NHS CFH GP Systems Addendum for Welsh MSS Systems

April 2008
Final v1.0
1. Introduction
This document details the elements of the NHS CFH GP Systems v1 compliance module that systems seeking
compliance with the Welsh MSS scheme must meet.
The NHS CFH GP Systems v1 module contains requirements which all GP systems provided to English practices
under the GPSoC scheme must meet. It necessarily contains a number of requirements which apply to systems
operating only in England and/or interfacing to the (English) national systems, e.g. requirements for system to
interface to the NHS Care Records System commonly referred to as ‘the Spine’. This document identifies those
requirements within the GP Systems module which systems must meet and those which systems need not meet
in order to gain compliance under MSS v2 (or later).
This document should be read in conjunction with Minimum System Specification (MSS) v2 and documentation
associated with the NHS CFH GP Systems v1 compliance module.

2. NHS CFH GP Systems v1 module structure
The master document that details the requirements GP systems must meet to gain GP Systems v1 compliance is
the ‘GP Systems Compliance Module Baseline Index’ (Ref: NPFIT-FNT-TO-TIN-0980.xx).
Within this document it states that in order for a GP system to gain compliance to the GP Systems module it must
have first gained compliance with the following NHS CFH compliance foundation modules:



Information Governance v2 Foundation Module
NHS CRS Infrastructure and Standards v1 Foundation Module
PDS v2 Foundation Module
It then lists the documents which detail the requirements of the GP Systems module itself. These focus on two
main documents and a list of supplementary documents referred to by the main two documents. The two main
documents are:


GP Core Functionality v1.01
GP Legacy EDI Requirements v1.0
The sections from the baseline index document are reproduced below to assist the reader.

3. ‘GP Systems’ Requirements Applicable to MSS Systems
This section lists which requirements from the NHS CFH GP Systems v1 module must be met; which must not be
met and which may be met by GP systems seeking compliance under the Welsh MSS v2 scheme.
3.1.
Requirements which MUST be met
IG v2 Foundation Module
Requirements contained in the following sections from the ‘IG Requirements for ESP Systems v3.0’ document
(Ref: NPFIT-FNT-TO-TIN-0427.08):
3.3
3.7
3.8
3.9
3.10
3.11
3.14
3.15
Role Based Access Control (Note: Only sections 3.3.7 and 3.3.8 apply – these cover local role
based access controls. Systems must not interface to SSB.)
Network Access Controls
Workstation Access Controls
Audit Trails (Note: except any requirements relating to NHS CRS access)
Secure Communication (Note: except 3.10.1 which applies to NHS CRS data)
Storage (Note: read ‘NHS CRS data’ as any data in the system; 3.11.5 does not apply).
ISMS
Local Authentication
NHS CRS Infrastructure and Standards Foundation Module
 None – there are no mandatory requirements for MSS in this module.
PDS v2 Foundation Module
 None – there are no mandatory requirements for MSS in this module.
GP Systems Module
 All requirements contained in the GP Systems Core Functional Requirements v1.01 EXCEPT the
following:
 CF.09
Support for (English) national RBAC
 CF.15
SDS interaction
 CF.16
SDS interaction
 CF.24
PDS interaction
 CF.165 and CF.169 Note that Prescription Forms are to be printed in a similar way to English
forms but no official Welsh Prescription form specification exists at this time.
 All requirements contained in the GP Systems Legacy EDI Requirements.

3.2.
Requirements which MUST NOT be met
This section lists the requirements which systems must not support when installed in a Welsh practice. If
systems support any of these requirements then they must be capable of being switched off when installed in a
Welsh GP practice.
IG v2 Foundation Module
3.1
Smartcard authentication
3.2
Patient consent management
3.3
Role Based Access Control (Note: except 3.3.7 and 3.3.8)
3.4
Legitimate Relationships
3.5
Sealed Envelopes
3.6
Content Commitment
NHS CRS Infrastructure and Standards Foundation Module
 All requirements associated with the ‘External Interface Specification’ (EIS) which specifies interface
requirements to the NHS CRS system(s).
PDS v2 Foundation Module
 Systems must not interface with PDS and therefore systems are not required to meet the requirements
contained in the PDS v2 Foundation Module (See Important Note below).
Important Note
At the time of writing systems of Welsh organisations are not allowed to connect to NHS CRS systems.
However it is expected that this constraint will be removed to allow systems to interact with some core NHS
CRS systems (e.g. SDS, PDS) to support cross-border organisations, e.g. systems that have patients
resident within both England and Wales. Further documentation will be provided as and when the nature of
the these interfaces and associated functional requirements are known.
GP Systems Module
 The following requirements contained in the GP Systems Core Functional Requirements v1.01 must not
be provided:
 CF.09
Support for (English) national RBAC
 CF.15
SDS interaction
 CF.16
SDS interaction
 CF.24
PDS interaction
 CF.165 and CF.169 Note that Prescription Forms are to be printed in a similar way to English
forms but no official Welsh Prescription form specification exists at this time.
3.3.
Requirements which MAY be met
Requirements listed below may be met and supplied to Welsh GP practices
IG v2 Foundation Module
3.12
Time stamping
3.13
Security Testing
NHS CRS Infrastructure and Standards Foundation Module
 Any of the technical standards listed may be met as long as they don’t conflict with any Welsh standard
PDS v2 Foundation Module
 None
