The OverheadParametersUptoDate is not included as a precondition for fresh
UATIAssignment message over the tunnel, after all the AT will have to update the
UATIColor code before it can decide whether the UATIAssignment is fresh or not.
This seems to be true for both the AMP setup state and open state.
