NVSUA held a general membership meeting on Sunday, February 8, 2014 at the Franconia
Government Center.
President:
 ASA Medals Program Presentations were made to numerous members as well as Iron
Mask (Ben Gottlieb), Co-Rookie of the Year (Andy Kokkinis) and National Indicator
Fraternity (Mike Guffey). These were in addition to the awards that were presented at the
Annual Awards Banquet held in Dec 2013. A complete list of all presentations will be
eventually be available on the NVSUA website.
 VHSL registration will be sent in hopefully by this Wed. If you registered with COA last
year, we will work out the details with COA and VHSL.
 ASA registration this year will be with Central Virginia only this year; we will continue
to support MD DC ASA as they need it.
 There will be many tournaments that we will be asked to support, a list is available on
the Central VA ASA/Piedmont ASA websites, we will try to consolidate and post a list
on our website.
 Contracts, NVSUA was awarded a one year contract which contains an option year for
both Arlington and Fairfax county schools; Bishop O’Connell awarded NVSUA a 1 year
contract. Both Bishop Ireton and Paul VI had committed to working with MAC earlier in
the year. Contract for both Fairfax and Arlington County includes 2-umpire JV games
based on Title IX
o This comes with both the Edison (former Madison) and Hayfield Spring Break
Tournaments; Westfield combined with Edison.
o It will be important that all umpires raise their standards if the association wants
to keep the contracts moving forward.
 Mark Lincoln has resigned as UIC. Art Dietrich has been appointed to serve as interim.

 Please make sure you fill out your NVSUA Contractor forms, NVSUA registration form
and the Criminal Certification form.
 We are working with Central Atlantic Region to host a National Umpire School in 2015.

 Uniforms:
o For VHSL games, the default uniform will be plain powder blue shirts with plain
navy blue hats. If both umpires have last year’s VHSL logo (round patch) that is

approved for wear, if both have the new style shirt that is also approved for wear.
The key is both MUST match. Both umpires do not have to wear jackets but if
worn they must match; the only approved jacket is the Navy pullover with the
white/powder blue stripe (Major league/NCAA style).
o ISL schools: the uniform will be ASA shirts and hats. The mixing and matching
of the ASA logo’s is acceptable. If wearing jackets, either the ASA or association
approved jacket mentioned above are acceptable provided both umpires match.
o O’Connell games: Plain powder blue shirt and plain hats.

Expectations: arrive 45 minutes early, this allows for unexpected traffic issues and
allows for a good pre-game with your partner. Umpires should be at the field ready to
check equipment NLT 15-20 minutes prior to game time; contact partner 1-2 days
beforehand: confirm uniform, meeting time, where you intend to park, etc
VHSL test is free Feb 10-Mar 2, afterwards there is a fee. Bill Collins has master list
of VHSL ID numbers needed for test.
NFHS rule changes: See attached slides. NFHS points of emphasis are DP/Flex
education, player safety, equipment checks, and electronic devices.
ASA rule changes: see attached slides.
Art placed an emphasis on calling illegal pitch, even at lower levels of play. If you see it,
you must call it but don’t make it up if you “think” it was illegal. When you call it,
explain to the coach what you are seeing and why it is illegal.
Commissioner:
 We no longer have a status hotline or commissioner phone; call Elaine directly 301-8735440 . All changes to games/schedules will be made via Arbiter and Elaine will use
every option available to her to contact the effected umpires.
o If you are at a game site, your partner might be running late please continue to
monitor your cell phone as the commissioner may try to contact you to let you
know the situation.
 Update availability this week; will start loading games this week; update arbiter starting
zip code, distance limits, conflicts, etc
 Tues/Fri are busiest; particularly heavy days are Tues/Fri from Apr 1 to May 6
 Please either accept/decline games in a timely manner, the system shows when you log in
and waiting until the last minute for the system deadline date slows down our opportunity
to get others games; you have 3 days to take action on assignments.
 If you are not getting as many games as you want, not getting the level of games you feel
you should be umpiring please call and we can discuss.
 Apr 14 -1 8 is spring break so limited games that week.
 Regular season starts March 16, ends May 16.
Treasurer Report:
 See attached slides for current financial report. Bill also explained the association’s
policy on game cancellation and fees. See slides for details.
Next meeting is March 9th at 4:30 in the Franconia Government Center. We encourage
attendance at all general membership meetings, there are only 6 per year. If are you unable to
attend you must notify the Vice President.
