it was in 2000. The production value trend of the same
sector in Italy appears to be stagnant with a strong decrease in 2009.

At constant prices, from 2003, the ornamental plants and flowers production
value appears to be subject to a continuous decrease both at EU and Italian level.
Ultimately, the Italian production shows, in real terms, a worse trend not only compared to the one at current values but also compared to the European framework.

At current prices instead, the nursery plants sector shows an increasing trend
both at EU level and in Italy, with a strong decrease as for Italy in 2009.

A positive trend, leaving out the data referred to 2009, can be noticed even considering the production value at constant prices, both at EU level and in Italy.
Ultimately, the stagnant trend characterising the sector could be referred to the
very negative development of the ornamental plants and flowers sector and to
the positive trend characterising instead the nursery plants sector.

Considering the EU 27 aggregate, the plants and flowers sector trend, at constant prices, after 2004, has not kept pace with the agriculture trend as a whole.
As for Italy, following a period – between 2006 and 2008 – where the sector increased, in real terms, more than the agricultural sector did as a whole, it can be
noticed, over the last two years, a more negative trend than the agricultural sector
trend.

At EU level, the sector implicit prices range around the prices of the agricultural
sector as a whole. In Italy instead, sector implicit prices are mainly below those of
the agricultural sector.

Considering solely the ornamental plants and flowers sector, the comparison
with the whole agricultural production trend appears to be, as for Italy, particularly
negative in real terms. From 2004 indeed, the drop of this sector production value
at constant prices appears to be stronger than the one of the agricultural sector as
a whole.

In EU 27, in the last 10 years the incidence of plants and flowers production value is between
5 and 6%; for Italy, it grows above up over 6%.

Taking account of the EU 27, it can be noticed that the land under flowers and
ornamental plants has significantly decreased from 2003 to 2007. The same happened for the nurseries. Referring to the EU 15, a comparison can be made with
the land in 2000: compared to the data in 2000, the 2007 data appear to be slightly higher as for flowers and ornamental plants and lower as for the nurseries.
In Italy, it can be noticed a growth of the land under flowers and ornamental
plants and a decrease as for the nurseries.

If the EU 27 aggregate is considered, it can be noticed, from 2003 to 2007, a decrease of holdings both in the flowers and ornamental plants and nurseries
sector. The same can be noticed if the EU 15 is considered, even compared to
2000. In Italy, compared to 2000, there is a decrease of the specialist flowers and
ornamentals, even if in 2007 a growth compared to the previous years can be noticed. In 2007, compared to both 2000 and 2003, a strong decrease of the specialist nurseries can be noticed.

The most recent administrative data (Chambers of Commerce) show a decrease of
the flowers holdings entered in the business register, in particular of those carrying
out their activity in open air.

Prices trend of the most important kind of flowers, selled both in internal market
and abroad, shows, since 2000 to date, an increase only for those species interested by a reduction of the utilized area and of the production (except the crisantemum more-stems). Generally, in Italy the prices of the most part of the flower species shows a stable trend or in some cases a decrease, in spite of the decrease of
the total used surfaces. The further supply reduction in the last two years represents the reason of the price rise of some species.

In spite the cost production increase, also plants prices have not raised for many

Observing FADN data (Farm Accountancy Data Network) of farm belonging to the

of the rate between work and utilized area (TUUA).

In spite of the decrease of the used work, farm performances do not look improved.
Both work productivity and area productivity, after a deep reduction, show a static
trend, as like the farm income.

To the just showed production value at current prices, substantially stable since
2003 in all Europe, it is matched, except the decrease of 2009, an increasing trend
both of import and export value.
To the stable trend of production value at constant prices, corresponds the
growth of import and export volumes.
The question is: Ue, from production area to requalification and valorisation area of
extra Ue production?

Area Mercati
The most important production Ue countries, regarding plants and flowers sector,
are: The Netherlands, Italy, Germany, France, Spain, followed at distance by Belguim and Denmark. The most important importers are Germany, the Netherlands,
France, Uk, followed by Italy, Belguim, Austria and Denmark.
Germany, the Netherlands, Belgium and Denmark look as the principle exporters.
Among these countries, the Netherlands, Belgium and Denmark in 2010 have registered exports values bigger than values production (Eurostat export value and
production value at current prices).

At current value, in Italy, to the production increase is matched the export growth
and an import trend before increasing, then decreasing. To the stable production
trend at constant prices, corresponds an as much stable trend of import volume
and, since 2005 to 2008, an increasing export volume (alternative opening for a
domestic depressed market?)

Most part of UE imports is represented by cut flowers. Except the decrease of
2009, total import value since 2000 has been increased of 2,4% yearly.
Most part of UE exports is represented by live plants, but also the cut flowers
has an important role. Total exports have been increased since 2000 of 3,7% yearly.
Live plants trade balance is positive, while foliage one is negative; cut flowers
trade balance is negative with an increasing trend.

Considering total import and export (both intra and extra UE countries) of all Ue
countries, flows are obviously more consistent. Analyzing data, total live plants
and total cut flowers external trade look similar.

Extra Ue external trade quota represents only about the 16% of total external
trade, both for import and export. Regarding import, the most part of the flows regards foliage and cut flowers, so that the trade balance is negative.

Regarding italian plants and flowers trade balance, in 2010, as well as happened
for the entire agriculture and agrifood sectors, export have returned to grow. But
the contemporary imports restart has determined a stable trade balance, confirming the fall down of 26% of 2009.
Trade balance is negative for cut flowers, while positive trade balance of foliage
is reducing as a consequence of a falling in exports.

Area Mercati
The extra Ue flows represent, in the last years, about 17% of the italian total exports and the 9-10% of the total imports.
In the last decade, exports towards extra Ue countries (that have a low impact on
the total exports) show a growth deeper than the imports from extra Ue.
The Italian intra Ue exports (the more relevant quota) on the contrary register an
increasing trend, like imports from intra Ue.
Regarding total imports, data show a decrease of the flows from extra Ue, while
imports from intra Ue countries are increasing.
