Applying for a Kennel Licence
Under the Dog Control Act, Section 50, a person must not keep or allow to be kept on any premises:


More than 2 dogs over the age of 6 months; or
More than 4 working dogs over the age of 6 months.
Any person wishing to keep more than the above number of dogs, must apply to the General
Manager for a Kennel Licence. All dogs over the age of 6 months must be registered.
You will be required to –

Place a Notice of Intention in the Examiner newspaper under the Public Notices section.

Once the notice has been placed in the Examiner, the applicant will need to provide Council with the
following 


Completed application form. (page 3)
The advertisement from the newspaper including the page heading showing the day and date
published.
Payment of all associated fees.
There is a 14 day period after the publication of the notice during which objections can be lodged
with Council, only persons living within 200 metres of your property are able to lodge a written
submission. No anonymous objections will be accepted.
Your property will be inspected to ensure it is suitable for the purposes of keeping dogs.
After the 14 day submission period, the General Manager then has up to 28 days to consider the
application. Any objections received will be considered during this time.
Once the General Manager has made a decision, you will either receive a kennel licence with or
without any conditions, or you will be notified of refusal of the application and the grounds for that
refusal.
If you have been granted a kennel licence, you will receive a renewal form stating fees payable each
financial year. These fees must be paid on time for you to maintain your kennel licence. Failure to
do so may mean reapplying for a kennel licence.

LICENCE TO KEEP SEVERAL DOGS
INSPECTION NOTES
The kennel or dog yard area must be positioned so it does not cause a nuisance to your
neighbours, including but not limited to noise and odour.
All animals should have sufficient shelter from the elements and water available at all times.
All animals must be contained within your property boundaries.
An effective method for disposal of all dog excrement is required 
Commercial boarding kennels or similar should be set up with a septic tank system.
The relatively large amount of waste produced can then be dealt with hygienically.

For backyards where only a few dogs reside a system in which the dog excrement is
cleaned up and deposited into a pit is a cheap and easy way to go. A hole is dug into
the ground and a plastic rubbish bin or a commercially bought container is placed
into the hole. The bin has no base to allow biological activity to break down the
waste.
Water can be added to keep the breakdown process going, maybe a layer of grass
clippings every now and then. It is important that the bin has a tight fitting lid to
keep out unwanted pests, and reduce the risk of odour escaping.

Any waste water products and effluent from the kennel must be prevented from
entering a water course or supply.

A French drain may also be needed to trap waste water when washing out large
kennels etc. A basic trench filled with oversize gravel or blue metal chunks, about
500mm deep and with a gradual slope may suffice.
