JOB OVERVIEW
The Purchasing and Supply Chain Officer leads and supervises the Purchasing Buyers in the acquisition of
approximately $30 million goods annually and administers the supply chain processes of a wide variety of
contracted goods on behalf of clients for inventory management and Province- wide distribution. The
Purchasing and Supply Chain Officer is a key role in connecting procurement practices with PDC supply chain
operational functions. The position is responsible for administering Health Canada Standard Operating
Procedures (SOP’s) to ensure regulatory compliance as related to the acquisition and recall process of medical
devices and pharmaceuticals.
ACCOUNTABILITIES

Supervises staff including assignment of work, scheduling, development and evaluation of performance
plans and approval of leave.

Provides guidance and training to purchasing staff on supply chain and contract administration
procedures associated with the procurement of goods and business processes.

Manage new product request process; assess accuracy and completeness, product availability, identify
options, and make recommendations that align with PDC business practices.

Develops service standards and tools, prepares statistics, usage and other reports to ensure
compliance with program targets and service standards.

Ensures SOP’s are followed, as they relate to Health Canada Licensed medical device products and that
product recalls are dealt with promptly, protecting the Health and Safety of Citizens.

Participates in and/or leads the implementation of new and strategic business processes involving
cross department functions.

Ensures consistent practices are being applied in the creation, issuing and follow up of requisitions and
purchase orders to ensure compliance with contract terms and conditions.

Develops contract administration guidelines, business practices and procedures in conjunction with
managers and ministry staff to ensure contract terms and conditions meet government and ministry
policies and program needs.

Align buying functions with and supports procurement positions in the administration of contracts
including compliance of terms and conditions, vendor performance, ensure business processes and
continuous improvements principles are applied.

Prepares amendments to contracts, obtain signatures and SAP expenditure releases according to
authorization levels.

Ensures supporting documentation for the verification process and/or audit trail is obtained and
contract files are kept current.

Prepares various reports; monitors data integrity of operational systems.

Contributes to the enhancement of electronic information management systems by recommending
and implementing improvements.

Issue Purchase Orders as required and acts as a qualified receiver for the purchase of goods and
services.
QUALFICIATIONS
Education/Experience

Secondary school graduation or equivalent (GED).

Minimum of 2 years supervisory experience.

Minimum 1 year working experience in logistics, supply chain, warehouse or inventory management.

Minimum 1 year demonstrated experience using Enterprise Resource Planning (ERP) Systems e.g. SAP.

Experience in contract administration.
Preference may be given to applicants that have:
 Completion of, or enrolled in, course work in SCMA (Supply Chain Management Association), APICS
(American Production and Inventory Control Society), or PCMP (BC Government Procurement and
Contract Management Program).

Experience supervising in a unionized environment.

Experience in a supply chain procurement, purchasing or buyer role.
KNOWLEDGE SKILLS AND ABILITIES

Knowledge of project management principles and practices.

Knowledge of Health Canada regulations for medical devices/products and pharmaceutical drug
information
 Ability to assimilate information from many sources, exercise sound judgement and form decisions
 Ability to see how decisions affect other departments
 Ability to effectively communicate orally and in writing
 Ability to use technology and software applications to extract data, perform analysis and present
reports
 Ability to develop, document and maintain business policy and procedures
