Institutional Effectiveness Partnership Initiative Presented by: Ronnie Slimp, Institutional Effectiveness, CCCCO June 20, 2016 2 About IEPI • Student Success Task Force Recommendation 7.1 and 7.2 identified need for a stronger State Chancellor’s Office. – Coordinates development of indicator and goal-setting framework for colleges – Identifies effective practices – Provides technical assistance and professional development to help colleges achieve success goals 3 IEPI is: • A new initiative funded by the Legislature $2.5 million for Year One (2014-15) $17.5 million for Year Two (2015-16) $27.5 million anticipated for Year Three (2016-17) • Administered by the CCC Chancellor’s Office 4 The Desired IEPI Outcomes: • Help California Community Colleges become the most effective system of higher education in the world • Eliminate accreditation sanctions and audit findings at colleges • Enhance access, success, and equity for our students 5 IEPI Structure • Executive Committee Chancellor’s Office College of the Canyons Chabot-Las Positas CCD Academic Senate for California Community Colleges Success Center Advisory Committee 66 members from 22 statewide organizations Workgroups provide input to Executive Committee on the initiative’s four major components 6 IEPI Major Components • Indicators • Partnership Resource Teams • Professional Development • Policy, Procedures, and Practice 7 What are the Indicators? 8 Recommended Metrics: Year 3 • Approved by Indicators Workgroup / Pending Adoption by BOG Participation Rate Median Time to Complete Degrees Low Unit Certificates Short-Term Remedial Rates 1. % completing transfer-level English in 1 year 2. % completing transfer-level English in 2 years 3. %completing transfer-level Math in 1 year 4. % completing transfer-level Math in 2 years Non-credit: 1. Non-credit, other optional metrics 9 Partnership Resource Teams • Team visits started in May and June 2015. • 46 institutions were selected to receive technical assistance and have been assigned PRTs (either visited or scheduled to be visited next year). Spring 2015: 8 institutions; Fall 2015: 15 colleges, 1 center, and 1 district; Spring 2016: 10 institutions; Fall 2016: 11 institutions in the queue (to date). 10 Partnership Resource Teams • • • • • • • Institution’s CEO or District Chancellor completes a short letter of interest. Expertise is matched to an institution’s Areas of Focus from pool of more than 350 experts. Each team commits to 3 visits or more as needed. The visits are designed to: 1. Understand issues and identify scope of support; 2. Develop ideas for institution’s Innovation and Effectiveness Plan to address Areas of Focus; 3. Provide follow up support as needed. Grants of up to $150,000 as seed money to expedite implementation of institution’s Innovation and Effectiveness Plan. Communities of Practice will be formed around Areas of Focus. Micro PRTs, on single narrow Areas of Focus, as needed. 11 Examples of Areas of Focus Identified by Institutions • Integrated planning. • Enrollment management. • Using data for improved decision-making and institutional effectiveness. • Selecting and effective deployment of Learning Management Systems. 12 Professional Development Goals • Provide regional workshops • Provide access to an online Clearinghouse of effective practices, trainings, and other resources 13 Professional Development Events • To date, almost 4,000 attendees have participated in IEPI-sponsored workshops • The “IEPI Approach” to Workshops: Held at colleges, whenever possible. Sessions are interactive. Institutions attend in teams. Develop steps to implement concepts learned.
