Executive Summary
Consideration of objections received following the advertising of a proposal to make
an Order to introduce restricted waiting on Cross Street and Water Street,
Worsthorne, as shown on the attached plan.
This is deemed a Key Decision and is included in the Forward Plan.

Lancashire Local - Burnley is asked to consider the proposal in the light of the
information contained in this report and shown on the attached plan.
Background
Following representations at a site meeting from the Parish Council and a County
Councillor, a proposal to introduce waiting restrictions at the junction of Water Street
and Cross Street was put forward in order to improve delivery access to Gorple Mill,
as follows:
Prohibition of waiting, 8am-6.30pm, Monday to Friday on the following lengths of
road in Worsthorne:
i)
Cross Street, both sides, from the northerly highway boundary of Water Street
for a distance of 14 metres in a northerly direction.
ii)
Water Street, northerly side, from a point 7 metres west of the centre line of
Cross Street for a distance of 14 metres in an easterly direction.
iii)
Water Street, southerly side, from a point 45 metres east of the centre line of
Brownside Road for a distance of 11 metres in an easterly direction.
Public advertisement of the proposed Order was carried out in accordance with legal
requirements and four letters of objection were received along with 36 objection slips
-2following a consultation organised by a local resident. The objections are outlined
below.

Comments from the Parish Council
a)
There is a shortage of on-street parking availability in the area,
exacerbated by the recent regularising of parking habits on Lennox
Street.
In response, it is unfortunate that, as with many locations of this nature,
levels of car ownership have exceeded the availability of on-street
parking such that existing businesses in the area suffer in terms of
delivery access to their premises. Whilst it is clear that on-street
parking will be reduced, it is proposed that the restriction will be during
the day to allow residents to continue to park overnight.
b)
Visitor and carer parking for the elderly residents of the adjacent
bungalows would be affected.
In response, the proposed restrictions will impact on the current parking
arrangements for residents and visitors to the premises adjacent to the
proposed restrictions, however during the daytime there are parking
spaces available elsewhere on the street and it is now proposed to
reduce the impact of the restrictions by reducing their length and
duration.
c)
Deliveries to the mill are getting larger and it is felt that the various
operations within the mill have outgrown their present location.
In response, one issue that has become clear from the consultation is
the size of vehicles servicing Gorple Mill. From a highway perspective,
existing businesses have a right of access from the public highway.
Any Traffic Regulation Order imposed to restrict vehicle size from the
area would automatically exempt any vehicles with legitimate access
requirements.
d)
Request that consideration be given to residents only parking and a
relaxation of the proposed restriction from 8am-6.30pm to 9am-5pm.
In response, the current parking situation is not one which would
warrant the imposition of a residents parking scheme as any
competition for parking is due to the demands of the residents
themselves and not as a result of demands from external sources such
as local employers.

Two local residents have raised issues similar to those expressed by the
Parish Council.

The organiser of the local consultation has objected on the grounds of the
loss of on-street parking and has also voiced concerns regarding the use of
the residential street by large vehicles.
In response, these concerns have been taken into account and the proposed
waiting restrictions have been amended as detailed below.
The covering letter for the 36 returned objection slips has not been provided so it is
assumed that the objections are based on the reasons contained within that letter. A
plan showing the location of all the objection responses is attached to this report.
One letter supporting the restriction has also been received, the local resident
indicating that the proposals should be extended to facilitate better access into the
area as a whole.

amended as follows:
Prohibition of waiting, 9am-5pm, Monday to Friday on the following lengths of road in
Worsthorne:
i)
Cross Street, both sides, from the northerly highway boundary of Water Street
for a distance of 14 metres in a northerly direction (this to remain the same);
ii)
Water Street, northerly side, from a point 7 metres west of the centre line of
Cross Street for a distance of 11 metres in an easterly direction (a reduction
of 3 metres to the overall length);
iii)
Water Street, southerly side, from a point 45 metres east of the centre line of
Brownside Road for a distance of 7 metres in an easterly direction (a
reduction of 4 metres to the overall length).
