Set Up of the TSX/Touch Screen
Lay Touch Screen unit face down on the floor or on a table.
At the same time, use both hands to lift the two outermost
legs up and away.

Notice the folding metal bracket.
Ensure that the folding bracket is straight and locked.
Pull the U-shaped legs up from the unit. It will pivot up until
you hear two clicks.

Extend the outer legs and the U-shaped legs completely.
Use two people to lift, rotate, and stand the TSX up on its legs.

The Touch Screen can be moved to an upright position
from the tilted position seen in the picture on the left. The
upright position will accommodate voters in a wheelchair.

Items needed for Ballot Station setup are found in the following
locations.

*Black AccuVote Bag
A small plastic bag will be found in each
precinct’s black bag. The plastic bag contains
the following items: Encoder, Instruction
Sheet for Encoder, Voter Access Cards, 2 Red
Seals, and Supervisor/Ender Card Envelope. Do
not remove Supervisor/Ender Card until end of
day for closing of polls. (Supervisor/Ender Card
is only in the Black AccuVote Bag). Your Key
will be on a Lanyard with all the other keys for
the AccuVote.
Set Up of the Ballot Station
Remove the Red Seal from the Top of the Front Doors!
Open the doors, push the black button at the top of the unit, tilt
toward you and remove the Touch Screen tablet.
One person turns the Touch Screen tablet around with the
back facing a partner.

The second person inserts the connector for the keypad.
As you replace the Touch Screen, thread the wire through the
groove (see picture below).

HEADPHONES
Remove headphones from the printer cover inside the TSX
black bag.
Plug the headphone connector into the front of the Touch
Screen unit.

Connecting the Power Cords
On the right side of the machine is the electric socket for the
power cord. Plug the power cord into the wall. Plug the other
end into the machine.
Installing the Printer
Use the key to unlock the printer and open it completely.

Take the printer cover and install as pictured below.
Put the lip of the printer cover under the printer door.
Open the cover and press on the latch. It is marked “press
firmly” and will lock the cover into place.

Load the paper roll and the spindle.
The properly loaded spindle has the disk on the left and the
paper rolls out from the bottom of the spindle.
Now, lift up the gold plate as shown above.
With the gold plate up, load the paper through the slot in the
gray smoky cover. To release smoky cover, push down on
small gray button.

Pull about 15 inches of paper below the slot.
Press the gray smoky cover down on both sides until it clicks.
You should have about 15 inches of paper hanging below it.
Lower the Metal plate.
Find the Canister and open it.

With the spool out, place the canister in the opening above the
metal plate with the label facing you.

The pictures below show how the paper is loaded onto the
spool and put into the canister.
Roll up paper 2 -3 revolutions, place in canister
The spool is loaded into the canister with the gear to the left
side.
Printing the Zero Report
Unlock the security door (top left side of Touch Screen) with
your key.

*** IMPORTANT***
Retrieve the TSX/Touch Screen Memory Card from the
sleeve on top of the AccuVote Scanner. Place the Memory
Card in the slot under the RED power button on the top
left side of Touch Screen. Push in the Memory Card to
make sure it is completely in the slot. At the end of the
day, you will return the Memory Card to the AccuVote
sleeve.
Press the RED power button once. Do not touch the screen
until the AVPM printer notification screen appears (approx. 30
seconds).

Re-lock the security door.

Touch “Test Printer” on the screen.
The “Printer Test Passed” screen will appear.
Touch “OK” on this screen.
Now touch “OK” next to “Cancel”.
The “Zero Report” will start to print.

Touch “NO” when it asks if you want another copy.
Touch “Start Take Up”. This will take up the slack in the
paper. Touch “Stop Take Up” once the paper is taut.
Two Judges from each precinct will sign the lines at the
bottom of the report.
At this point, seal the canister on the right side with a red seal
found in the plastic bag in the Black AccuVote Bag. (See
below.)
The canister holds the spool which is the take-up roll for the
paper as it prints individual ballots. Because it contains the
official ballots, it must be sealed.

Close and lock the printer cover.
Touch “OK” again and the Touch Screen is ready for voting.

At the bottom of the TSX screen, you will see the following
display. This guide will help complete the Accuracy &
Verification Checklist (pages 18 and 19).

↑↑ Ballots: counted for this election. It should be zero.

this machine.

battery only, and red means battery only and below 50% charge.

ACCURACY & VERIFICATION CHECKLIST
TSX/TOUCH SCREEN
State law requires the Accuracy & Verification process to be completed before the polls open and after
the polls close. This checklist is only completed by the precinct responsible for the AccuVote scanner.
Retrieve the Accuracy & Verification Checklist for the TSX/Touch Screen from the Ballot
Accountability Envelope. The top part of this sheet will be completed by the Election Center prior to
Election Day. You are responsible for completing the bottom portion called Verification Sheet TSX/Touch Screen.
Instructions for Completing Checklist
Precinct #:
Found on the top of the Touch Screen.
Date:
Date of the Election.
Serial Number:
Found on the left side of Touch Screen toward the bottom – close
to the power button. Also found on the bottom of the screen with
the ballot count number.
TSX Beginning Ballot Counter #: This number should start at zero.
TSX Beginning Total Counter #:
Found on the bottom-right of the Touch Screen. This is a running
total of the ballot history of the machine. (Like the odometer of a
car.) At the beginning of the day, write down the running total
of the ballot history on the TSX Accuracy & Verification
Checklist.
TSX Ending Ballot Counter #:
This is the number of ballots that were cast today.
TSX Ending Total Counter #:
Found on the bottom-right of the screen. At the end of the day,
write down the running total of the ballot history on the TSX
Accuracy & Verification Checklist.
All four precinct officers in the precinct will need to sign this sheet after it has been completed. The
completed form must be returned to the Ballot Accountability Envelope.

Programming Voter Access Cards
Items are found in a clear plastic bag located
in each precinct’s black bag.
The voter will use the “Voter Access Card” to insert into the
Touch Screen for voting.
The Election Officer must “Create” the card with the “Voter
Card Encoder.”
To Create a Voter Access Card:
o Press the “ON” Button on the encoder
o Insert the Voter Access Card into the back of the Encoder.
o The Encoder and Voter Access Card should face you as you insert the
card with the gold square visible (see above).
NOTE: Specific instructions for creating a small city
ballot (if applicable) and party specific ballots (during
Primary Election) are found in the plastic bag with the
Voter Access Card & Encoder.

NOTE: The encoder will display the precinct number in the display. It should match
the precinct on your paperwork. (See info sheet for Ballot Style or Precinct Number.)
The second line of the display will read “Create?” Press
“Yes”. This will “create” or activate the Voter Card.
Create Magnified, Voice Magnified, or
Voice Hidden Ballots
o Insert a Voter Access Card (The encoder precinct number should match
the precinct on your paperwork. (See info sheet for Ballot Style or Precinct Number.)
o The Encoder must say “Create?”
o If the voter wants a Magnified, Voice Magnified, or
Voice Hidden ballot, make this selection by pressing
the star key (*) until the correct letters (M, VM, or
VH) appear on the Encoder.
o See instructions in plastic bag if you need further
encoder information.

o Once you have made all of your selections, (again see
the instruction sheet in the plastic bag for specific
precinct/party/small city information) press the YES
button.
When it says “Clear?” it is ready to use: remove it from the
encoder.
The Election Officer will
take the card and insert it
into the Touch Screen.
The instruction screen will appear. The voter has the option of
pushing the Large Text or High Contrast buttons on the
screen.

 The Large Text option will magnify
the text for easier reading if voter
decides that s/he needs larger text
after the Access Card has been
created.
 The High Contrast option will
change the display to black and
white.
 You can change back to original text
and contrast by touching the same
options.

Touch “Next” to see the first page of the ballot.
Touch the names to vote in that race. The illustration below
has a “vote for two” race.
The voter presses “Next” on the screen to scroll through the
entire ballot.
At the summary page, the voter presses “Print Ballot” to
review the ballot.
The voter can cast or reject the ballot at this point.

NOTE: A voter can reject a maximum of two times; after that, the voter can only
cast their ballot. There is not a reject option.
**For Audio Ballots: The Access Card must pop out of the TSX
slot for the ballot to be cast. If the Access Card does not pop out,
ask the voter to keep listening for instructions.**
**The Voter Access Card must be re-programmed after each
voter casts a ballot or cancels a ballot.**
NOTE:
 If you see the following message on the Encoder:
DownloadApp
Yes to Start
 Press the OFF button, and turn the unit back on again.
 The Encoder will turn itself OFF automatically after 90 seconds, but you
should manually turn the Encoder OFF when not in use. Turn it back ON
when needed.
 DO NOT pre-program Voter Access Cards!
 DO NOT leave a Voter Access Card in the Encoder when not in use, it will
run the batteries down.

Keypad Instructions
Voters may have trouble hearing the audio ballot. The audio
can be slowed down or sped up, and the volume can be
increased or decreased depending on the needs of the voter.
The following are keypad instructions to better assist a voter
using an audio ballot.










Press 0 to repeat audio when needed.
Press # to speed up the audio.
Press * to slow down the audio
Press 3 to increase the volume.
Press 1 to decrease the volume.
Press 5 to vote for the candidate of your choice.
Press 6 to advance to next candidate.
Press 8 to advance to next race.
Press 6 to go to next page.
Press 9 to confirm vote after you have completed your
ballot.

Canceling a Ballot
To cancel a ballot, put your thumb or finger on the “page one
of” display at the bottom of the screen.
The election officer presses here
for about 30 to 50 seconds.
A screen will appear with a Cancel
option that allows the Election
Officer to cancel the ballot.
If a Touch Screen is left idle too long while voting, the
following will appear on the unit.
Resume must be pressed
before the unit counts
down to zero.
The counter is the number
at the top of the screen.

Closing the Polls
Even if no one has voted this must be completed!!!
Retrieve the Accuracy and Verification Checklist from the
Ballot Accountability Envelope (located in the AccuVote
Black Bag). Complete the TSX Counter Ending # section.
This number will be found on the bottom middle of the
TSX/Touch Screen. It tells us how many votes were cast
during the day. This number began as zero at the beginning of
the day. Each Election Officer in the precinct must sign the
form and place it back in the Ballot Accountability Envelope.
CLOSING THE TSX/TOUCH SCREEN
Insert the Supervisor Card into the Touch Screen just like a
voter access card. The Supervisor Card is found in the plastic
bag in the AccuVote Precinct’s black bag.
Enter the Password number (6 ones, 1,1,1,1,1,1) and press OK.

Touch “End Voting”. Touch “Yes” on the warning screen.
The AVPM Printer Notification screen will appear.
Unlock and open the printer cover.
Press OK.

Press Yes for Full Report. (You will get this prompt only if you are in a location that has
more than one precinct.)
Press No – you don’t want the long report.
The Totals report will start printing.
After a few seconds, the canister will take up the slack.
The two (2) Judges from each precinct will sign the lines at
the bottom of the report.
Tear off the paper below the signatures and press “Yes” for
another copy.
Press “Start Take Up”. The paper will go into the sealed
canister. Press “Stop Take Up”.
Hit OK and it will print second tape.
Press Yes (you will need 3 tapes total)
o One (1) for the canister
o One (1) Tape for Zero Tape Envelope inside the
Ballot Accountability envelope.

o One (1) Tape for Door
The Touch Screen is in “Post Election Mode”
Touch “Shut Down”.
Touch “Yes” on the Warning screen.
Unlock and open the security door on the left.

Below the power switch is the Memory card. Press the
rectangular button below the memory card, remove the card.
Re-lock the security door.

***VERY IMPORTANT***
Return the Memory Card to the Receiving Station by
placing it in a sleeve on top of the AccuVote Scanner.
Following the shut down of the TSX/Touch Screen, the
Memory Card must be placed in the sleeve on top of the
AccuVote Scanner. The Scanner is taken to the Receiving
Station in the same Black AccuVote Bag it arrived in
election morning.

The small plastic bag containing the voter access cards,
encoder, and supervisor/ender card must be placed in the
same precinct black bag in which it arrived.
Remove the sealed canister from the printer and place it in the
printer bag.

Remove the paper and spindle from the printer. Return to the
printer bag.
Unlatch and remove the printer cover. Return to the printer
bag.
Fold up and lock the printer.
Remove headphones and keypad and return to the printer bag.
Unplug the black electrical cord and return to the printer bag.
Fold up the Touch Screen unit and reseal with red seal found
in clear plastic bag.
