WATER RESOURCE SEVERITY LEVEL: STAGE I
MANDATORY REDUCTIONS BEGIN APRIL 1, 2014
Why are you receiving this notice?
This notice is to advise you that the Templeton Community Services District Board of Directors
at their regular Board meeting of Tuesday, March 4, 2014, adopted Ordinance No. 2014-1, an
Ordinance Amending the District’s Water Conservation Standards and Regulations and adopting
a Water Shortage Contingency Plan. The Board of Director’s by resolution have also declared a
Level 1 Water Supply Shortage. As noted above, mandatory reductions will be initiated on
April 1, 2014
Districtwide Reduction in Water Usage:
A districtwide reduction in water usage by 10 percent is needed at this time. Customers that
have not already reduced their usage are asked to cut back to do their part to protect our water
resources. We’d like to thank the people that have already taken action to cut back and are
leading a water conservation lifestyle.
Level 1 Water Supply Shortage
WATERING SCHEDULES GO INTO EFFECT APRIL 1ST – ODD & EVEN ADDRESS SCHEDULES
During the period of April 1 to September 30, all landscape irrigation shall be limited to no more
than three assigned days per week.
Even number addresses may irrigate only on Tuesday, Thursday and Saturday.
Odd number addresses may irrigate only on Wednesday, Friday and Sunday.
Permanent and Mandatory Water Management Requirements:
The Board of Directors recognizes that water is a scarce natural resource that requires careful
management not only in times of drought, but at all times. As such the following permanent
and mandatory water management requirements are now in place:
1.
Landscape Irrigation Watering Schedules: Irrigation of residential and
commercial landscapes, including golf courses, parks, school grounds and
recreation fields, shall not occur between 10 a.m. and 6 p.m., except for
renovation or repair of the irrigation system with an operator present, and
except for bubbler and drip irrigation.
2.
No Excessive Water Flow or Runoff: Watering or irrigating of any lawn,
landscape or other vegetated area in a manner that causes or allows excessive
water flow or runoff onto an adjoining sidewalk, driveway, street, alley, gutter or
ditch is prohibited.

No Washing Down Hard or Paved Surfaces: Washing down hard or paved
surfaces, including but not limited to sidewalks, walkways, driveways, parking
areas, tennis courts, patios or alleys, is prohibited, except under the following
conditions:
a. To alleviate safety or sanitary hazards, and then only by use of a
hand-held bucket or similar container, or a hand-held hose
equipped with a positive self-closing water shut-off device.
b. When recycled or re-purpose water is used.
c. When a low-volume, high-pressure cleaning machine or a lowvolume high-pressure water broom is used.
4.
Limits on Washing Vehicles: Using water to wash or clean a vehicle, including
but not limited to any automobile, truck, van, bus, motorcycle, boat or trailer,
whether motorized or not, is prohibited, except by use of a hand-held bucket or
similar container, or a hand-held hose equipped with a positive self-closing water
shut-off nozzle or device. This does not apply to any commercial car washing
facility.
Violations & Fees:
Customers violating the mandatory restrictions will be contacted by the District advising them
of gravity of the situation (first notification). A second violation of the mandatory restrictions
may result in a notification fee of $62.00 that is charged to the customer’s account. After the
third notification, infractions may lead to a one (1) gallon per minute flow restriction being
installed at the violator’s meter and left in place for a 48 hour period. Installation and removal
charges of $125 will be assessed to the account of the violator. Fourth and Subsequent
Violations: The water meter may be removed from the premises of the violator and the service
connection disabled. The meter will be re-installed no earlier than at the beginning of the next
business day, after the payment of a $125 fee for the removal and reconnection of the meter.
Variance:
If, due to unique circumstances, a customer experiences an undue hardship when following
these guidelines, then the customer may apply for a variance. Variance forms are available online or at the Administrative Office located at 420 Crocker Street, Templeton, CA.
