Smallholder Market-Led Project - Project Overview
The Smallholder Market-led Project (SMLP) is targeting reducing poverty and food insecurity of poor rural dwellers through
investment supporting increased agricultural production and productivity and market-led commercialization of smallholder
agriculture. Production of commodities suitable both for household nutrition and market supply will be enhanced as will the
linkages between markets and producers, resulting in improved food security and incomes. The project targets economically
active poor households and food deficit households in thirty-seven (37) chiefdoms located in within twelve (12) Tinkhundla in
the southeast of Swaziland.
Objective of Assignment
 Better usage of geo-spatial data by SMLP, including information on land degradation
Output of Assignment
 Geographic Information System up and running; Project Implementing Unit (PIU) able to prepare necessary maps
for the Project Development Area.
Responsibilities
The GIS Development Consultant shall assist the PIU in utilizing Geo-spatial data for the SMLP. To achieve this Consultant
shall execute the following responsibilities:
 Collaborate with the Ministry of Agriculture to establish a Land Degradation Surveillance System
 Identify with the Ministry of Agriculture (MoA) Land Use Department test sites for Land Degradation Surveillance
 Advise PIU on Geographical Information System (GIS) aspects of the land & water resource survey
 Advise PIU GIS Unit on handling of information flows and processing of geo-referenced data
 Assist in the identification of relevant primary & secondary geospatial data (such as previous geospatial assessment of
chiefdom boundaries, land-use, vegetation, homesteads, households, water resources and more)
 Description of recommended analysis of geospatial data (primary and secondary data) to contribute to the
achievement of the SMLP objectives
 Assist PIU in database and user interface design
 Guide the collection and support processing of primary and secondary data for incremental GIS
 Prepare a GIS strategy for PIU with a clear way forward that shall enhance the uptake of GIS
Qualifications
 MSc. In Geographical Information System, Remote Sensing or Related field
 Advanced knowledge of GIS software & Satellite Imagery advantageous
 Versatility in working with tools developed by the International Centre for Research in Agroforestry (ICRAF)
Work Experience
 10 years’ experience in GIS for rural development works and land degradation
 Relevant network among land degradation research institutions in Africa
Skills





Experience in GIS for rural development and land degradation
Strong practical and technical experience in using and developing GIS
Experience with geo-spatial hardware technologies
Experience in managing data, entry and maintenance
Experience with rural development monitoring & evaluation
