ACCOUNTABILITIES Plans, develops and prescribes new and major adaptations to existing ministry and/or provincial legislation, regulations, policies and/or standards in the area of municipal waste management, with a preference for municipal waste water management, and develops and influences changes in methodologies and practices to accommodate change and increase efficiency. Provides senior professional advisory services as a specialist in engineering, in support of decisionmaking within environmental protection. Applies professional expertise and provides direction and guidance, including collaborative consultation with industry sector, in the development and implementation of new procedures, methods and practices, including innovative regulatory and non-regulatory approaches. Leads development and implementation of operational plans, develops, investigates, modifies and implements procedures in municipal waste management (e.g., municipal waste water treatment, solid waste management, organics management, waste to energy, etc.) to support environmental protection across the natural resource sector. Represents the Ministry at inter-governmental, inter-jurisdictional committees and working groups with the authority to negotiate agreements or agreements in principle in conflict or sensitive situations. Develops processes and participates in stakeholder consultations for defining program policies or priorities, identifying stakeholder preferences and reconciling conflicts. Leads policy review teams of ministry and stakeholder specialists for the analysis of program policy, regulation or legislation, evaluates programs and services and recommends changes for improvement. Contributes to policy, standard and/or regulation development at a national/international scale in environmental protection. Prepares Cabinet Submissions, position papers, and various reports, proposals. Conducts senior level briefings with Minister, Ministry Executive and senior representatives of industry. Interprets fine points of Ministry policy as the expert in the area to staff, professional consultants, industry representatives and other stakeholders. Identifies issues, ensures integration of multi-disciplinary expertise and stakeholder opinion and develops options, solutions and proposals. Maintains thorough and current knowledge of trends and developments in speciality technical area by reviewing ministry, local and international studies and data, and determining their value and possible application. Attends and/or presents at conferences, associations and other forums for knowledge transfer with peers in specialty area. Reviews proposals, selects successful bidders, and negotiates the terms and conditions of contracts. JOB REQUIREMENTS: Degree in Engineering, Applied Science, Science, Resource Management or a related professional field or equivalent as recognized by the relevant association and five years’ experience in resource management or environmental protection; or A post-graduate degree in Engineering, Applied Science, Science, Resource Management or a related professional field or equivalent, as recognized by the relevant association and 2 years’ experience in resource management or environmental protection; or, Other relevant, equivalent combinations of education and experience may be considered. Registered, or eligible for registration (within 6 months), with the British Columbia Association of Professionals Engineers & Geoscientists as a Professional Engineer. Direct experience in municipal waste management. Preferences may be given to applicants with: General experience in municipal waste infrastructure (e.g., municipal waste water treatment plants, landfills, composting facilities, waste to energy facilities, etc.). Direct experience in municipal waste water management. Experience in science-based policy development in resource management or environmental protection. Experience leading project working groups/committees within government or with external stakeholders in controversial subject areas.
