Section 1 Project Background and Objective 1.1 Project Background TheTownofCary(Town)beganoperationofitsreclaimedwatersystemin2001andwasthefirst
utilityinNorthCarolinatodeliverreclaimedwaterforbeneficialusestohomesandbusinessesto
meetirrigationandcoolingdemands.ReclaimedwaterisacriticalpieceoftheTown’soverallwater
resources,servingthefollowinggoals:

Reducingthepeakdemandsonthepotablewatersystemtodecreaseordeferwatertreatment
plantexpansion;

Reducingwastewatertreatmentplantdischargeandloadsintoreceivingwaters;

AssistingtheTown’seffortstoreducepercapitapotablewateruse;and

Reducinginterbasintransfer(IBT).
Forthepastdecade,theTownhasmaintainedareclaimedwaterprogramconsistingoftwo
distributionsystems:theNorthCaryserviceareaservedbytheNorthCaryWaterReclamation
Facility(NCWRF)andtheSouthCaryserviceareaservedbytheSouthCaryWaterReclamation
Facility(SCWRF).TheTowniscurrentlyexpandingitsreclaimedwatersystemintoathirdservice
areathroughjointimplementationoftheJordanLakeWaterReclamationandReuseproject(JLWRP)
withDurhamCountyandWakeCounty.Thisprojectwillinitiallyprovidereclaimedwaterfrom
DurhamCounty’sTriangleWastewaterTreatmentPlant(TWWTP)tocustomersintheWakeCounty
portionofResearchTriangleParkandtotheTownofCary’sThomasBrooksPark,siteoftheUSA
Baseballnationaltrainingcenter,aswellasnewsubdivisionsandcurrentlyundevelopedportionsof
northwesternCary.
TheTown’slastReclaimedWaterMasterPlanwascompletedin2007.Toprovidemorecurrent
analysisandmodelingofthereclaimedwatersystemandcreatethebasisforfutureplanning
decisions,theTowncommissionedCDMSmithtoperformacomprehensiveReclaimedWaterMaster
PlanUpdate.TheReclaimedWaterMasterPlanUpdatewascoordinatedandintegratedwiththe
Town’sLongRangeWaterResourcesPlan(LRWRP)project,whichwasperformedconcurrentlywith
thisstudy.
1.2 Objective TheTownofCaryandCDMSmithstaffjointlydevelopedthefollowingmissionstatementforthe
ReclaimedWaterMasterPlanUpdate.
“TheCary/CDMSmithTeamwillprepareareclaimedwatersystemmasterplanupdatethatiscost‐
effective,thatsupportstheTown’swaterresourcemanagementobjectives,andthatisacceptable
tostakeholders.Theplanwillbebasedonthedevelopmentandapplicationofanupdated
hydraulicmodelofthesystem,calibratedtorecentfieldmeasurementsandsystemdemanddata,
andwillconsiderandinformtheTown’slatestlanduseplans.”
