Toghcheantar Cheanannais Mór - Kells Area Miontuairiscí / Meeting Minutes Tuesday, 21st February 2007, Council Chamber, Civic Offices, Kells Presiding: Cllr. E. Cassidy. Present: Cllrs. J. Farrelly , M. Gallagher, M. Lynch, L. McCormack, B. Reilly, O Sweeney. In Attendance: Mr. B. Sweeney, Acting Area Manager, Mr. T. Traynor, Area Engineer, Mr S Carroll Exec Eng, Mr D Byrne Exec Eng. Apologies: Mr B McGrath Traffic Safety at Rockfield Estate The Acting Area Manager informed the meeting of a letter from Frank Burke & Assoc in relation to their revised design for the works. The letter failed to provide the necessary certification of compliance with standards that had been sought. Indeed the letter clearly indicated that the revised design did not comply with standards. The Acting Manager then advised that the clear technical advice was as follows: The works de3signed by MDM were certified as complying with standards; The statutory consultation process had been completed and the provision of traffic safety measures agreed and adopted by the area council; Works should now be completed without further delay and if difficulties persisted the matter would be reviewed. The Area engineer then advised members at length on the technical issues involved. He also advised that the current works would have to be paid for in full and that a further €5000 would be the cost of reversing the works completed to date. The following proposal was made by Cllr Cassidy seconded by Cllr Farrelly: “That works be completed in line with the MDM design and that the matter be reviewed within two months of completion.” Cllr B Reilly seconded by Cllr M Lynch proposed an amendment: “That MDM and Frank Burke and Assoc meet to seek to agree a revised design and failing this that the road layout be reverted to the original layout.” 81921990 Page 1 of 3 Kells Town Council and Area Office, Unit S(C), Lloyd Business Park, Cavan Road, Kells, County Meath Telephone: 046 9240076, Fax: 046 9249316, Email: [email protected], web: www.meath.ie Toghcheantar Cheanannais Mór - Kells Area Miontuairiscí / Meeting Minutes The Cathaoirleach called a vote with the following result: In favour; Cllrs Gallagher Lynch McCormack Reilly Sweeney Against; Cllrs Cassidy Farrelly The Acting Area Manager advised the meeting that: Any proposal to revert to the original layout would require the full statutory process to be undertaken again; The position of officials would continue to be that the present proposal was the best proposals to deal with the serious safety issues which had been put forward by residents; Adequate funding would have to be provided to finance all works and this funding could only come from the Private Housing Estates element of the Roads Programme. Roads Programme Mr M Rogers apologised on behalf of E Cummins DOS who was unable to attend. Mr Rogers then advised the meeting of the background to and details of the 2007 allocations. Cllr Lynch while welcoming funding for a number of projects expressed disappointment at the failure to make an allocation available for Sliabh na Callaigh. On the proposal of Cllr Lynch seconded by Cllr Farreelly it was agreed to submit the following motion to the full council: “That this Council demands a further allocation for works at Sliabh na Callaigh”. The Area Engineer then circulated a proposed programme for 2007 which was adopted following some amendments by the Councillors. It was agreed on the proposal of Cllr Cassidy seconded by Cllr Lynch to submit the programme for approval by the full Council at the April monthly meeting. The Acting Area Manager agreed to have a copy of the Development Contributions Scheme circulated to councillors. Any Other Business Cllr Reilly raised a letter from Gael Colmcille GFC in relation to their proposed development at Athboy Road Kells. Cllr Farrelly rejected accusations that he had any interest in the lands being zoned at Navan Road and asked that this be recorded The Acting Area Manager reiterated advice previously given to the Council. The development was the right development in the wrong place. He further advised that he was not aware that the proposed zoning of this land was opposed by the landowners. While he appreciated that the club was under pressure to advance the purchase of the land he advised that no further action should be taken by the Council until the new development plan was adopted.
