of the Region No. 2.

Guatemalan Regulation basis
Key aspects of the regulation: Objective of the law: The objective of this law is to promote the competence in the
sector of the telecommunications and to increase the efficiency of the same one.
Definitions: All the prominent terms are defined and is established that all the technical terms that are not in the same
one will be understood for the definitions that establishes the International Union of Telecommunications (UIT).
The titles will be emitted for a 15 years validity, and they could be renewed on request
for the same amount of time if the request is presented between the 120th and 200th
days before the expiration date of the actual title. The frequency renewal could be
denied just if the frequency had no use.
The Regulatory Agency will be able to deny the procedure of a request only if according
to the technological advances is impossible to define the portion of the spectrum
requested. If there is other people interested in the same portion of the spectrum , the
Regulatory Agency should carry out a public auction for that portion of the spectrum.
The auction should be supervised for an external firm of auditors of recognized
reputation and the titles will be allotted to the major offer.

In the meantime…
* Apparently allotment of the 2.4 Ghz. spread spectrum band ends in two years for one company and in
five or six for the others.
* What do people (researchers) at the both Public and Private universities do?? Should they “made
some tests and measurements”
* The Guatemalan Regulatory Agency have just created a Complaint Form SIT-RF05 that allows people
affected by the assignment of frequencies to set-up an opposition for each frequency assigned in every
coverage area. (At least 67 forms)
* Should the “holders of the frequency “ just change their equipment just to allow the radio amateurs to
experiment with the 802.11b WLANS in Guatemala????
