Industry Assessments – Telecommunications – Postal Services – Broadcasting – Electricity BACKGROUND • Our Vision • A society where all consumers and participants experience the benefits of well-regulated ICT, postal and electricity services • Our Mission • To facilitate and promote the best interests of consumers and participants in the ICT, postal and electricity sectors through the best combination of competition and effective regulation. • Our Mandate a) Telecommunications Act 2005; b) Broadcasting Act 2010; c) Postal Services Act 2010; and d) Electricity Act 2010 Essential elements of various mandates • Facilitating the development of the sectors • Promoting widespread availability / universal access to the relevant services • Encouraging sustainable investment in each sector, RE sources and reduced reliance on imported fossil fuels in Electricity sector • Promoting the interests of customers • Promoting efficiency in the use of resources • Promoting sustainable competition in means of delivering consumer benefits in terms of innovation, service quality and price • Establishing measures to enforce compliance and implementation of the policies in the legislation Regulatory Division Undertakes regulatory oversight, market analysis and consumer affairs functions in the sectors within the mandate of the organization (telecommunications, broadcasting, electricity and postal). For these sectors the responsibilities of the division include overseeing licensee compliance; market monitoring; managing issues arising from anti-competitive behaviour; price regulation; access and interconnection; consumer complaint resolution; quality of service; and universal access. Technical Division • Spectrum Management • Type Approvals for Telecommunication Equipment • Numbering Management • Other Technical Duties eg: Renewable Project, Awareness Campaigns and Electricity Electricity Division Two significant changes were implemented with enactment of the new Electricity Act, 2010 • Regulatory authority to OOTR Licensing Tariff Setting • Independent Power Producers –IPPs BACKGROUND Electricity Sector and the Electric Power Corporation (“EPC”) • Established under Electricity Act 1972, a corporation wholly owned by government • 3 broad divisions: Operation, Development and Corporate. Employs about 400 employees • Provides power to 98% of population of Samoa, approximately 34,214 customers - domestic and non-domestic • Average total production 114,351,019 kWh per annum. Hydro 34%, Diesel 65%, 1% RE sources • Generation fuel consumption averages 22 million litres diesel / year, approximately SAT$59 million, represents 60% of total costs Thank You
