INTRODUCTION The Rezoning EIA for the Core Development Area of the Coega IDZ states that a Construction Environmental Management Plan (CEMP) must form part of the documentation for Contractors appointed during the construction phase. This document is designed to guide and assist with the preparation and compilation of CEMP’s for projects undertaken in the Coega IDZ and the incorporation of such CEMP’s into the related contract documents. Any engineer or team responsible for compiling the contract documentation (whether from CDC or external) should ensure that they have copies of, and are familiar with this compilation document, the Guideline Document for the Engineer and Engineer’s SHE Agent as well as all the other documents making up the CEMP (See Appendix A for list of documents available electronically from CDC). 1.1. Appointment of the Engineer’s SHE Agent The Engineer or team overseeing the design and compilation of the contract documentation must appoint the “Engineer’s SHE Agent” who’s roles are detailed in the Guideline Document for the Engineer and Engineer’s SHE Agent. This appointment must be verified by the CDC SHEQ unit beforehand to afford the CDC an opportunity to verify competency of the individual. This must be done as soon as the Engineer or team is appointed to work on any project in the IDZ as the Engineer’s SHE Agent should be an integral part of the team doing the design and contract documentation for any such projects. 2. COMPOSITION OF THE CEMP IN TENDER AND CONTRACT DOCUMENTATION The Construction Environmental Management Plan (CEMP) consists of four main parts, namely: Part 1. a. The “STANDARD ENVIRONMENTAL SPECIFICATION (SES) is a Standard Specification prepared by the CDC for use in the Project Construction Contract CDC-OP-FOM-080-12 i Rev 2013/01/16 Coega Development Corporation Operations Document. Coega IDZ and Port Zone Development and Operations This Specification sets environmental objectives and targets with which the Contractor shall comply. The SES should not require modification. Approval from the CDC SHE Business Unit is required to modify the SES. Part 1. b. The “STANDARD VEGETATION SPECIFICATIONS” (SVS) is a Specification in the Project Construction Contract Document. This Specification specifies the generic vegetation requirements for construction projects in the Coega IDZ with which the Contractor shall comply. If the SVS is required, it should not be modified. Approval from the CDC SHE Business Unit is required to modify the SVS. Part 2. a. The “PROJECT ENVIRONMENTAL SPECIFICATION" (PES) is also part of the CEMP and is included in the Contract Document. Variations and additions to the Standard Specification are set out in this Project Specification. If a PES is required, this must be compiled (see Section 4). Part 2. b. The “PROJECT VEGETATION SPECIFICATIONS” (PVS) is also part of the CEMP and is included in the Contract Document. Variations and additions to the Vegetation Specifications are set out in this Vegetation Project Specification. If a PVS is required; this must be compiled (see Section 5) 3. INCORPORATION OF ENVIRONMENTAL SPECIFICATIONS INTO TENDER AND CONTRACT DOCUMENTATION 3.1 Standard Form of Contract It is assumed that the general conditions of contract will be FIDIC. 3.2 Standard Specifications All contracts in the Coega CDC must have the SES as part of the Contract Document. Any contracts that are in areas that could have indigenous vegetation on them must have a SVS. Both of these specifications are to be inserted unaltered into the Contract Documentation apart from the changes indicated below. Relevant electronic image of the drawing can be found with GIS drawing register. 3.3 Appendix to the Tender The following clause is to be added to the Appendix to Tender together with the Pro Forma. 3.4 Guideline Document for the Contractor The “Guideline Document for the Contractor” is to be included as an Appendix to the Contract Document and where this Guideline Document is referenced it is to be stated that this is to help the Contractor understand the Environmental Specifications. As such the guideline is only a summary of the provisions of the Environmental Management Specifications and is thus incomplete. All companies that are proposing to tender are to be informed in writing that the Contractor will be required to sign the declaration at the end of the Guidelines and submit this to the Engineer as part of his tender. If it is not submitted, the tender must be taken to be incomplete. 3.5 Schedules Please ensure that all appropriate items relating to the CEMP are included in the Schedule of Quantities/ Bill of Quantities, particularly an item for the management of the environmental specifications. 4. PROCEDURE FOR THE DEVELOPMENT OF PROJECT SPECIFICATIONS Both the SES and the SVS may require a project specification to ensure all environmental issues relevant to a particular project are covered. As the PES will be required more often we describe it first followed by items specific to the PVS. Apart from the specifics shown for the PVS, all aspects for identification and compilation of the PES are the same for the PVS. 4.1 Identifying the need for a PES The team compiling the Contract Documentation must determine whether a PES is required or not. For this reason it is critical that the Engineers SHE Agent is part of the team developing the documentation. CDC-OP-FOM-080-12 3/5 Rev 1 2013/01/16 Coega Development Corporation Operations Coega IDZ and Port Zone Development and Operations The team compiling the Contract Documentation must scrutinise all conditions of project approval in detail. They need to check if all of these conditions have been covered in the SES. If not, a PES must be compiled to ensure compliance. In addition the team must use the current revision of the COEGA IDZ Open Space Plan to check if the project is located partially within or adjacent to Environmentally Sensitive Areas. If so a PES must be compiled for the project to prevent any unnecessary impacts to these areas. If no additional issues, over and above those covered in the SES are found after the above checks, then there is no need to develop a PES. 4.2 Compiling the PES A library of Project Environmental Specifications (approved Environmental Method Statements) has been developed that cover a range of potential issues that may need to be covered in the PES, depending on the nature of the site and the anticipated construction activities. 5. ADDITIONAL INFORMATION FOR THE COMPILATION OF THE PROJECT VEGETATION SPECIFICATIONS (PVS) 5.1 Search and Rescue - translocation of rare and endangered species (Clause PVS 5.2.1) The red listed species as identified by CES has been provided to the search and rescue service providers. The red listed species will be relocated to the CDC Nursery in zone 9. The common species to be rescued and translocate to satisfied tenant needs and or used for area that require landscaped within the IDZ. Search and rescue vegetation required for use outside the IDZ requires CDC authorisation (FM). Names of service providers could be obtained from the SHEQ Unit. 5.2 Rehabilitation and planting for stabilisation The project environmental specific method statements must contain the rehabilitation and planting for stabilisation of the environmental.
