Weapons Policy - No. 218.1 Students are prohibited from possessing, carrying, attempting to purchase or sell, storing or using weapons or dangerous instruments while on school property, on the way to or from school, and while present at any function or activity. For purposes of this policy, a weapon or dangerous instrument shall consist of any object or instrument which is commonly considered to be a weapon or dangerous instrument, any object intended to look like and/or any object or instrument which is in fact used to effect threats, intimidation, harassment, extortion or injury to a person or property. The term “weapon” includes items such as knives, daggers, razors, firearms, bombs, blackjacks, metal knuckles, clubs and any other item or object possessed or used under circumstances not manifestly appropriate to lawful possession and use. In addition, the term “weapon” includes explosives and incendiary devices (including fireworks and the like) and noxious substances, such as mace. The term “firearm” includes any weapon, loaded or unloaded, from which a shot can be discharged by gunpowder or compressed air, and also includes the unassembled components of a firearm. Subject to any applicable due process procedures, any student who violates this policy shall be expelled for a period of not less than one year except that the Superintendent may on a case-by-case basis recommend lesser disciplinary action. Additionally, the weapon shall be confiscated and the Superintendent shall report the discovery of any weapon prohibited by this policy to local law enforcement officials. Parental or guardian notification shall also be made in timely fashion. The Superintendent shall report to the Department of Education all incidents involving expulsion under this policy. This policy is applicable to all persons (including school directors, employees, students, contractors, visitors, etc.) who for any reason may be on property of the School District except that this policy shall not apply to (a) duly authorized authorities while in performance of their duties and (b) any person who has received from the Superintendent specific written exemption from the policy. Any such written exemption shall be valid for no more than one year and must be renewed. Bullying and CyberBullying Policy - NO. 249 All forms of bullying and cyberbullying by school district students are hereby prohibited. Anyone who engages in bullying or cyberbullying in violation of this Policy shall be subject to appropriate discipline. Students who have been bullied or cyber bullied shall promptly report such incidents to the designated employees. Complaints of bullying or cyberbullying shall be investigated promptly and corrective actions shall be taken when a complaint is verified. Neither reprisals nor retaliation shall occur as a result of the submission of a complaint. Bullying means an intentional electronic, written, verbal or physical act or series of acts directed at another student or students, which occurs in a school setting and/ or out of school setting, that is severe, persistent or pervasive and has the effect of doing any of the following: 1. Substantial interference with a student's education 2. Creation of threatening environment 3. Substantial disruption of the orderly operation of the school Bullying, as defined by this policy, includes cyberbullying. School setting means in the school, on school grounds, in school vehicles, at a designated bus stop or at any activity sponsored, supervised or sanctioned by the school. The terms "bullying" and "cyberbullying" shall not be interpreted to infringe upon a student's right to engage in legally protected speech or conduct. Complaint Procedure 1. Students who have been bullied should promptly report incidents to the building principal or designee. 2. The building principal or designee shall promptly investigate and corrective action shall be taken when allegations are verified. 3. All professional/administrative employees who receive a complaint shall investigate to determine if bullying or cyberbullying has occurred. If the behavior is found to meet the definition of bullying or cyberbullying, written documentation must be submitted to the building principal. All support staff employees who receive a complaint shall immediately report the complaint to his/her immediate supervisor. 4. The building principal or his/her designee will inform parents/guardians of the victim and person accused. Unauthorized use of the Penn Manor athletic facilities will be considered trespassing. School Property Regulations The following regulations shall govern the general use of school grounds: 1. No one shall be permitted on school grounds after dusk without written permission from authorized school personnel. 2. In-line skates, motorcycles, minibikes, bicycles, scooters and all other motorized vehicles are prohibited from all areas of the school grounds other than the driveways and designated parking areas. 3. Illegal substances, alcohol and smoking are prohibited from school grounds. 4. All playground equipment may be used only in the manner for which it is intended. Misuse and/or abuse of equipment shall not be permitted. 5. Loitering, foul language, harassment and all other misconduct shall not be permitted. 6. Leashed and policed domestic animals are permitted on school grounds. 7. Playing golf is not permitted on school grounds. 8. Weapons are not permitted on school grounds. 9. Skateboarding is not permitted on school grounds. 10. Fields and grounds must be maintained. Any use of school grounds that harms the condition of a playing field is not permitted. These regulations, approved by the Penn Manor School Board on July 9, 1998, shall be posted on all school grounds and enforced by the local township or borough police department. School Board Meetings The Penn Manor Board of School Directors welcomes participation of the community-atlarge. Each Committee of the Whole and regularly scheduled Board Meeting has a place on the agenda for public comments. If you wish to address the Board of Directors, all you need to do is to be present at a meeting and follow these procedures: • The speaker shall be recognized by the president and then state his/her name and address. • The speaker may choose to speak at that time or request a delay until a specific agenda item is before the Board of School Directors for consideration. • Comments shall be limited to no more than five minutes. • The chair may limit repetitive comments. • The resident’s right to comment is for the purpose of addressing the Board of School Directors, not for asking questions of the directors or persons employed by the Penn Manor School District. • Vulgar, abusive, obscene, profane language or defamatory remarks will not be permitted. PA Open Records Act Beginning in January 2009, provisions of Act 3 (also known as the Open Records amendment to the Pennsylvania Right-To-Know Law) took effect at all local and state agencies in the Commonwealth of Pennsylvania, including local municipal governments and school districts. Act 3 expands the definition of “public record,” making all records public – both electronic and hard copy – with 30 listed exemptions. Act 3 requires the school district to designate an official Open Records Officer to accept written requests from the public and to ensure compliance with timelines and the law. Penn Manor has designated the superintendent, Dr. Michael G. Leichliter, to handle all requests. Tax Collection Penn Manor School District no longer collects tax payments at the Administrative Offices. PEST CONTROL PLAN In response to state-wide legislation, the Penn Manor School District has adopted an Integrated Pest Management (IPM) plan for managing insects, rodents and weeds. The purpose of the IPM is to protect every student from pesticide exposure by using a consistent protocol for pest management. Penn Manor is proactive in its pest-management efforts by making the school buildings and grounds an unfavorable habitat for these pests. Removing food and water sources and eliminating their hiding and breeding places are the best ways to combat pest infestations. This is best accomplished through routine cleaning and maintenance of the facilities. The custodial and maintenance department routinely monitors the school buildings and grounds to detect any pests that are present. Pest sightings are reported to the district IPM coordinator and contracted service provider. Each will evaluate the situation and determine the appropriate management techniques to address the problem. The techniques can include increased sanitation, modifying storage practices, sealing entry points, physically removing the pest, etc. From time to time, it might be necessary to use pesticides registered by the Environmental Protection Agency to manage a pest problem. A pesticide will only be used when necessary, and will not be routinely applied. When a pesticide is necessary, the school district will try to use the least toxic product that is effective. Applications will be made only when students do not have access to the area(s) being treated. Notices will be posted in these areas 72 hours prior to application and for 2 days following the application. If a chemical application must be made to control an emergency pest problem, notice will be provided in writing to every parent/guardian whose child attends the school building requiring treatment. The notice will include the date of pesticide application, name of the pesticide and EPA registration number of the pesticide. Exemptions to this notification include disinfectants and antimicrobial products; self-containerized baits placed in areas not accessible to students and gel type baits placed in cracks, crevices or voids.
