Virginia Borkoski holds the position of Vice President, Transportation, Canada at CH2M. Ms. Borkoski has over 28 years of local and international experience in multi-disciplinary design, hands-on construction management and operations in the transportation industry, working with both public agencies and private consultancies. Virginia is responsible for providing vision, leadership and direction and is skilled in planning, policy, alternative finance procurement, commissioning and close-out for major infrastructure projects. She develops creative and client-focused design solutions, and is experienced in developing project strategies, managing contracts and project teams. Currently Ms. Borkoski is providing Project Management Services in support of the Alternative Financing and Procurement delivery (AFP) of the Regional Express Rail Program (RER) for Metrolinx in Toronto, Canada. This +$20 billion program includes providing twoway, all day rail service with 15 minute headways, for the Metrolinx GO network. Early enabling works, interim service upgrades, station and associated facilities upgrades including new stations, double track rail infrastructure, electrification of the current diesel network, and new rolling stock are the prime components of the planned work, to be completed within a +10 year timeframe. Ms. Borkoski is also supporting business development, with a focus on expanding CH2M’s design services, and supporting business initiatives to enhance CH2M’s portfolio of services in Canada. Prior to joining CH2M, Ms. Borkoski held the title, Director, Qatar at Louis Berger, providing Project Management Consulting Services as Engineering Manager for Qatar Rail’s Doha Metro Red Line South. Ms. Borkoski led the multi-disciplinary, international DesignBuild JV design team for the fast-tracked delivery of the first stations in the metro system, and part of a multi-billion Qatari riyal planned network of 98+ stations. She was also responsible for pursuing business development opportunities in Qatar with a focus on construction management and on meeting Louis Berger’s commitment to advance women’s involvement in the business environment in the region. Before joining Louis Berger, Ms. Borkoski held the title of Associate Vice President and Principal Project Manager at HDR and was the Lead Visual Quality and Facilities Designer for the Design-Build, +$3 billion Tappan Zee Hudson River Crossing Project. Her previous role In Toronto, Canada was as Senior Project Manager for two new underground interchange stations as part of the larger +$6 billion Public-Private-Partnership (P3) Eglinton Light Rail Transit Project. She also was the Lead Architect for the ENR award-winning Government Center Interchange Station in Boston, MA. Ms. Borkoski’s 23-year client/owner experience culminated in her role as Design & Construction Manager with MTA Capital Construction, responsible for all MTA related work at the World Trade Center site, including the new Cortlandt Street #1 Station, and WTC E Station. For over six years, Ms. Borkoski was Design Manager of the $1.4 billion Fulton Transit Center, responsible for managing the international, multi-disciplinary consultant design team, a regeneration project for the MTA NYCT in Lower Manhattan, part of the rebuilding effort undertaken post 9/11. Active in a number of professional organizations, Ms. Borkoski is currently serving on the Women’s Transportation Seminar (WTS) International Foundation Board, where she previously held the position of Founder and Past President of the Toronto Chapter. She also serves as Senior Vice President for the International Construction Project Management Association (ICPMA) and is a member of the American Institute of Architects (AIA). Additionally, Ms. Borkoski is a Fellow of the Chartered Institute of Building (FCIOB), a Chartered Construction Manager in the UK, a Chartered Architect and member of the Royal Institute of British Architects (RIBA), and was elected as Chairperson for the Qatar Centre. She is also a Chartered Architect and member of the Royal Institute of British Architects (RIBA). She has been a featured speaker at WTS, AIA, CMAA, ICPMA and other international conferences on transportation infrastructure and project delivery topics. Ms. Borkoski is a registered Architect in New York State and holds both a Master of Science in City and Regional Planning (1997) and a Bachelor of Architecture from Pratt Institute (1988). In addition, Ms. Borkoski earned a Master of Science in Transportation Management from New York University/Polytech (2004).
