MELBOURNE WATER POSITION DESCRIPTION PROJECT MANAGER, FLOOD PARTNERSHIPS REPORTS TO: DIRECT REPORTS AND TEAM SIZE: Team Leader, Food Partnerships This role has no direct reports THIS ROLE EXISTS TO: (PURPOSE) Improve flood risk management and coordination across our region Collaborate with the 38 councils in our region and the Victorian SES to share information and plan together Contribute to implementing Melbourne Water’s Flood Management and Drainage Strategy objectives Foster relationships and promote collaboration between flood agencies, government, councils and stakeholders KEY ACCOUNTABILITIES: Developing and implementing community flood awareness and preparedness programs in partnership with the Victorian State Emergency Service Implementing the Flood Management Plan Program in each local government area Taking care of own and colleagues Health and Safety through identification and reporting of hazards and active involvement in improvement initiatives. KEY ACTIVITIES: Flood Management Plans o Coordinate the Flood Management Plan program with 38 Councils and SES as a key stakeholder, and other agencies as required o Engage and manage consultants to project manage five-yearly major reviews of the 38 Plans - arrange workshops and meetings with key representatives from Melbourne Water, councils and VICSES and gather background data for input to the reviews o Conduct annual meetings with each council (and SES) to collaborate, share flood related information and track progress of improvement actions o Monitor and report on Improvement Actions from an Access database o Periodic process reviews to improve efficiency of the program and ensure the Flood Management Plans continue to meet the needs of Melbourne Water and key stakeholders, within the context of regional and state flood strategies Flood Education and Community Resilience o Coordinate the VICSES/Melbourne Water partnership o Manage the Partnership Contract o Work with the SES and other Melbourne Water teams to establish annual objectives, targets/KPIs for implementation of an effective flood community education and emergency management program o Coordinate steering committee meetings and associated activities o Monitor the effectiveness of the program in effective flood risk management Supporting the Flood Management and Drainage Strategy and Business Plan o Implementing relevant targets Project management of consultants, contracts and tenders Financial management including forecasting, accruals and business planning Periodic reporting against KPIs and requirements of the Waterways and Drainage Strategy, and audits KEY RESPONSIBILITIES KPIs Review Flood Management Plans Refer Waterways and Drainage Strategy SES flood education and emergency partnership Refer partnership agreement Job level:7 Assessed by:P&C Date:Nov16 MELBOURNE WATER POSITION DESCRIPTION PROJECT MANAGER, FLOOD PARTNERSHIPS SKILLS, KNOWLEDGE AND EXPERIENCE REQUIRED: Key skills required include: Highly developed interpersonal skills, together with high level verbal and written communication skills in sensitive or complex circumstances Highly developed project management skills in a multi stakeholder environment Demonstrated ability to supervise and direct consultants, contractors and project teams including the management of the tender process for service provision Demonstrated ability to effectively communicate, liaise and negotiate with both internal and external stakeholders at all levels from officer to senior management Demonstrated ability to initiate, build, maintain and enhance business relationships, both internal and external, to achieve mutually agreed outcomes Awareness of community education programs Knowledge of catchment management, drainage and floodplain management philosophies, guidelines and principles Awareness of the water industry and regulatory environment, Operating Charter, and Flood Management and Drainage Strategy Ability to analyse and interpret flood impact data to produce useful information for both technical and lay audiences Demonstrated ability to work with little supervision, manage time effectively, meet critical timetables and manage multiple tasks at one time Computer skills in word processing, spreadsheet and database applications. KEY RELATIONSHIPS: All Melbourne Water employees are responsible for managing aspects of our customer/stakeholder relationships and service interactions, and will work proactively to deliver a consistent customer experience. INTERNAL The Project Manager will be required to liaise with internal teams at all authority levels such as those in the Waterways Group, as well as others in Asset Planning and the Customer and Community Group. EXTERNAL The Project Manager will be required to liaise extensively with local government authorities, Victoria State Emergency Service, consultants, the Department of Environment and Primary Industries, Catchment Management Authorities and Water Authorities. Interaction with others is significant and therefore a well-developed ability to understand the needs and concerns of others, and adjusting one’s own approach accordingly is expected. The Project Manager will require an understanding of human behaviour principles and an ability to negotiate, influence decisions and cause behavioural change. The Project Manager will need to exercise independence and discretion in determining overall strategies, priorities, work standards and the identification and allocation of suitable resources. This will occur within the general limits of the project and may include the formulation of policy and associated principles, practices and procedures. Delivery of key elements may require the engagement of external resources such as contractors and / or consultants.
