Action APOLOGIES Apologies were received from Judy Hamilton, Moira Adams, Bryan Kirkaldy and Dave Stewart. 2. NEW MEMBERS Fergus Millan, Scottish Government and Garry McEwan, Chief Superintendent, Fife Police, were welcomed to the meeting. 3. MINUTES OF PREVIOUS MEETING The minute of the previous meeting held on 6th September 2012 was agreed. 4 MATTERS ARISING 4.1 National Review of community planning, local review of Fife Partnership structures and FHWA reporting responsibility Edward Coyle introduced the paper on ‘Outcome Lead Reporting’ which had been prepared by Tim Kendrick for the Fife Partnership Executive Group (FPEG) meeting on 11th December. Members noted the new outcome delivery and reporting arrangements which are aligned to the 15 long term outcomes of the Community Plan. It was also noted that the Fife Health and Wellbeing Alliance (FHWA) and the Fife Community Safety Partnership will report to FPEG and Fife Partnership on the same dates, facilitating reporting on areas of shared interest. Community Safety Partnership representation on FHWA will further support links between the Fife Community Safety Partnership and the Alliance (to be confirmed). 5. EC/VB VB Appointment of vice – chair Members discussed appointing a vice – chair of the Fife Health and Wellbeing Alliance (FHWA). It was agreed that this would provide clear responsibility if the chair is unable to attend. Tim Brett proposed that this should be Judy Hamilton and this was supported by Andrew Rodgers. This was overwhelmingly agreed by members in her absence. JMcG Jim McGoldrick to discuss with Judy Hamilton. 6. Health and Wellbeing Funding – approval for community – led health initiatives and reserve Carole Patrick introduced the report on the ‘FHWA Health Inequalities Funding Programme 2012-15’. The proposed allocations of the remainder of FHWA funding to new community led health initiatives from 2012-15 was outlined. The proposal to use some of the remaining funding to support a temporary, part-time development post, to support, monitor and develop the funding programme was discussed. This would ensure that the Alliance can derive maximum benefit from the funding invested and is able to learn from the new community-led work. Some concern was raised over funding the NHS or Council to second someone into this post and a query raised as to whether this could be supported without funding. However it was agreed that it is not feasible to continually rely on existing staff and that the proposal was proportionate to the amount of funding and the breadth of the programme. Members of Fife Health and Wellbeing Alliance :1. approved the allocation of funding for community led health initiatives as laid out in the paper 2. approved the allocation of funding to support the establishment of a temporary part- time development worker to support FHWA’s funding programme 3. approved the use of remaining funding for one-off allocations and remitted to the Co-ordination Group to make final decisions on allocation on their behalf. 7. Physical Activity in Fife Emma Broadhurst presented the Physical Activity in Fife report, highlighting the background, areas of good practice, challenges, celebrations and recommendations. There was further discussion on how work is impacting on physical activity levels over time and among target groups the impact of public sector cuts on progressing the physical activity strategy level of input from GPs across Fife Council. It was noted that the work done in Fife through the Physical Activity Strategy, and the Fife data available around physical activity levels of school children, is regarded extremely positively across other areas of Scotland. 8. Fife’s Cultural Strategy and Consortium – annual briefing paper to FHWA Michelle Sweeney introduced the annual briefing paper on the Fife Cultural Strategy and Consortium. She highlighted the projects involved and emphasised the important contribution of cultural activity to wellbeing and health. Members noted the achievements of specific projects and the positive contribution of cultural activity to the wellbeing agenda in Fife. and / Funding Group VB Funding Group Members agreed further collaboration between the Fife Cultural Consortium and the agencies comprising the Alliance to be explored further through the Co-ordination Group. 9. For information 9.1 Health and Social care integration The content of the recent report to Fife Council Policy Advisory Group/NHS Fife was noted. The positive joint working between NHS Fife and Fife Council in order to progress health and social care integration in Fife was noted. 9.2 Fife Partnership minutes Noted 10. AOB None 11.
