NON-UTILITY PROGRAMS
The Minnesota Technical Assistance Program (MnTAP) offers site visits and places full-time interns to
assist with pollution prevention and energy efficiency assistance to business.
Department of Energy Better Buildings Better Plants program: Leading manufacturers and industrialscale energy-using organizations demonstrate their commitment to improving energy performance by
signing a voluntary pledge to reduce their energy intensity by 25% over a ten year period. The program
consists of approximately 150 industrial companies, representing about 2,300 facilities and close to 11%
of the total U.S. manufacturing energy footprint as well as several water and wastewater treatment
organizations. Better Plants Partners benefit from DOE technical support and are able to implement costeffective energy efficiency improvements that save energy and improve competitiveness.
Environmental Protection Agency ENERGY STAR for Industry is a partnership program that encourages
the use of energy management to measure energy performance, set goals and track energy savings. The
program focuses on energy efficiency individual manufacturing sectors and supports companies’
development of robust energy programs. The program provides guidance, tools, and recognition.
Trillion BTU program is a $100 million revolving fund for EE and RE projects administered by St. Paul Port
Authority. 100% financing available to businesses in the Xcel Energy service area. Money saving
opportunities are identified by energy audits and engineering studies (Xcel Energy co-funding and CEE
technical assistance available). Customer chooses the project and contractors, Xcel Energy provides the
rebate, SPPA provides the financing. Contact: PETE KLEIN, Vice President for Finance Saint Paul Port
Authority (651) 204-6211.
The Energy Smart Program of the Minnesota Chamber of Commerce helps Minnesota businesses find
ways to save energy and connect to financial incentives. The program is funded through state-approved
utility conservation programs. All services are at no cost. The Business Environmental Sustainability
Program (BESFP) is a grant program. BESFP grant program participants will work closely with Energy staff
to identify projects than may qualify for a grant. The BESFP program grant will finance one third of the
total project cost up to $4,000 for each pre-qualified energy efficiency projects. The grantee is responsible
for the remaining two thirds of the project. Eligible projects include energy efficiency projects that receive
a prescriptive or pre-approved custom energy utility rebate from either Xcel Energy or Connexus Energy in
Minnesota.
