outh Valley Preparatory School Health and Wellness Policy STUDENTS AND STAFF South Valley Preparatory School believes that good health habits are essential to the academic success and lifelong well-being of both our students, families and staff. The benefits of good health habits help to support an optimal environment for teaching and learning. In accordance with this philosophy and the direction and guidance provided in the New Mexico Public Education Department Wellness Policy rule 6.12.6.6 NMAC and the requirements of Public Law 108-265, the Child Nutrition and WIC Reauthorization Act of 2004, South Valley Preparatory School establishes the following policies relating to health, wellness, and nutrition. I. DEFINITIONS A. “A la carte” in the context of this policy and the state nutrition regulations means a beverage or food product sold in schools to students during the lunch period that is not part of the United States Department of Agriculture school meal program. B. “Competitive Food” means a food or beverage sold at school other than one served as part of the United States Department of Agriculture school meal program. The term includes any item sold in vending machines, a la carte or through other school fundraising efforts. C. “Coordinated School Health Approach” means the framework for linking health and education. The focus is healthy and successful students. There are eight interactive components of coordinated school health: health education; physical education and activity; nutrition; social and emotional well-being; healthy and safe environment; health services; staff wellness; and family, school and community involvement. D. “Family, School and Community Involvement” means an integrated family, school and community approach for enhancing the health and well-being of students accomplished through the establishment of a school health advisory council with the responsibility for making recommendations to the school board in the development or revision, implementation, and evaluation of the wellness policy. E. “Fund Raisers” means beverage or food products sold to raise money that are not sold in vending machines or a la carte sales as defined in 1) A), or as part of the United States Department of Agriculture school meal program. F. “Health Education” means the instructional program that provides the opportunity to motivate and assist all students to maintain and improve their health, prevent disease, and reduce health-related risk behaviors. The health education program will allow students to develop and demonstrate increasingly sophisticated healthrelated knowledge, attitudes, skills, and practices and meet the content standards with benchmarks and performance standards as set forth in 6.30.2.19 NMAC. G. “Health Services” means services provided for students to appraise, protect, and promote health. These services are designed to ensure access or referral to primary health care or behavioral health services or both, foster appropriate use of primary health care services, behavioral health services, prevent and control communicable diseases and other health problems, identify program references for emergency care, illness, or injury, promote and provide optimum sanitary conditions for a safe school facility and school environment, and provide educational and counseling opportunities for promoting and maintaining individual, family, and community health. H. “Healthy and Safe Environment” means the physical and aesthetic surroundings and the psychosocial climate and culture of the school. It supports a total learning experience that promotes personal growth, healthy interpersonal relationships, wellness, and freedom from discrimination and abuse. I. “Nutrition” means programs that provide access to a variety of nutritious and appealing snacks that accommodate the health and nutrition needs of all students. J. “Physical Activity” means body movement of any type, including recreational, fitness, and sport activities. K. “Physical Education” means the instructional program that provides cognitive content and learning experiences in a variety of activity areas. It provides the opportunity for all students to learn and develop the skills, knowledge and attitudes necessary to personally decide to participate in a lifetime of healthful physical activity. It meets the content standards with benchmarks and performance standards as set forth in Section 6.30.2.20 NMAC. 6.12.6 NMAC. L. “Social and Emotional Well Being” means services provided to maintain and/or improve students’ mental, emotional, behavioral, and social health. M. “Staff Wellness” means opportunities for school staff to improve their health status through activities such as health assessments, health education and health-related fitness activities. These opportunities encourage school staff to pursue a healthy lifestyle that contributes to their improved health status, improved morale, and a greater personal commitment to the school's overall coordinated school health approach. N. “Vended Beverages and Foods” means a beverage or food product sold in vending machines to students in school. II. FAMILY, SCHOOL AND COMMUNITY INVOLVMENT The goal of family, school and community involvement within a coordinated school health approach is to create a total school environment that is conducive to student health and academic achievement. This inclusive atmosphere features a shared responsibility that supports healthy children and families. Effective partnerships between families, schools and communities support the development and the maintenance of this comprehensive learning environment. A. In accordance with Public Education Department rule 6.12.6.6 NMAC, South Valley Preparatory School shall establish a School Health Advisory Council (SHAC) that consists of parent(s), school food authority personnel or equivalent, school board member(s), school administrator(s), school staff member; student(s); and community member(s). It shall be the responsibility of the Administrator or designee to appoint the members of the SHAC in accordance with federal and state requirements. The SHAC will have the responsibility to make recommendations to the South Valley Prep Governing Council in the development or revision, implementation, and evaluation of the wellness policy consistent with this rule and will meet for this purpose a minimum of two times annually. B. South Valley Preparatory School has begun holding monthly meetings at which administration and consultants are working together to facilitate the development and implementation of the Parent Involvement Policy as written and guided by the parents of South Valley Prep. III. PHYSICAL EDUCATION Physical education is an instructional program taught by a certified physical educator. Physical education is one of many sources, and it will not be the only source of physical activity. A. South Valley Prep shall offer a planned, sequential physical education curriculum serving 6th, 7th and 8th graders aligned to the physical education content standards with benchmarks and performance standards as set forth in 6.30.2.20 NMAC. Activities shall be based on goals and objectives that are appropriate for all South Valley Prep student requirements. B. South Valley Prep requires Physical Education class three times a week for 45 minutes each for 6th grade and twice a week for 45 minutes for 7th and 8th grades. IV. PHYSICAL ACTIVITY Physical activity covers a broad spectrum of opportunities for students to move and exercise their brains and bodies outside of the physical education curriculum. These may include but are not limited to integration of movement into core curriculum to provision of sports, fitness, recreational activities, technology based and teacher led, during, before and/or after school. A. Students shall be provided with opportunities to engage in moderate to vigorous physical activity during, before and/or after school. The school shall create guidelines to provide such physical activity opportunities to students. B. South Valley Prep will provide education on the health benefits of physical activity that align with the New Mexico Health Education content standards, benchmarks, and performance standards as set forth in 6.30.2.19 NMAC. C. South Valley Prep provides all students with a minimum of 30 minutes, spread throughout the day, to participate in physical activity and recreational activities excluding P.E. In addition, prior to all after school programs or as part of our after school programs at least an additional 15 to 30 minutes of recreational activity time is given prior to returning to club activity or tutoring. V. NUTRITION Nutrition Education aims to teach, encourage and support healthy eating by students. Nutrition Education and healthy eating support proper physical growth, physical activity, brain development, ability to learn, emotional balance, a sense of well-being, obesity prevention and the ability to resist disease. A. South Valley Prep will promote the role of nutrition in academic performance and quality of life and will adhere to or exceed the nutrition guidelines set forth in 6.12.5.8. NMAC, to include: 1) Guidelines for a la carte offerings that meet or exceed the minimum guidelines set forth in Subsection B of 6.12.5.8 NMAC. 2) Guidelines for school sponsored fund raisers during the normal school hours that meet or exceed the minimum guidelines set forth in Paragraph (1) of Subsection C of 6.12.5.8 NMAC. 3) Guidelines for school sponsored fund raisers before and after school hours ensuring that at least 50% of the offerings shall be healthy choices in accordance with the requirements set forth in Paragraph (2) of Subsection C of 6.12.5.8 NMAC. B. South Valley Prep will provide nutrition education activities that align with the New Mexico Health Education content standards, benchmarks, and performance standards as set forth in 6.30.2.19 NMAC as part of our Health Education curriculum. C. South Valley Prep has contracted with Canteen to provide all food served at lunch. Canteen provides lunches based on the federal and state recommended nutrition guidelines. VI. HEALTH EDUCATION South Valley Prep provides a planned, sequential, 6th – 8th grade Health Education curriculum that addresses the physical, mental, emotional and social dimensions of health and is aligned with the health education content standards with benchmarks and performance standards as set forth in 6.30.2.19 NMAC. The curriculum will provide the mechanism to help students acquire healthy life skills that promote personal, family, community, consumer, and environmental health. A. South Valley Prep will provide activities in comprehensive health education that align with the New Mexico Health Education content standards, benchmarks, and performance standards as set forth in 6.30.2.19 NMAC. B. Parents may opt for one of two courses of study in grade levels where the sexuality performance standards are addressed: a. The State Health Education curriculum that includes all sexuality performance standards included in the state standards and benchmarks b. An “abstinence-only” curriculum c. At the time parents register their son/daughter for school in those grade levels in which the sexuality performance standards are addressed, they will be asked to designate which course of study they desire for their son/daughter. C. If the parent or guardian objects, the parent may sign an exemption form and their child will be given alternate lessons appropriate to the child’s grade level as determined by the school D. South Valley Prep shall provide age-appropriate instruction about HIV and related issues in the curriculum of the required health education content area to all students in the middle/junior high school grades as set forth in 6.12.2.10.C NMAC. VII. HEALTHY AND SAFE ENVIRONMENT A healthy and safe school environment is vital to academic achievement and includes both the physical and aesthetic surroundings of the school and the creation of a climate and culture before, during, and after school that promotes personal growth, healthy interpersonal relationships, and respect for all members of the school community. A. South Valley Prep will develop and regularly review school safety plans that meet state requirements. These plans must include prevention strategies, policies and procedures in line with federal and state law and board policy, and emergency response plans. B. South Valley Prep will comply with state law requiring that a minimum of 12 emergency drills will be conducted each year. These drills must include nine fire drills, two shelter-in-place drills, and one evacuation drill (which may be conducted as a tabletop exercise) at the intervals described in subsection M of 6.30.2.10 NMAC. C. South Valley Prep’s mission is to provide a small and safe school environment that promotes camaraderie, cooperation and VIII. SOCIAL AND EMOTIONAL WELL-BEING A safe and healthy school environment where all students are effective learners requires creating a respectful and nurturing climate where students’ mental, emotional, behavioral, and social health needs are supported and, as necessary, improved. A. South Valley Prep shall develop and maintain plans addressing the behavioral health needs of all students in the educational process. Where possible, South Valley Prep will collaborate with community agencies to provide services and promote strategies that maintain and/or improve students’ social and emotional well-being. a. Currently South Valley Preparatory School is collaborating with YDI, Youth Development Incorporated. b. Currently South Valley Preparatory School has contracted with Cooperative Education Services, CES, to provide Social Work to those students whose IEP’s require this particular service. B. South Valley Prep has developed, implemented and will maintain a Family Advisory Program where students will be assigned in smaller groups to school staff for the opportunity to discuss student issues that may include but not be limited to supportive or intervention services for academic, personal, social or emotional needs that can be addressed at the school level and by school personnel. C. South Valley Preparatory School has developed and implemented a clear and concise Bullying Policy that includes the absolute prohibition against bullying, a method to disseminate the policy to all, procedures to report bullying and consequences for bullying. D. Anti-bullying is included as part of South Valley Preparatory Schools health education curriculum per NMAC 6.29.1.19. IX. HEALTH SERVICES South Valley Prep is committed to providing health services through its schools that are appropriate to the school setting and that meet the needs of students in the educational process. 1) South Valley Prep shall develop and maintain plans providing for health services that meet the needs of all students in the educational process. Such services shall be defined, coordinated, and evaluated and agreed upon by all parties through the students IEP meetings. a) South Valley Prep has contracted with Cooperative Educational Services (CES) to provide services that include but may not be limited to Speech and Language Pathology, Occupational Therapy, Physical Therapy, as well as Nurse Services for Student health screenings 2) South Valley Prep will use all community resources available to access health services for our students and their families when available and when appropriate. Community health service providers include the following facilities: a) UNM Community Health Clinic located at Pajarito Elementary b) Centro Familiar Health Clinic 3) School personnel will meet all federal and state reporting, record-keeping and confidentiality requirements. a) South Valley Preparatory School has two parent volunteers, Registered Nurses, who have worked at the school reviewing school health information as well as student immunization records. Notices regarding missing immunization records, missing required immunizations and missing health information. b) South Valley Preparatory has developed and will continue to develop a process and system for treating minor injuries at the school site. Currently we have one person on staff that has attended training to be CPR Certified. In addition, the employee will submit an application to the State of New Mexico Public Education Department, Licensure Bureau requesting a license as a Certified Health Assistant. c) As a South Valley Preparatory School is in the process of developing policy statements and management / action plan for health conditions that include but may not be limited to: i) Asthma ii) HIV/AIDS iii) Diabeties iv) Severe Allergic Reactions X. STAFF WELLNESS South Valley Prep Staff wellness activities are designed to promote the physical, emotional and mental health of school employees as well as to prevent disease and disability. A staff wellness program allows the staff to learn and practice skills to make personal decisions about health-enhancing daily habits. A. South Valley Prep staff wellness plan will address the wellness needs of all employees to minimally ensure an equitable work environment and meets the Americans with Disabilities Act, Part III. B. Employees will be provided with opportunities to learn and participate in strategies supporting a healthy lifestyle. XI. EVALUATION South Valley Preparatory School health and wellness plans for family/school/community involvement, physical activity, nutrition, health education, physical education, healthy and safe environment, health services, social and emotional well-being, and staff wellness will include measurable targets and benchmarks for evaluating the implementation of the policy. A. As per the provisions of rule 6.12.6.6. NMAC, one or more persons shall be delegated operational responsibility for ensuring that South Valley Prep is in compliance with this policy. B. The SHAC will provide an annual progress report to the Governance Council. Assign responsibilities for development, implementation, monitoring and evaluation of the school’s wellness policy. Develop guidelines incorporating existing activities within the district to provide physical activity opportunities to students before, during and/or after school. Develop a nutrition plan which incorporates the nutrition rules as set forth by the state and includes: o Guidelines for a la carte offerings meeting the minimum guidelines as stated in the competitive food sales rule. o Guidelines for school sponsored fund raisers during normal school hours meeting the minimum guidelines as stated in the competitive food sales rule. o Guidelines for school sponsored fund raisers before and after school hours ensuring that at least 50% of the offerings shall be healthy choices as stated in the competitive food sales rule. Create guidelines for a planned, sequential, 6-8 health education curriculum that addresses the physical, mental, emotional, and social dimensions of health and is aligned to the health education content standards with benchmarks and performance standards as set forth in 6.30.2.19 NMAC. Create guidelines for a planned, sequential 6-8 physical education curriculum that provides an opportunity for all students to learn and develop the skills, knowledge and attitudes necessary to decide to participate in lifetime healthful physical activity and is aligned to the physical education content standards with benchmarks and performance standards as set forth in 6.30.2.20 NMAC. Develop a plan incorporating existing activities within the school that addresses the behavioral health needs of all students in the educational process by focusing on students’ social and emotional well-being. Review school’s safety plan to ensure they meet the state requirements for health and wellness and provide a healthy and safe environment for learning, including but not necessarily limited to prevention, policies and procedures, and emergency response. Develop a plan that incorporates existing activities within the school addressing the health services needs of students in the educational process. Develop a plan addressing the staff wellness needs of all staff that minimally ensures an equitable work environment, meets the American with Disabilities Act Part III, and incorporates existing activities in the school. Develop a checklist to facilitate implementation and evaluation of the wellness policy. Designate one or more persons within the school charged with operational responsibility for ensuring that the school fulfills its wellness policy. Review contracts with outside vendors to encourage healthful eating and reduction of school dependence on profits from foods of little nutritional value. Appendix B South Valley Preparatory School Physical Education Plan • SV Prep shall provide a planned, sequential, 6-8 physical education curriculum aligned to the physical education content standards with benchmarks and performance standards as per 6.30.2.20 NMAC, which provides the optimal opportunity for all students to learn and develop skills, knowledge and attitudes necessary to personally decide to participate in lifetime healthful physical activity. • South Valley Prep shall offer physical education classes taught by a certified physical education instructor. • Physical educators are encouraged to work with classroom teachers to introduce physical activity and education into academic classrooms as part of the core curriculum. • Wherever possible, the size of physical education classes should not exceed class size requirements for other selfcontained classes in the school. • Physical educators will be provided with opportunities for professional development such as workshops, conventions, and collaboration for the purpose of receiving the latest information, innovations, and ideas in their field and implementing them in their physical education classes. Appendix C South Valley Preparatory School Physical Activity Plan • South Valley Prep will provide education on the health benefits of physical activity that align with the New Mexico health education content standards with benchmarks and performance standards as set forth in 6.30.2.19 NMAC. • South Valley Prep will provide physical activity opportunities before, during, and/or after school (i.e. intramurals, club activities, interscholastic sports, etc.). • After-school programs will provide opportunities for physical activity. • South Valley Prep will provide daily recess for all students. • South Valley Prep will encourage the use of the school’s facility for school and community activities outside of school hours. • South Valley Prep will encourage teachers to incorporate physical activity into the academic curriculum as appropriate (i.e. brain breaks, etc.). • South Valley Prep administrators are encouraged to promote community-based physical activities (i.e. sports clubs, bike club, hiking club) within their schools. Appendix D South Valley Preparatory School Nutrition Plan 1. South Valley Preparatory, school-sponsored organizations, parent /teacher organizations, booster clubs, and vendors will abide by the school guidelines as outlined in Section A of this plan and state regulations as outlined in Section B of this plan as per state law and South Valley Preparatory School’s Health and Wellness Plan. Where the school’s guidelines exceed state standards, the school’s guidelines will apply. 2. The school guidelines and state regulations governing sale of food to students on South Valley Prep’s campus and at school-sponsored activities will be communicated to staff, supporting organizations such as booster clubs, PTAs/PTOs/PTSOs, student organizations, community members, and providers of “competitive foods” as defined in 6.12.5.7 NMAC. This may be accomplished through literature, websites, school-level training and/or other means. 3. South Valley Prep will educate parents about the new guidelines through school newsletters, school websites, and such other methods of communication as are appropriate. 4. South Valley Preparatory School will provide nutrition education activities that align with the New Mexico health education content standards, benchmarks, and performance standards, incorporating existing nutrition education activities. 5. Vendors doing business with the school, including the contract food service provider for the USDA meal program, will be encouraged to promote healthy eating through the programs and services they offer to the school (example: Canteen) SECTION A Guidance on Competitive Foods/Beverages Sold to Students Sections 6.12.5.7 and 6.12.5.8 of the New Mexico Administrative Code (NMAC) enact state regulations pertaining to the sale of food to students before, during, and after school and at school sponsored activities. They are designed to encourage students to adopt healthy eating habits that will contribute to lifelong wellness. The regulations apply to all foods outside of the United States Department of Agriculture (USDA) meal program that are sold to students as a la carte, vended or competitive food/beverages at school or during school-sponsored activities regardless of the identity or status of the vendor. Therefore, the regulations and this procedure apply to and must be observed by PTAs, PTSOs, booster clubs, student clubs and organizations, and other vendors just as they must be observed by the school itself. The regulations define which foods can be sold to students based on the time of day and the grade level of the students. The requirements that apply during the school day vary based on grade level the time of day (before lunch, during lunch, after lunch), and how the food is dispensed (from vending machines, a la carte, or through other means). The requirements that apply to food sold outside of normal school hours are the same at all grade levels and are more flexible than those that apply during the school day. A summary of the requirements is included below. School staff is strongly encouraged to model healthy eating habits, consistent with the regulations pertaining to their students’ grade level, when in contact with students. Summary of food sales requirements by grade level, for food and beverage sold outside of the USDA food programs (for more detailed information, see the definitions and requirements set forth in Section B) During The School Day Beverages o No beverages other than milk with 1% or less fat content, soy milk, water, and 100% fruit juice that has no added sweeteners, no more than 125 calories per container, and a serving size that does not exceed 20 oz. may be sold to middle school students during school hours. o Beverages meeting the above requirements may be sold to middle school students from vending machines at any time during the day o Carbonated drinks may not be sold to middle school students during the school day Food Foods sold during the lunch period must meet the following requirements o No more than 400 calories per container or per package or amount served; and o No more than 16 grams of fat (no more than 2 grams from saturated and trans fats combined) per container or per package or amount served; and o No more than 30 grams of total sugar per container or per package or amount served Foods from vending machines may be sold only after the end of the last lunch period and must meet the following requirements: o No more than 200 calories per container or per package or amount served; and o No more than 8 grams of fat (no more than 2 grams from saturated and trans fats combined) per container or per package or amount served; and o No more than 15 grams of total sugar per container or per package or amount served Foods sold during the school day other than at lunch or from vending machines must meet the following requirements: o No more than 200 calories per container or per package or amount served; and o No more than 8 grams of fat (no more than 2 grams from saturated and trans fats combined) per container or per package or amount served; and o No more than 15 grams of total sugar per container or per package or amount served o Nuts, seeds, cheese, yogurt, and fruit are exempt from the above limitations at any time when food may be sold Outside of Normal School Hours At least 50% of the beverage and food products offered for sale must meet the following requirements: Beverages o o o o Milk with 1% or less fat content Soy milk Water At least 50% fruit juice that has no added sweeteners, no more than 125 calories per container, and a serving size that does not exceed 20 oz. Food o No more than 200 calories per container or per package or amount served; and o No more than 8 grams of fat (no more than 2 grams from saturated and trans fats combined) per container or per package or amount served; and o No more than 15 grams of total sugar per container or per package or amount served o Nuts, seeds, cheese, yogurt, and fruit are exempt from the above limitations The above requirements refer to the percentage of foods/beverages offered for sale, not the amount actually sold. In other words, if an organization sells food and/or beverages as a fundraiser outside of school hours, the organization must offer one item meeting the nutrition requirements for every item it offers that does not meet the requirements. Actual sales do not have to be 50-50%. These requirements apply to all food sales to students regardless of venue or scope. Concession stands and PTA suppers (for example) are subject to these requirements for all food sold to students. Individual food items sold as fundraisers (example: candy sales) are also subject to the requirements. The state is developing a list of foods including nutritional information that will be available through its Web site, www.ped.state.nm.us. SECTION B NM Public Education Department Nutrition Regulations 6.12.5.7 DEFINITIONS A. “A la carte” means a beverage or food product sold in schools to students during the lunch period that is not part of the United States Department of Agriculture school meal program. B. “Competitive food” means a food or beverage sold at school other than one served as part of the United States Department of Agriculture school meal program. The term includes any item sold in vending machines, a la carte or through other school fundraising efforts. C. “Fund raisers” means beverage or food products sold to raise money that are not sold in vending machines, a la carte sales or as part of the United States Department of Agriculture school meal program. “Vended beverages and foods” means a beverage or food product sold in vending machines to students in schools. [6.12.5.7 NMAC - N, 02-28-06] 6.12.5.8 REQUIREMENTS FOR COMPETITIVE FOODS SOLD TO STUDENTS Vended Foods and Beverages Beverages sold in vending machines to students in middle schools shall only include: milk with a fat content of two percent or less; soy milk; water; and 100 percent fruit juice that has no added sweeteners and no more than 125 calories per container and a serving size not to exceed 20 ounces. Carbonated beverages shall not be sold in vending machines to students in middle school. Food products sold in vending machines to students in middle schools are subject to the following requirements: Nuts, seeds, cheese, yogurt, and fruit may be sold in vending machines in middle schools at any time and are not subject to the restrictions in item (ii) of this subparagraph. Food products other than those listed in item (i) of this subparagraph shall only be sold after the last lunch period is completed and are subject to the following restrictions: o shall contain no more than 200 calories per container or per package or amount served and shall contain no more than 8 grams of fat per container or per package or amount served with no more than 2 grams of fat from saturated and trans-fats and shall contain no more than 15 grams of sugar per package or amount served. A La Carte Offerings A la carte offerings for Middle school must meet the following requirements: Beverages sold in a la carte offerings may only be sold during lunch period and shall only include: o milk with a fat content of two percent or less; o soy milk; o water; and o 100 percent fruit juice that has no added sweeteners and no more than 125 calories per container and a serving size not to exceed 20 ounces. o Carbonated beverages or soft drinks, non-carbonated flavored water and sports drinks shall not be sold in a la carte offerings. Food products sold in a la carte offerings may only be sold during lunch and are subject to the following requirements: o Nuts, seeds, cheese, yogurt, and fruit are not subject to the restrictions listed below Food products other than those listed above are subject to the following restrictions: o shall contain no more than 400 calories per container or per package or amount served; and o shall contain no more than 16 grams of fat per container or per package or amount served, of which no more than 2 grams come from saturated and trans fats combined; and o shall contain no more than 30 grams of total sugar per package or amount served. Fundraisers During Normal School Hours Beverages and food products may be sold in Middle school as fundraisers at any time during normal school hours except when lunch is being served during the lunch period and are subject to the following requirements and limitations: o Beverages sold shall only include: milk with a fat content of 2 percent or less; o soy milk; o water; and one hundred percent fruit juice that has no added sweeteners and no more than 125 calories per container and a serving size not to exceed 20 ounces. o Carbonated beverages shall not be sold. Food products sold are subject to the following requirements: o nuts, seeds, cheese, yogurt, and fruit may be sold and are not subject to restrictions; o food products other than nuts, seeds, cheese, yogurt and fruit shall contain no more than 200 calories per container or per package or amount served and shall contain no more than 8 grams of fat per container or per package or amount served with no more than 2 grams of fat from saturated and trans-fats and shall contain no more than 15 grams of sugar per container or per package or amount served. Outside Normal School Hours Beverages and food products may be sold as fund raisers outside of normal school hours provided that at least 50 per cent of the offerings meet the following requirements: o milk with a fat content of 2 percent or less; o soy milk, o water and o juice that is at least 50 percent fruit and that has no added sweeteners and a serving size not to exceed 20 ounces. Food products: o nuts, seeds, cheese, yogurt, and fruit may be sold and are not subject to restrictions; o food products other than nuts, seeds, cheese, yogurt and fruit shall contain no more than 200 calories per container or per package or amount served and shall contain no more than 8 grams of fat per container or per package or amount served with no more than 2 grams of fat from saturated and trans-fats, and shall contain no more than 15 grams of sugar per container or per package or amount served. [6.12.5.8 NMAC - N, 02-28-06] Appendix E South Valley Preparatory School Health Education Plan • South Valley Prep shall provide a planned, sequential, 6-8 health education curriculum that addresses the physical, mental, emotional and social dimensions of health. The health education curriculum will be aligned to the health education content standards with benchmarks and performance standards as set forth in 6.30.2.19 NMAC. • The school will provide activities in comprehensive health education that align with the New Mexico health education content standards with benchmarks and performance standards as set forth in 6.30.2.19 NMAC and the federal NCLB requirements. • The health education curricula will be included in physical education, science, and other classes as appropriate to the age level of the students and subject matter being taught. • At the time when they register their children for grade levels in which the sexuality performance standards are addressed, parents shall be informed of the schools implementation of the state health education curriculum that includes all sexuality performance standards included in the state standards and benchmarks. Registration Process: Student registration packets shall include a document which shall notify the parent or legal guardian of the Health Education choices available for their student and provide the parent with the information regarding the school’s implementation of the state health education curriculum that includes all sexuality performance standards included in the state standards and benchmarks. Parents or guardians will be provided with information describing the course of study and the sexual content of the class to be provided in the state health education curriculum. If the parent or guardian objects, the parent may sign an exemption form and their child will be given alternate lessons appropriate to the child’s grade level as determined by the district. Alternate lessons, including the option of parent-guided lessons, will be offered to the student. Parents who choose to provide parent-guided lessons will sign a statement assuming responsibility of teaching the standards to their child. As set forth in 6.12.2.10.C NMAC, South Valley Preparatory School will provide age-appropriate instruction about HIV and related issues in the curriculum of the required health education content area to all students. Appendix F South Valley Preparatory School Healthy and Safe Environment Plan South Valley Preparatory School shall maintain school safety plans at focused on supporting healthy and safe environments including, but not necessarily limited to, prevention, policies and procedures, emergency response plans, and compliance with district policies which create an environment free of tobacco, alcohol, and other drugs. o South Valley Prep will hold 12 emergency drills each year as set forth in New Mexico state law (subsection M of 6.30.2.10 NMAC). These drills shall include nine fire drills, two shelter-in place drills, and one evacuation drill where students proceed to the staging area at or near the school from which buses would evacuate students. Schools will also annually conduct a tabletop exercise covering the remainder of the evacuation process (busing of students to the designated evacuation site, dismissal and parent pick-up procedures, etc.). Schools may at their discretion and based on available resources conduct a full-up evacuation drill including busing of students to the designated evacuation site in lieu of doing a tabletop exercise. o South Valley Prep shall cooperate with fire and safety inspections of its buildings, school buses, and equipment conducted by appropriate state and local authorities and shall cooperate with appropriate governmental agencies and law enforcement in conducting crisis response exercises, drug searches, and other appropriate law enforcement activities. o South Valley Prep shall maintain a crisis response plan to include an Incident Command System (ICS) reasonably anticipated scenarios and succession plans for all departments. o South Valley Prep will provide safety procedures and appropriate training for students, teachers and staff that support personal safety and a violence/harassment-free environment. o South Valley Prep will make CPR classes available for all staff and will study ways of increasing the number of CPR and first aid-certified staff members at the school site. o South Valley Prep will provide Automatic Electronic Defibrillators (AED’s) at the school site. Appendix G South Valley Preparatory School Health Services Plan o Health services provided by South Valley Prep may include but are not limited to preventive services, behavioral health services, screenings and referrals; evaluations and assessments; first aid and emergency care; follow-up care; school safety; health education and ancillary services (e.g., speech therapy or physical therapy and or occupational therapy) o South Valley Preparatory School will, at a minimum, have a part-time health assistant o South Valley Prep will communicate to parents and strongly enforce compliance with immunization requirements. o South Valley Prep will work with the Department of Health to make immunizations available to all students. o South Valley Prep will work with the Department of Health and other appropriate agencies to enroll eligible students for Medicaid services. o South Valley Prep shall communicate prevention strategies and other health-related information to staff, students, and community using the school website, student, staff, and parent newsletters, or other venues as appropriate o South Valley Prep will develop a plan for responding to community health emergencies. o South Valley Prep health services and special services staff shall support crisis response efforts as warranted o South Valley Prep will include students, parents, staff, and community as partners in providing health services and will provide a link between school and community health resources as warranted. o South Valley Prep will provide professional development opportunities for health services staff such as workshops, conventions and collaboration for the purpose of receiving the latest information, innovations and ideas in their field and implementing them in their areas of expertise. o South Valley Prep health service programs will meet all reporting, record-keeping and confidentiality requirements. Appendix H South Valley Preparatory School Social and Emotional Well-Being Plan South Valley Prep strongly supports having school counselors in all schools to provide academic and behavioral counseling to students as needed and appropriate or as required by the needs of staff, parents, and students South Valley Prep will partner with social service agencies (examples: Southwest Family Guidance Center, La Buena Vida, YDI (Youth Development Inc.), New Day, Coalition of Domestic Violence, Big Brothers/Big Sisters) for services that can be better provided by such agencies. Counselors and school social workers or other designee will provide links to community resources for students and families as appropriate. The School will encourage all students to become involved in co-curricular and extracurricular activities. These may be school-sponsored activities such as student council, athletics, fine arts, and school clubs, or activities offered in the community (Boy Scouts/Girl Scouts, church groups, etc.). Students who feel connected to someone in the school or community are more likely to graduate and less likely to get in trouble. In keeping with the school’s mission to graduate students who are responsible, ethical contributors to society, South Valley Prep will provide some character education for students in the form of Service Learning. School policies aimed at maintaining a safe and healthy school environment and prohibiting demeaning behaviors such as bullying shall be strictly enforced, and all staff members are strongly encouraged to involve students in conflict mediation, buddy programs, and other preventive strategies. The school will provide age-appropriate support for students (grief/divorce/relationships/ anger management programs, etc.), in keeping with the needs of its students and families. Parents shall be encouraged to become partners with students and schools in creating a nurturing school climate and encouraging positive behavior. The school may use attendance and behavior contracts, counseling, parenting classes, school assemblies, PTA/PTSO involvement, and other strategies appropriate to their school communities. The school will continue to work with families in a proactive way to enforce South Valley Prep’s truancy policies. Counseling and behavioral health services shall be included in the school’s crisis planning and intervention programs. Tools that support this effort include but are not limited to Functional Behavioral Assessment, Behavior Intervention Plans, and self-harm indicator checklists. South Valley Prep will utilize Student Assistance Teams (SAT) to provide intervention through a three-tier program that may include special education services or a 504 plan. Appendix I South Valley Preparatory School Staff Wellness Plan • South Valley Prep shall provide an equitable work environment and the school shall be in compliance with the provisions of the Americans with Disabilities Act, Part III. •South Valley Prep shall support staff in need of counseling services (mental health, substance abuse, etc.) • School nurses will assist staff with locating prevention and health screening and will be available to help staff members in emergencies. • The school will support staff members that are interested in smoking cessation classes and other appropriate activities to make staff members aware of the hazards of tobacco use and to help them to quit. • South Valley Prep will, as opportunities allow, partner with private health-related businesses (Riverpoint/Defined Fitness/Curves) to provide incentives for staff to use their services/facilities at reduced cost. • South Valley Prep will provide opportunities for staff to participate in health promotion programs focusing on exercise, stress management, and nutrition, as appropriate to the work schedules (examples: Shining Stars Step Program, District office flex schedule to encourage walking or use of Cyber fitness facility, participation in cancer walks, Run for the Zoo, etc.). • The School is encouraged to involve PTA’s/PTSO’s in signups and participation in fun runs, walks, and other staff wellness activities. • The School is encouraged to include wellness topics as part of staff in-service days. Appendix J South Valley Preparatory School HEALTH AND WELLNESS POLICY EVALUATION PLAN As per the school’s wellness policy rule 6.12.6.6 NMAC the school t must develop and submit a plan for measuring implementation and evaluation of the wellness policy, including the designation of one or more persons within the school, charged with operational responsibility for ensuring that the school fulfills the wellness policy. Process Evaluation: Measuring implementation of Wellness Policy Component/Activity School’s Governing Council established a School Health Advisory Council (SHAC) School Health Advisory Council contain all required members: parent(s), school food authority personnel, school council member, school administrator, school staff, student(s); and community member(s). The School Health Advisory Council reports to the school’s Governing Council recommendations for development / revisions, implementation, and evaluation of the wellness policy at least annually. The School Health Advisory Council has met at least twice this year for the purpose of development or revisions, implementation, and evaluation of the wellness policy at least annually. The School Health Advisory council designated one or more persons within the school charged with operational responsibility for ensuring that the school fulfills its wellness policy. The Governing Council has adopted physical activity guidelines for before, during and/or after school. Nutrition guidelines for a la carte offerings minimally meet guidelines set forth in subsection B of 6.12.5.8 NMAC. Nutrition guidelines for school sponsored fund raisers during normal school hours offerings minimally meet guidelines set forth in subsection B of 6.12.5.8 NMAC. Nutrition guidelines for school sponsored fund raisers before and after school hours ensuring that at least fifty percent of the offerings shall be healthy choices in accordance with the requirements set forth in paragraph (2) of subsection C of 6.12.5.8 NMAC Guidelines for planned sequential, 6-8 health education curriculum that addresses the physical, mental, emotional and social dimensions of health and is aligned to the health education content standards with benchmarks and performance standards as set forth in 6.30.2.19 NMAC. Guidelines for planned, sequential 6-8 physical education curriculum that provides the optimal opportunity for all students to learn and develop skills, knowledge and attitudes necessary to personally decide to participate in lifetime healthful physical activity and is aligned to the physical education content standards with benchmarks and performance standards as set forth in 6.30.2.20 NMAC. A plan addressing the behavioral health needs of all students in the educational process by focusing on students’ social and emotional well-being. A school safety plan at each school building focused on supporting health and safe environments and including but not necessarily limited to prevention, policies and procedures and emergency response. A plan addressing the health services needs of students in the educational process.
