1. WhenwereceiveastudentwhohasmovedinfromanotherKansas
network/districtwithanorganizationalexit,theOutcomeWebSystem(OWS)
willnotallowustoinputanentryChildOutcomeSummaryForm(COSF).
Organizationalentry/exitsdonotrequireaCOSF,thereforethesystemwillnot
allowtheinputofaCOSF.TheOWSasksdistrictstotracktwotypesofentry
and exits;achild’sprogramentry/exitandallorganizationalentry/exitsthe
childmakesduringtheirtimeinPartBservices.Aprogramentryrefersto
whenachildisinitiallyfoundeligibleforPartBservices.Whenachildisnewto
PartB servicestheirdistrictisrequiredtoindicateaprogramentryand
completean entryCOSF.Similarly,whenachildpermanentlyleavesPartB
services(seetheKeyPointsintheOWSmanualforadefinitionofpermanent
exit),thedistrictisrequiredtocompleteaprogramexitandanexitCOSF. A
COSFratingisrequired tobeenteredintotheOWSonlyonprogramentryand
exit,eventhoughbest practiceistocompletetheratingaspartoftheannual
IEPreviewaswell.
Thesecondtypeofentry/exitisanorganizationalentry/exit.Thisisarecordof
thenumberofdifferentdistrictsthathaveservedachildwhiletheyareinPart
Bservices.Eachtimeachildmovesbetweenorganizations,thesending
organizationisrequiredtodocumentanorganizationalexitintheOWSandthe
receivingagencyisrequiredtodocumentanorganizationalentryintheOWS.
2. Whywon’ttheOWSletmeanswer“No”ontheprogressquestion,whena
child’sratingdidnotimprovebetweenentryandexit?
Atprogramexit,teamsarerequiredtoanswerquestionb,indicatingwhethera
childhasmadeprogressanddocumentashortsummaryofthemostsignificant
evidenceofprogress.Eachtimearatingiscompleted,theteamiscomparinga
childtotheirsameagepeers.Therefore,achildwhoscoresa3onentryanda3
onexithasdemonstratedprogressbecausethatchildisbeingcomparedtotwo
differentagegroups. OntheKansasECOwebsitethereisadocumententitled,
ImpossibleCombinationsofCOSFResponses,whichhighlightsresponsestheOWS
willnotacceptalongwithanexplanationofwhytheresponsesarenotpossible.
3. Whatinformationdoweenterforthe“b”questionwhenachildexitsa
Part Bprogram?
Forquestion"b"ineachoftheoutcomeareas,teamsshoulddocumentwhether
thechildhasshownanynewskillsorbehaviorsrelatedtothatoutcomearea
sincetheentryCOSFrating.Ifachildhasthesameratingatentryandexitorthe
ratingatexitishigherthanatentry,theanswertotheskillsquestionhastobe
"yes".Ifthechildhasalowerratingatexitthanatentry,theanswertotheskills
questionmaybe"yes"or"no"dependingonwhetherthechildhasshownany
newskillsorbehaviorsbetweenentryandexitrelatedtothisoutcome.Teams
arealsoaskedtoenteranarrativedescriptionoftheprogressmadebythechild,
whichisdirectlyrelatedtothisoutcome.Thisshouldincludeinformationabout
newskillsandnotwhatiscontainedinthesummaryofrelevantresults.

4. Canyoudefinethestatement“allchildrenwhohavebeeninKansasPartB
for6monthsorlonger”?
KansasrequiresaCOSFentryratingforallchildrenwhoareabletobeineithera
PartCorBprogramfor6monthsandanexitratingforallchildrenwho
permanentlyexitaPartCorBprogramandhavebeeninthatprogramforat
least6months.The6‐‐‐monthtimelineiscomputedusingthetimebetweenthe
firstandlastdayofservices.TheOWSprogramexitandCOSFexitratingwould
bebasedonthelastdayofservice.
5. WhyisJune30thashareddate/timelinefordataentryforbothPartCand
PartB?
TheJune30th timelineisbasedonthestatefiscalyear.Fordatabeingreported
betweenJuly1standJune30th ofthepreviousstatefiscalyear,PartBprograms
haveuntilJuly31st toinputCOSFdataintotheOWSsystem.
6. WehadateacherwhoforgottoturnintheinitialCOSFratingforachildwho
wasidentifiedinApril.TheCOSFwascompleted,butitwasn’tuntilshecame
backinAugustthatwerealizeditnevergotenteredintotheOWSdatabase.
SincethiswasaftertheJuly31st deadline,whatshouldwedo? TeamshaveuntilJuly31st toenteralldataforlastfiscalyear.Oneofthe purposes
ofthedataverificationprocessthatoccurseachAugustistoprovideorganizations
withanopportunitytofindandcorrectanyerrorsintheirdata reporting.If
organizationsfindthatanerrorhasoccurred,theymaymake correctionsinOWS.

7. Whoinourdistrictgetsinformationaboutthedataverificationprocess
andwhatdowedowiththeinformationonceitiscompleted?
OWSdataverificationoccursduringthemonthofAugusteachyear.Information
forPartBdataverificationisemailedtotheKSDEearlychildhoodcontactlist,
sentthroughtheKSDElistserveandispostedontheKSDEwebsite.Districtsare
requiredtocompletedataverificationeachyearandkeepthisinformationas
partoftheirrecords.
8. WhathappenswhenourESYextendspastJune30th?
Preschool‐agestudentstransitioningtokindergartenwhoreceiveextended
schoolyearservicesthatendaftertheJune30th fiscalyeararecountedinthe
followingyear’sdata.TheOWSdatabasereportsastudent’sdatabasedon
theirlastdateofservice.Whenastudent’sextendedschoolyearservicesend
after June30th,thatstudent’sdataisreportedinthefollowingyear.

9. WehadachildwhowasinaPartCprogramandturned3inMarch.The
familydeclinedaninitialPartBevaluation,howeverinAugustthefamily
gaveconsentforaninitialevaluationandthechildwasfoundeligibleand
PartBserviceswereinitiatedtheSeptemberfollowingthechild’s3rd
birthday.CanwestillusethePartCexitdataforourentrydata?
TeamsareencouragedtousetheinformationcollectedduringtheinitialPartB
evaluationtoreviewthePartCexitratinganddeterminewhetherthePartCexit
ratingcontinuestobereflectiveofthestudent’sabilities.IfthePartCexitrating
iswithin6monthsoftheinitiationofPartBservicesandtheratingcontinuesto
bereflectiveofthestudent’sabilities,thePartBprogrammayusethePartCexit
ratingasthechild’sentranceratingforPartB.
PartCnowutilizesaseparatedatabaseforinputtingtheiroutcomes.Itis
thereforenotpossibletoselecttheoptionofusingthePartCratingswhenyou
areintheOWSsystem.PartCandBprogramswillneedtocollaborateduring
thetransitionprocessinordertosharethisinformation.PartBwouldthenhave
theoptionofutilizingPartC’sexitratinginformationobtainedduringthe
transitionprocesswhen(manually)enteringtheirratingsfortheentryintoa
PartBprogram.
10. Whatdowedowhenthefamilyofachild,whowassupposedtoenter
kindergartenandwaspermanentlyexitedfromOWS,decidesoverthe
summertohavethechildremaininpreschoolservicesforanotheryear?
ChildrenwhohavebeenpermanentlyexitedfromtheOWSsystemandthenre‐
enteraPartBprogramwouldbetreatedasanewstudentandanewentrance
COSFshouldbecompleted.Intheaboveexample,theteamwouldcompletea
newentranceCOSF,ifthechildcouldbeinaPartBprogramforatleast6
monthsbeforethechildturns6yearsold.
11. Whatdoteamsdowhenastudentunexpectedlymovesorafamilydecides
torevokeconsentforservicesoverthesummer?
Teamsarehighlyencouragedtokeepassessmentinformationup‐to‐dateto
ensuretheyhavetheinformationtheyneedtocompleteanexitCOSFrating.
KansasselectedCurriculumBasedAssessments(CBA)asamainsourceof
documentationontheCOSFbecauseCBAsareintendedtobecompletedat
regularintervalstomonitorachild’soveralldevelopment. Beginningin2013,
KSDEsuggestedthatratingECOsbecomepartoftheinitial
evaluation/eligibility/IEPprocessandannualreviews. IfachildinaPartB
programmovesoverthesummerandthedistrictdoesnotknowaboutthe
moveuntilAugust;thedistrictshouldcompleteanexitCOSFratingassoonas
possiblebeforetheAugust31st deadline.Remember,thatnochangescanbe
madetotheOWSdatabaseafterAugust31st,soifaratingcannotbecompleted
andenteredintotheOWSbeforeAugust31st,thatdatawillnotbecreditedto
thedistrict.

12. WhatdowedoforastudentwhohasanAugustbirthday,andtheparents
can'tdecidewhetherornottosendthemtoKindergarten? Whendowefill
outtheexitCOSF?
IfateamisindoubtaboutwhenaCOSFwillbeneeded,itisrecommendedthey
completeapaperCOSFratingandkeepthisinformationonfileintheeventitis
needed. Intheaboveexample,ifthechilddidattendKindergarteninthefall
teamwouldbeabletoenterthischild’sCOSFratingintotheOWSdatabase
beforetheAugust31st deadline.Ifthechildreturnedtopreschoolservices,the
COSFwouldnotbeenteredintotheOWSandtheteamwouldcompleteanother
exitratingonthestudent’slastdateofservice.
13. Ifachildwasonlyevaluatedbythespeech‐languagepathologistandno
otherprofessionalswereinvolvedintheevaluation,whocanserveasthe
secondteammemberfortheCOSFrating?
KansasdoesrequirethatCOSFratingsbecompletedbyatleasttwo
professionals,howeverdoesnotdefinewhomustmakeuptheteam.Itisnot
requiredthatallmembersoftheCOSFteamparticipateintheevaluation,
howeverteammembersarerequiredtohaveaccesstoassessmentinformation,
understandtheearlychildhoodoutcomes,andhaveanunderstandingofthe
COSFratingprocess.Itisuptoindividualorganizationstodeterminewhomight
serveontheteamforeachchild.Asecondprofessionalmightincludethe
administratorwhoattendedtheIEPmeeting,anotherspeech‐language
pathologist,anearlychildhoodspecialeducationteacher,oraregulareducation
earlychildhoodteacher.
14. Canparaeducatorswhoworkwithstudentsbelistedasateammemberfor
theCOSF?
Paraeducatorscanprovideteamswithvaluableinformationaboutachild’s
functioningacrossthe3outcomes,andshouldbeincludedasateammember
ontheCOSFwhentheyparticipateintheratingprocess.However,a
paraeducator doesnotfulfilltherequirementofhavingateamof2ormore
professionalsand wouldnotmeettherequirementasoneof2professionals
participatingintherating.
15. Dowelisttheparentontheteamsectioniftheydidnothelpmake
therating?
No,parentsshouldonlybelistedinthe“Personsinvolvedindecidingthe
summaryratings”sectionoftheCOSFwhentheyhaveparticipatedintheactual
selectionofaratingforeachoutcome.ThereisaseparatesectionoftheCOSFfor
recordinghowfamilyinformationwasobtained.Teamsarerequiredtoobtain
anduseinformationfromthefamilieswhenmakingtherating,howeverthe
parentswouldnotbelistedasteammembersunlesstheyparticipatedinthe
ratingprocess.

16. Doallchildrenhavetoberatedonallthreeoutcomes?Wehad
understoodthatifachildwasonlyreceivingspeechservicesandwe
couldratethema6or7onthe“speech”outcome,wedidnothavetorate
theothertwooutcomes.
TheEarlyChildhoodOutcomeswereselectedtocutacrossdevelopmental
domains. Communication,cognition,motorandsocialemotionalskillscan
impactachild’sfunctionalabilitiesinallthreeoutcomeareas. Therefore,teams
arerequiredtorateallthreeoutcomeswhencompletinganentryorexitCOSF.
17. WhatistheruleaboutusingaCurriculumBasedAssessment(CBA)?
AssessmentinformationusedtomakeCOSFratingsforeachoutcomemust
includeinformationfromoneoftheapprovedcurriculum‐basedassessments
listedinTable4oftheOutcomeWebSystemUsersGuide.Forchildrenwithonly
oneareaofconcern(i.e.childrenreceivingonlySpeech,OTorPTservices)
servedinPartB,whocanbeaccuratelyrateda6ora7inallthreeoutcomeson
thebasisofrecordreview,interview,observation,tests,andscreening
information,thecurriculumbasedassessmentrequirementiswaived.
18. MusttheCurriculumBasedAssessment(CBA)begiveninitsentirety?
Yes.ToaccuratelyuseaCBAtomakeaCOSFrating,theCBAmustbecompleted
initsentirety,evenforstudentsonlyreceivingSLserviceswhocannotberateda
6ora7onallthreeoutcomes.Remembertheoutcomescutacross
developmentaldomainsandthepurposeofusingaCBAistogetaglobalpicture
ofwhereastudentisfunctioning.Todothisyouneedinformationfromall
developmentaldomains.
19. Whenachildisbeingevaluatedtodetermineeligibilityforspecial
educationservices,doesparentalconsentneedtobeobtainedifa
curriculum‐basedassessmentisusedforthisevaluation,andisalso
beingusedforallchildrenintheprogramforongoingassessment
andprogressmonitoring?
Yes.Writtenparentalconsentisalwaysnecessarytoconductanevaluation
todetermineifachildmayqualifyforanyspecialeducationservices.It
wouldalsobeassumedthatthisevaluationwouldincludeother
