 establishing the ‘Requirements for accepting foreign students for programmes and training courses conducted in foreign
languages at Bialystok University of Technology’
Pursuant to Article 66 (1) and Article 66 (2) (3) of the Act of 27 July 2005 Law on Higher Education (i.e. Official Journal of
Laws of 2012, item 572, as amended), and the Regulation of the Minister of Science and Higher Education of 12 October
2006 on foreign students undertaking and pursuing studies and training, and their participation in research and development
work (Official Journal of Laws of 2006 No. 190, item 1406, as amended), I hereby order as follows:
Section 1
The ‘Requirements for accepting foreign students for programmes and training courses conducted in foreign languages at
Bialystok University of Technology’ are hereby established as presented in the Appendix to the present Regulation.
Section 2
Deans of the BUT Faculties and the Head of the International Relations Office shall be held responsible for the
implementation of the present Regulation.
Section 3
The Vice-Rector for Development and Cooperation shall oversee the correct implementation of the present Regulation.
Section 4
This Regulation shall come into effect on the day it is signed.

Section 1
GENERAL PROVISIONS
The present Regulation applies to foreign students applying for enrolment in programmes and training courses
conducted in foreign languages at Bialystok University of Technology, excluding foreign students eligible to pursue
education or training in compliance with the rules applicable to Polish nationals, i.e.:
1) persons who are not Polish nationals, hereinafter referred to as ‘non-nationals’, who have been granted a
residence permit;
2) non-nationals who hold refugee status as granted by the Republic of Poland;
3) non-nationals who have been granted temporary protection in the territory of the Republic of Poland;
4) migrant workers who are nationals of Member States of the European Union or member states of the European
Free Trade Association (EFTA) – Parties to the Agreement on the European Economic Area – and members of
their families if residing in the territory of the Republic of Poland;
5) non-nationals who have been granted a European Community long-term residence permit issued in the territory of
the Republic of Poland;
6) non-nationals who have been granted a fixed-term residence permit issued in the territory of the Republic of Poland
pursuant to the circumstances referred to in Article 127, Article 159 (1), or Article 186 (1) (3) or (4) of the Act of 12
December 2013 on foreigners (Official Journal of Laws, item 1650);
7) non-nationals who have been granted subsidiary protection in the territory of the Republic of Poland;
8) nationals of Member States of the European Union or member states of the European Free Trade Association
(EFTA) – Parties to the Agreement on the European Economic Area – and members of their families, having the
right of permanent residence.
Foreign students listed in items 1-8 above are required to meet all the requirements as outlined in the admission
procedures for programmes and training courses conducted in foreign languages, applicable to Polish nationals,
determined in separate internal regulations of Bialystok University of Technology.
Non-nationals may pursue education and training on the basis of:
1) international agreements, in compliance with the rules therein;
2) agreements concluded between higher education institutions and foreign entities, in compliance with the rules
defined therein;
3) decisions of the Minister competent for higher education;
4) decisions of the Rector of Bialystok University of Technology.
Holders of a valid Polish Charter card (Karta Polaka) may pursue higher education, doctoral programmes and other
types of education and training in compliance with either the rules applicable to Polish nationals or to the rules
described in (2).
Nationals of Member States of the European Union, the Swiss Confederation, or Member States of the European
Free Trade Association (EFTA) – Parties to the Agreement on the European Economic Area – and members of their
families who have financial resources necessary to cover maintenance costs during their studies, may pursue higher
education, doctoral programmes and other types of education and training in compliance with either the rules
applicable to Polish nationals (except that these persons are not entitled to any financial aid, special aid for persons
with disabilities, or need-based allowances), or the rules determined in (2).
Non-nationals holding a residence permit with the annotation ‘access to the labour market’, a Schengen visa, or a
national visa for performing work within the territory of the Republic of Poland, may pursue higher education, doctoral
programmes and other types of education and training on a fee-paying basis. These persons are not entitled to any
financial aid, special aid for persons with disabilities, or need-based allowances.
The requirements for the admission procedures for programmes conducted in the Polish language are determined in
separate internal regulations of Bialystok University of Technology.
Section 2
REQUIREMENTS FOR FOREIGN STUDENTS APPLYING FOR ADMISSION TO PROGRAMMES CONDUCTED IN
FOREIGN LANGUAGES AT BIALYSTOK UNIVERSITY OF TECHNOLOGY

Non-nationals may apply for admission to the following programmes conducted in foreign languages at Bialystok
University of Technology:
1) first cycle (Bachelor’s degree) programmes;
2) second cycle (Master’s degree) programmes;
3) post-MA (MSc., etc.) programmes;
4) doctoral programmes;
5) skills improvement training courses;
6) other types of training courses.
Foreign students may commence their education at Bialystok University of Technology subject to the condition that
they submit documents confirming that the candidate:
1) has a visa, a residence permit, or another document entitling its holder to stay within the territory of the
Republic of Poland;
2) is of good health (in the form of a medical certificate confirming lack of contraindications to undertake studies
in the requested field and of the requested type, issued in Polish or English, or translated by a certified (sworn)
translator into Polish or English);
3) has an insurance policy against illness or a personal accident insurance policy for the period of education in
Poland, or a European Health Insurance Card, or a declaration of a foreigner applying for admission to studies
that they will take out an insurance with the National Health Fund immediately upon commencing their
education.
Foreign students can be admitted to programmes conducted in foreign languages at Bialystok University of
Technology if they submit:
1) a document confirming their competence in the foreign language being the language of instruction for the
requested programme, listed in Appendix No. 2 to the Regulation of the Prime Minister of 16 December 2009
on the qualification procedure in Civil Service (Official Journal of Laws of 2009 No. 218, item 1695), or
2) documents confirming their competence in the foreign language being the language of instruction for the
requested programme at Bialystok University of Technology, in the form of certificates, diplomas, or other
documents certifying completion of secondary level education at schools in which this foreign language was
the language of instruction.
Foreign students can be admitted to first cycle programmes if they:
1) have a certificate or other document obtained abroad, legalised or endorsed with an apostille, entitling them to
apply for admission to all types of universities in the country in whose system the institution granting the
certificate operates, such certificate being considered equivalent to the Polish secondary school-leaving
certificate pursuant to the regulations on the validation of school certificates and secondary school-leaving
certificates obtained abroad or considered equivalent to the Polish secondary school-leaving certificate or
considered as entitling its owner to commence such studies in the Republic of Poland under an international
agreement;
2) show special skills required at Bialystok University of Technology with regard to programmes in which these
skills are needed.
Foreign students can be admitted to second-cycle programmes if they have a diploma or another document,
legalised or endorsed with an apostille, certifying graduation from a foreign university, entitling them to commence
second-degree studies in the country of its issue, such diploma or document being considered equivalent to the
respective Polish diploma certifying the completion of first-cycle studies, pursuant to the regulations on the validation
of university diplomas issued abroad; this does not apply to the candidates who do not have to undergo the validation
procedure pursuant to these regulations or whose diplomas or other documents are considered equivalent to the
respective Polish diplomas certifying the completion of first-cycle studies, or considered as entitling their owners to
commence second-degree studies in the Republic of Poland.
Foreign students can be admitted to post-MA (MSc., etc.) programmes if they have a diploma certifying graduation
from first-cycle courses, second-cycle courses, or uniform Master’s degree courses, issued in Poland, or another

diploma or document certifying graduation from first-cycle courses, second-cycle courses, or uniform courses abroad,
legalised or endorsed with an apostille, considered equivalent to the respective Polish diploma certifying the
completion of first-cycle courses, second-cycle courses, or uniform Master’s degree courses, pursuant to the
regulations on the validation of university diplomas issued abroad; this does not apply to the candidates who do not
have to undergo the validation procedure pursuant to these regulations or whose diplomas or other documents are
considered equivalent to the respective Polish diplomas certifying the completion of first-cycle courses, second-cycle
courses, or uniform Master’s degree courses, or considered as entitling their owners to commence post-MA (post
MSc., etc.) studies in the Republic of Poland.
Foreign students can be admitted to doctoral programmes if they have a diploma certifying graduation from secondcycle courses or uniform Master’s degree courses, issued in Poland, or another diploma or document certifying
graduation from a foreign university, legalised or endorsed with an apostille, considered equivalent to the Polish
diploma certifying the completion of second-cycle courses or uniform Master’s degree courses, pursuant to the
regulations on the validation of university diplomas issued abroad; this does not apply to the candidates who do not
have to undergo the validation procedure pursuant to these regulations or whose diplomas or other documents are
considered equivalent to the respective Polish diplomas certifying the completion of second-cycle courses or uniform
Master’s degree courses, or considered as entitling their owners to commence doctoral studies in the Republic of
Poland.
Section 3
REQUIREMENTS FOR FOREIGN STUDENTS APPLYING FOR ADMISSION TO PROGRAMMES AND TRAINING
COURSES CONDUCTED IN FOREIGN LANGUAGES ON THE BASIS OF THE RECTOR'S DECISION

Foreign students applying for admission to programmes conducted in foreign languages on the basis of the Rector's
decision, supply documents listed in Appendix no. 1 to the present document to the International Relations Office.
The International Relations Office sends all the required documents submitted by candidates to the Deans of the
respective Faculties.
Foreign students applying for admission to first-cycle programmes in the fields for which entrance examinations are
required, must take these examinations, which test the candidates’ skills needed for studying in these fields. The
dates of the examinations shall be established by the University.
After having considered (within a period of time not longer than 7 days) the required documents submitted by
candidates and the results of the examinations described in item 3 above, the Deans of the respective Faculties
make their decisions on accepting or rejecting applications for the particular programmes. A specimen of the
application form is included in Appendix no. 2 to the present document.
In the case of foreigners qualified for studying at Bialystok University of Technology, the Deans of the respective
Faculties propose the conditions under which the candidates may study:
1) without the tuition fee or scholarship or allowance benefits,
2) on a fee-paying basis.
Final decisions on accepting or rejecting foreign students to study at Bialystok University of Technology are made by
the Rector on request of the Deans of the respective Faculties.
Section 4
FINAL PROVISIONS
Decisions on all matters not included in the ‘Requirements for accepting foreign students for programmes and
training courses conducted in foreign languages at Bialystok University of Technology’ shall be made by the Rector of
the University.
Appendix no. 1 to the ‘Requirements for accepting foreign students for programmes and training courses conducted
in foreign languages at Bialystok University of Technology’
Documents required from foreign students applying for admission to programmes on the basis of the

A photocopy of the passport, certified by Bialystok University of Technology (in order for a photocopy to be certified,
foreign students must show their passports);
One photograph signed on the back with the name (names) and surname (surnames) of the candidate, measuring
35mm (1.4 in) x 45mm (1.8 in), taken without a hat, head covering, or head band, and with a plain light-coloured
background, together with a digital version of this photograph on a CD/DVD in the .JPG format (set to 400 x 500
pixels exactly, at the resolution of 300 dpi). The digital and the paper versions of the submitted photograph must be
identical;
A photocopy of a visa, residence permit, or another document entitling its holder to stay within the territory of the
Republic of Poland, certified by Bialystok University of Technology (in order for a photocopy to be certified, foreign
students must show the appropriate documents);
A medical certificate confirming lack of contraindications to undertake studies in the requested field and of the
requested type. Medical certificates issued in languages other than Polish or English must be translated by a certified
(sworn) translator into Polish or English;
A photocopy of: an insurance policy against illness or a personal accident insurance policy for the period of education
in Poland, or a European Health Insurance Card, or a document certifying insurance with the National Health Fund,
certified by Bialystok University of Technology (in order for a photocopy to be certified, foreign students must show
the appropriate document);
A photocopy of a document confirming the candidate’s competence in the foreign language being the language of
instruction for the requested programme at Bialystok University of Technology, listed in Appendix No. 2 to the
Regulation of the Prime Minister of 16 December 2009 on the qualification procedure in Civil Service (Official Journal
of Laws of 2009 No. 218, item 1695), or photocopies of documents confirming the candidate’s competence in the
foreign language being the language of instruction for the requested programme at Bialystok University of
Technology, in the form of certificates, diplomas, or other documents certifying completion of secondary level
education at schools located abroad, in which this foreign language was the language of instruction (if applicable);
A photocopy of a receipt of the processing fee payment of PLN 85 (approx. 17 Euros) and the tuition fee payment
increased by EUR 200, made to the bank account specified by Bialystok University of Technology;
A document certifying the candidate’s level of education, without prejudice to items 12-16 below (documents issued
in foreign languages must be submitted with their translations by a certified (sworn) translator into Polish or English):
1) for candidates applying for admission to the first year of first-cycle programmes:
a certificate or other document obtained abroad, legalised or endorsed with an apostille, entitling them to apply
for admission to all types of universities in the country in whose system the institution granting the certificate
operates, such certificate being considered equivalent to the Polish secondary school-leaving certificate pursuant
to the regulations on the validation of school certificates and secondary school-leaving certificates obtained
abroad or considered equivalent to the Polish secondary school-leaving certificate or considered as entitling its
owner to commence such studies in the Republic of Poland under an international agreement;
2) for candidates applying for admission to the first year of second-cycle programmes:
a diploma or another document, legalised or endorsed with an apostille, certifying graduation from a foreign
university, entitling them to commence second-degree studies in the country of its issue, such diploma or
document being considered equivalent to the respective Polish diploma certifying the completion of first-cycle
studies, pursuant to the regulations on the validation of university diplomas issued abroad; this does not apply to
the candidates who do not have to undergo the validation procedure pursuant to these regulations or whose
diplomas or other documents are considered equivalent to the respective Polish diplomas certifying the
completion of first-cycle studies, or considered as entitling their owners to commence second-degree studies in
the Republic of Poland;
3) for candidates applying for admission to the first year of doctoral programmes:
a diploma certifying graduation from second-cycle courses or uniform Master’s degree courses, issued in Poland,
or another diploma or document certifying graduation from a foreign university, legalised or endorsed with an
apostille, considered equivalent to the Polish diploma certifying the completion of second-cycle courses or

uniform Master’s degree courses, pursuant to the regulations on the validation of university diplomas issued
abroad; this does not apply to the candidates who do not have to undergo the validation procedure pursuant to
these regulations or whose diplomas or other documents are considered equivalent to the respective Polish
diplomas certifying the completion of second-cycle courses or uniform Master’s degree courses, or considered as
entitling their owners to commence doctoral studies in the Republic of Poland;
4) for candidates applying for admission to post-MA (MSc., etc.) programmes:
a diploma certifying graduation from first-cycle courses, second-cycle courses, or uniform Master’s degree
courses, issued in Poland, or another diploma or document certifying graduation from first-cycle courses,
second-cycle courses, or uniform courses abroad, legalised or endorsed with an apostille, considered equivalent
to the respective Polish diploma certifying the completion of first-cycle courses, second-cycle courses, or uniform
Master’s degree courses, pursuant to the regulations on the validation of university diplomas issued abroad; this
does not apply to the candidates who do not have to undergo the validation procedure pursuant to these
regulations or whose diplomas or other documents are considered equivalent to the respective Polish diplomas
certifying the completion of first-cycle courses, second-cycle courses, or uniform Master’s degree courses, or
considered as entitling their owners to commence post-MA (post MSc., etc.) studies in the Republic of Poland.
If the certificates, diplomas, or other documents listed in item 10 above are subject to validation, foreign students
must submit certificates of equivalence of these documents to the respective Polish secondary school-leaving
certificates or diplomas of certifying the completion of a university programme, not later than before the end of the
first semester of their programme; in justified cases, for reasons beyond the control of foreign students, certificates of
equivalence may be submitted at a later date set by the Rector of the University or by the Head of a scientific unit
other than an organizational unit of the University.
Within the territory of the republic of Poland, diplomas issued by authorised universities operating in the higher
education system of the European Union Member States, the Organization for Economic Co-operation and
Development (OECD) member states, or the European Free Trade Association (EFTA) member states – Parties to
the Agreement on the European Economic Area, certifying the completion of:
1) three-year programmes or first-cycle programmes lasting at least three years – confirm the completion of higher
education at the level of the first-cycle degree programme;
2) second-cycle programmes – confirm the completion of higher education at the level of the second-cycle degree
programme;
3) uniform programmes lasting at least four years – confirm the completion of higher education at the level of the
second-cycle degree programme if they are recognized as equivalent to diplomas of completion of the secondcycle degree programme in the country in which they have been issued.
The above provisions shall apply accordingly to diplomas confirming the completion of a higher education
programme conducted jointly by higher education institutions operating within the higher education systems of the
European Union Member States, the Organisation for Economic Co-operation and Development (OECD) member
states, or the European Free Trade Association (EFTA) Member States – Parties to the Agreement on the European
Economic Area.
If a diploma confirming the completion of higher education abroad gives the right to continue education or initiate the
proceedings to qualify for a doctoral degree in the country in whose higher education system the higher education
institution which has issued this diploma operates, it also authorises its holder to continue education within a secondcycle programme, post-MA (MSc., etc.) programme, or a second-cycle programme, respectively.
If a diploma confirming the completion of a higher education programme conducted jointly by foreign higher
education institutions gives the right to continue education or initiate the proceedings to qualify for a doctoral degree
at least in one country in whose higher education system the education has been provided, it also authorises its
holder to continue education within a second-cycle programme, post-MA (MSc., etc.) programme, or a second-cycle
programme, respectively.
Diplomas confirming the completion of higher education abroad shall not confer the rights mentioned in items 12-14
above in the Republic of Poland if:
1)
institutions which issued them or institutions in which the education was provided:
a) within the meaning of the domestic law of the countries in whose higher education systems these
institutions operate, were not accredited higher education institutions on the date of issuing the diploma,
or implemented a study programme which did not have accreditation on the date of issuing the diploma,
or
b) do not operate within a higher education system of any country, or
2)
the higher education programme under concern (or its part) was implemented against the legal provisions of
the country in which the education was provided.

In case of doubt as to the appropriateness of a diploma or the status of a foreign higher education institution,
mentioned in items 12-15, at a request of a university, the Minister competent for higher education or an entity
authorised by the Minister shall give their opinion on the matter or issue a certificate. Provisions of the Act of 14 June
1960 – Administrative Code – shall apply accordingly, with the reservation that the period of time mentioned in Article
217 (3) of the Act shall be twenty-one days.
