National Employment System
Royal Legislative Decree 3/2015 of 23 October,
approving the recast text of the Employment Act.
The SEPE (State Public Employment Service) and the
Public Employment Services of the Autonomous Regions
conform the National Employment System –a group of
the structures, measures and actions needed to promote
employment policies. The most representative business
organisations and trade unions are also involved.
One of the key goals of the National Employment System
is to ensure the implementation of the employment
activation measures and the unemployment protection
policies together with the unity of the labour market all
over the Spanish territory and its integration into the
European single market, as well as the free movement
of workers.
For the compliance of these goals, the system is subject
to regular assessments, which makes the system be
continuously adapted to the actual labour market needs.

Our organization
Our public
The Spanish Public Employment Service (SEPE) is an
autonomous body currently under the Ministry of Labour,
Employment and Social Security, made up of:
TThe SEPE works for and because of the society. Our activity
is focused on meeting and researching the needs of our target
groups:
yyCentral services.
yyWorkers, both unemployed and active.
yy52 provincial departments.
yyEntrepreneurs with a business plan.
yyA wide network of onsite offices across the 52 Spanish
provinces, which are responsible for managing unemployment
benefit procedures. In the case of Ceuta and Melilla, also
employment and training benefits.
yyYoung people.
Besides, it has the following services
yyA telephone support service for citizens (901 119 999) and
companies (901 010 121).
yyA website, www.sepe.es, with access to benefit and
employment services, as well as to other information.
Our functions
The activity that we develop is focused on the management,
development and monitoring of employment policy programmes
and actions.
Within the National Employment System, we reinforce the
coordination among all the actors involved in the labour
market.
Our main functions include:
yyPlan and promote employment policy proposals focused on the
needs of individuals and companies: professional guidance
by means of individual and tailor-made pathways, job
training, employment promotion programmes, etc.
yyManage and monitor unemployment benefits, making the right
to protection effective for unemployed people.
yyDevelop researches, studies and analyses on the labour
market situation and any improvement actions at national
and provincial level.
These functions are developed to offer a proactive flexible
service in order to anticipate emerging needs and be properly
adapted.
yyCompanies.
yyBe provided, in a transparent manner, with SEPE economic
and financial information and the Agency data on the
improvement and efficiency of public administrations,
promoted by the Commission for the Public Administration
Reform (CORA.)
yyProvide our citizens with our full range of services through
the new SEPE Service Charter 2015-2018.

Some actions that can be performed on the SEPE website
include:
yyProcess applications for unemployment benefits and/or the
recognition of contributory unemployment benefits, obtain
information on the state of your benefit, download forms
and request an appointment to go to your unemployment
benefit office.
You can also be provided with certificates, change your bank
details and cancel your benefits.
yyReport the recruitment of workers and issue company earnings
certificates.
yyObtain information about employment contract types
through our new contract Wizard.
yyFind a job through the new portal Empléate in two versions,
the Employment Portal and the Portal for Self-Employed.
yyImprove your employment opportunities by exploring all the
resources available for Vocational Training for Employment.
yyObtain information on the labour market situation, both at
national and provincial level, through the studies developed
by the Occupation Observatory.
