Guide for submission of bids in e-tenders Visit our website www.mstcecommerce.com Click on “Deendayal… Yojana” and the following page appears on the screen. On the bottom left hand corner of the screen there are 4 major links namely: “Vendor guide” “Java Download” “Registration Methodology” “Notifications”. The “Vendor Guide” gives the bidders an overall idea and feel about the complete process of electronic bidding including browser and java settings. Before proceeding to login, the bidders are advised to click on “Notifications” link to know the corresponding items against a given e-tender number. Click on “e-Tender wise Items” link and save the PDF file to see the list of events and the items corresponding to the e-tender numbers. Then go back to the previous page and login as a vendor in the link shown below. On typing the user-id and password in the given fields the above message appears in which the bidder needs to click “OK” to proceed to register and/or verify the Digital Signature Certificate. On Clicking ok the following TCS Signer box appears in which the bidder has to select his DSC to proceed. On successful verification the above message appears. Click “OK” to go to the home screen which is as displayed below. Under “My Menu” click on “AUC FLOOR MANAGER” and then on “Live Events” to see the list of events available in the bidding floor. On selection of the desired event (e-tender/RA) for the first time the above acknowledgement form appears which the bidder needs to sign digitally as a token of his acceptance of the terms and conditions of the said event, as shown below. In the bidding floor please wait for the java encryption applet (accept and run) to load TWICE. This shall happen only when the java is properly configured along with the browser as per the video guide available at the home page www.mstcecommerce.com/eprochome/ddugjy under “View Video” Link. Once the applet is allowed to run TWICE the Java console confirms the status by displaying “Enapple Encryption Applet Started”. Click on “Common Terms” and fill up the fields and save and then click on Cover 1, that is, the “Techno Commercial” bids. The Status will display the confirmatory message as shown below. On Clicking “save” under the Techno-Commercial Bids (Cover1) the above message will appear for confirmation only when the java encryption applet is allowed to run successfully. Or else a message may appear “Please Try again.. Object Error” The bid status at this stage shows “Technical Saved”. The bidder may click on Price Bid (Cover 2) to proceed with submission of price bid. On filling up the requisite fields, the following messages appear displaying the Site Cost/ Unit and Total Cost/Per Unit (As shown in the next two screenshots), which the bidder needs to confirm On clicking “OK” above, confirming the Total Cost, the data is encrypted and stored in a non-readable format as shown below. On submission of the price bid, the bid status is displayed as “Price Saved”, the “Final Submission” button link is activated. On clicking “Final Submission”, the above message appears to confirm that the bidder actually intends to submit the bid finally. On proceeding, the TCS Signer form appears in which the DSC needs to be selected as shown below. On selecting the DSC and clicking ok above, a hash is generated a shown below which completes the process of submission of techno-commercial and price bid. The status message shown below confirms that the bid is submitted. In case the bidder wishes to revise his bid after final submission, he may do so by clicking on “Delete Bid” button. In case he does not wish to participate further in the bidding process after final submission he may click on “Withdraw Bid” Please Note: 1. The common terms need to be filled-in first which correspond to the Bid Form of the RFP. Thereafter, the Techno-Commercial link will be enabled and can be clicked to fill up the same. Only after this, the price bid link will be enabled. 2. Common Terms, Techno-Commercial Bids and Price Bids can be edited as many times as required till the Final Submission is made. 3. Once the Final Submission has been done, bids can be modified first by deleting the bid through the Delete Bid button and repeating the process as above. 4. If Final Submission is not done, bids will not be considered to have been submitted and shall not be opened. 5. Bidding in e-tenders is permitted only within the Bid Start time and Bid Close time as displayed on the website. Once the bid closing time has passed, e-tenders won’t be available for submission, modification or any other action.
