Captain Boyer is a native of Pennsylvania and a 1986 graduate of Oregon State University.
He received his commission through the Aviation Officer Candidate School in Pensacola
Florida in 1986 and was designated a Naval Aviator in May 1988. Upon completion of F/A-18
training in Lemoore California he was subsequently forward deployed in Japan to the
“Dambusters” of VFA-195. While aboard the USS MIDWAY (CV-41), Captain Boyer participated
in Operations DESERT SHIELD and DESERT STORM. The squadron transitioned to USS
INDEPENDENCE (CV-62) and he made one deployment in support of Operation SOUTHERN WATCH. He
attended the Navy Fighter Weapons School during this tour.
Captain Boyer’s subsequent flying tours include the “Black Birds” of VF-45 in Key West
Florida as an adversary pilot flying the F-16, F-5, A-4, and F/A-18; strike operations
officer for Commander, Carrier Air Wing THREE, flying with the VFA-105 “Gunslingers” and
making one deployment aboard USS THEORDORE ROOSEVELT (CVN-71) in support of Operation
SOUTHERN WATCH; department head for the “Rampagers” of Strike Fighter Squadron 83 during a
summer Mediterranean cruise embarked in DWIGHT D. EISENHOWER (CVN-69) flying in support of
Operations DELIBERATE GUARD, DELIBERATE FORCE and SOUTHERN WATCH; commanding officer of the
Strike Fighter Squadron 94 “Mighty Shrikes” aboard USS NIMITZ (CVN-68) supporting Operation
IRAQI FREEDOM, and most recently as commander, Carrier Air Wing ONE for the final
deployment of USS ENTERPRISE (CVN-65) in support of Operation ENDURING FREEDOM, during
which the carrier and air wing team earned the Admiral James Flatley Memorial Award for
Aviation Safety.
Captain Boyer’s shore assignments include the Joint Warfare Analysis Center in Dahlgren,
Virginia; serving as the Executive Assistant to the Director, Navy Staff at OPNAV; and
attendance at the Marine Corps War College in Quantico, Virginia earning a Master of Arts
in Strategic Studies.
Captain Boyer has accumulated over 4,000 flight hours and 1,000 carrier arrested
landings. His decorations include Legion of Merit, the Defense Meritorious Service Medal,
the Meritorious Service Medal, Strike Flight Air Medal, Navy Commendation Medals one with a
Combat Distinguishing Device, and various other unit and service decorations.
Captain Boyer is currently serving as Director, Battlespace Awareness Division in the
Office of Chief of Naval Operations (OPNAV N2/N6F2).
