FOR THE ESTABLISHMENT OF SIXTY SOLAR PV POWER PLANTS (1 MWP x 60
Nos.) ON BUILD, OWN AND OPERATE BASIS THROUGH COMPETITIVE BIDDING
PROCESS UNDER “SOORAYA BALA SANGRAMAYA PHASE II”

1. Ceylon Electricity Board (CEB) has decided to call International Competitive Bids for
the development of sixty numbers of 1 MWp Solar PV power plants on Build Own &
Operate (BOO) basis to be connected to following Grid Substations.

2. The Ceylon Electricity Board (CEB) requests for proposals from the prospective
developers (Project Proponents) for the generation and supply of electricity to the
National Grid by Solar PV power plants, on Build Own & Operate (BOO) basis.
3. One Project Proponent can submit only one proposal for only one 1MWp Solar PV
Power Plant in this tender. Therefore only one RFP document is issued for one project
proponent. The project proponent has to specify the grid substation (among the above
list) that he is intended to bid and it will be mentioned in the RFP document on
purchasing. The same RFP document cannot be used for bidding of any other grid
substation.
4. The project proponent(s) will be required to:
 Design, finance, procure, construct, commission, operate and maintain the Solar PV
power plant.
 Procure or lease the land requirements for the project
 Bear the entire cost of interfacing of the Solar PV power plant with the


interconnection point (at the relevant grid substation), including the costs of power
transmission line, transformers, protection and metering from the point of
generation to the interconnection point.
Secure all environmental clearances, Governmental approvals and statutory
licenses.
Enter into a Power Purchase Agreement with Ceylon Electricity Board for the
above Solar PV power project. The term of the Power Purchase Agreement will be
20 years beginning on the Commercial Operation Date. The power purchase will be
on the basis of energy delivered to the Grid, and will consist of an energy
component only.
5. To obtain further information and inspect the Request For Proposals (RFP) Documents,
and to purchase the RFP documents prospective project proponents should contact;

6. To purchase the Request for Proposals (RFP) Documents, prospective project
proponents should visit the office of the DGM (Energy Purchases) at address indicate
above with a written request between 9:00 hrs and 15:00 hrs on working days until the
proposal submission deadline and pay a non-refundable fee of LKR 100,000.00 by cash
or in the form of bank draft written in favour of the General Manager, Ceylon
electricity Board.

7. Request for delivery of RFP documents by sending a written request to the address
above including a bank draft written in favour of General Manager, Ceylon
electricity Board, for the amount of LKR. 100,000/= (for Domestic delivery) or US $
700 (for Overseas Delivery). The RFP documents will be sent through courier. No
liability will be accepted for loss or late delivery.
8. The proposal, prepared in accordance with the RFP Document (section 2.10 in Volume
I) should be submitted to the following address on 26th April 2017 at 10.00 hrs. Late
submissions will be rejected.

9. Proposals will be opened at; Regional Centre for Lighting, 2nd Floor, Block 5,
Bandaranaike Memorial International Conference Hall (BMICH), Bauddhaloka
Mawatha, Colombo 07, SRI LANKA, immediately after the closing date and time of
the submission of the proposals in the presence of the authorised representatives of the
Project Proponents.
