Minutes of the AGM 2008/09
JMG asked for any matters arising or amendments to the minutes of the AGM from 2010.
None raised, minutes accepted and signed.

Chairman’s Committee Report (attached)
Richard Wood (RW) gave thanks to JMG and asked for confirmation that all had received
a copy of his report. Confirmed all had.
RW advised that he was not going to read out the report but wanted to mention a few
points:


HHUA urgently needs more and younger umpires and existing members are
responsible for bringing them in. This message will be relayed at the HHA AGM by
David Boyle (DB) who is attending on HHUA’s behalf.
RW welcomed Mike Ward (MW) as Chairman of HHA, but also as an individual
member of HHUA.
Chris Bond (CB), requested further information about the disciplinary action taken against
two members who were given red cards during the season.
RW advised that he was not going to give out full details at the AGM, unless requested by
the membership.
CB declared that the membership had a right to know how the Committee had acted on
their behalf.
RW explained to attendees that the two red cards had been initially dealt with under the
England Hockey Code of Conduct as per HHA’s responsibility (through CB as County
Discipline Administrator), but that the incidents had been referred to HHUA as they were
members of this association. It was agreed by the Officers and Committee of HHUA that
the Chairman would speak to one of the members and that a Committee member would
speak to the other.
CB asked if he could infer that a verbal warning was given to both members from RW’s
statement.
RW confirmed that both members had been spoken with, but gave no details as to the
specific agreements reached.
CB confirmed that he took that as a confirmation of a verbal warning in both cases.

Treasurer’s report (attached)
Alan Thorpe (AT) ran through some of the detail of his report and confirmed following a
question from Chris Horton (CH) that steps were underway to roll the Level One Register
fund into the general funds.
AT requested the accounts be formally adopted. Proposed Derek Rutherford (DR),
seconded CH. CARRIED.
Discussion around the proposals contained in the report. Agreed that for all three, the
membership give the Committee permission to adjust throughout the season as
necessary.
1. Mileage rate: No proposed change.
2. Club charges. No proposed change.
3. Subscriptions. No proposed change.
UNANIMOUSLY CARRIED
Conditions: In the event of the mileage rate (assessed against the AA website advice on
running and maintenance costs) being raised prior to the beginning of the 2011/2012
season, the Committee have permission to raise the subscription rate and/or club charges
by a maximum of £2 before requiring consultation with the membership again.
MW stood to offer thanks to HHUA on behalf of HHA for all of the work done by umpires.
He is convinced that HHUA is the best and most efficient umpiring association in the
South, thanks to both the Committee and the membership. HHA exercise discipline and
the umpires assist in that and the County appreciates this.
RW responded by thanking HHA again for their support to HHUA.

for all his hard work for HHUA.

Presentation of Certificates
Umpires achieving a higher grade during the season were duly presented with their
upgraded certificates. Only GT in attendance!

Chairman’s report to AGM – 8th June 2011
This past year has been challenging – a lack of suitably qualified umpires – a lack of
people wanting to become umpires, and this has hit the Association quite hard. Some
clubs have held back their umpires from developing their skills because there is no one to
replace them. Though HHUA has run four Level 1courses this year, with a great take up
from clubs, we still struggle to bring new members in. We have reduced the number of
Level 1 candidates awaiting assessment this season and hopefully by the end of next
season we will have totally cleared the backlog, but where are these umpires, where have
they gone? Back to their clubs? Why is that? Are we not selling ourselves to the clubs? Is
it because of the attitude of players towards umpires – the constant dissent we seem to be
experiencing! Is that causing people not to take up the whistle?
Can you – an HHUA member – take time out on a weekend and go and watch a game of
hockey before or after your game – and talk to the club umpires. You are the ambassadors
for HHUA. Are there any members here, not taking appointments from HHUA – why not –
HHUA will look after you, coach you, assess you and promote you to the next highest level
if you are good enough. Do you want to coach umpires, if so contact the Chief Coach. Two
coaching sessions met with little enthusiasm but with limited resources we managed to
carry out 122 individual watchings this season. On the umpiring front the reorganisation of
the men's leagues has resulted in a higher standard of hockey in both Hants D1 and Hants
D2 but, HHUA WAS NOT able to appoint to all Hants Men's D2 last season, since there
were just not enough available active umpires. HHUA continues to cover all matches (in
Hampshire) of South Premier Women's 3B and all matches in Hampshire Women's D1,
the latter usually by way of double headers.
With regards to discipline we are grateful for the report from Chris Bond the HHA County
Discipline Administrator. Nine of the 15 red cards were given for non-violent offences, e.g.
misconduct/dissent/umpire abuse. Two red cards were issued to HHUA members and
were dealt with by the Officers and Committee of HHUA.
That sounds gloomy – do we have any good news? Ginette Tessier, Chris Horton, Anne
Costain were accepted as Level 2 umpires umpiring the Ladies programme. Simon
Watkins has been nominated as a Level 2 candidate whilst Matthew Knight was confirmed
as a level 2 on the men’s programme. Rob Jenkins was appointed to the Indoor Finals
night at Wembley. Lia Waine has achieved FIH status. Hampshire umpires operating in the
South are performing well. Well done to all of them and also to the coaching team that
supported them along the way.
Moving on to next year, you will see that Alan Thorpe is standing down as Treasurer – on
behalf of HHUA may I thank you Alan for your stewardship.
As always I cannot close my report without giving my personal thanks to Rowena, Ginette,
Allan and John and of course to ALL the backroom management team.
Lastly, may I thank you all for attending the AGM and may I take this opportunity to invite
any of you who would like to help in the running of the Association to let me know.

REPORT OF CDA TO HHUA (8.6.11)

This season there have been a total of 15 (13) discipline incidents involving Hampshire
players - 15 (11) red cards, 0 (2) M.M.O.s, and 0(0) Disrepute Offences.
Category a) – 9 (3+2)) for non-violent offences, e.g.misconduct/dissent/umpire abuse.
Category b) - 4(5) for using/attempting/threatening violence to another player.
Category c) - 2(3) for using/attempting/threatening violence to an umpire.
Of the 15 red cards, 7 (6) were given by HHUA appointed umpires, 7 (5) by club umpires,
and 1, the first of the season, by a Midlands umpire in a pre-season tournament. In
addition, 2 HHUA members, to my knowledge, gave red cards to players from other South
counties which were dealt with by Surrey CDA & South RDA respectively. Co-incidentally
the same two HHUA members each gave 2 red cards during the season.
Southampton received 3 red cards (2 in one match, and a team coach in another), and
Basingstoke, Gosport Borough & Haslemere each received 2. The other 6 red cards were
shared, 1 each, by Sabha, Havant, Bournemouth, Portsmouth & Southsea, Yateley, and
Andover.
3 of those red-carded were team or club captains, who duly received a consequential
increment in their penalty.
2 red cards were awarded to members of HHUA, and these were referred to HHUA for the
consideration of internal disciplinary proceedings.
Of the 4 Cat.b) offences (physical violence to a player), 3 were committed with the stick.
The penalties imposed reflected the seriousness of these cases, and will hopefully have
some deterrent effect in future.
8 of those red-carded had previously been yellow-carded, and had failed to heed that very
obvious warning!
2 umpires, both club umpires, were assaulted – one quite seriously.
Several clubs, notably Portsmouth & Southsea, Andover, and Haslemere have been very
rigorous in the imposing of salutary and exemplary penalties on their own players, and
HHA thanks them for their support in maintaining discipline within the county. Other clubs,
regrettably, are less inclined to do so.
No fewer than 4 players are carrying over suspensions into the next (2011/12) season.
This was the third season under the new EH Red Card & Matchday Misconduct Offence
Regulations 2008 & the separate EH Disrepute Offence Regulations 2008, both of which
replaced the former EH Code of Discipline 2006.
What is particularly of concern from this past season’s incidents is the high number of
players, etc., who have ‘talked’ their way to an upgrade of their penalty – from 5-10
minutes of temporary suspension to at least 16, and more often 30, days of permanent
suspension. That does seem a very bad deal indeed, and The County is very surprised
that so many people are still willing to enter into it. ’Umpire-abuse’ already attracts the
usual penalty of “not less than 30 days” – one is left wondering what else might deter this
very unnecessary and very unpleasant behaviour – personal fines as well, perhaps(?).

the CDOs of those clubs with which we have had dealings during the season, and
especially those Umpires who do not flinch from doing what is right, necessary, and often
unpleasant..
