Protected Area WFD reporting (Reporting spatial data on receiving areas under the UWWTD) Petra Ronen ETC ICM 1 Event/ date: Meeting on SIIF and reporting, 9.11.2015 Author: Petra Ronen Structure of the presentation • Reporting spatial data in 2013 UWWTD data request • What is new for the 2015 UWWTD data request • Data model for reporting sensitive areas • Data submission • Data QAQC 2 Event/ date: Meeting on SIIF and reporting, 9.11.2015 Author: Petra Ronen Reporting spatial data in 2013 UWWTD data request • MS submitted spatial data as shapefiles compiled in line with the template prepares for the UWWTD reporting • Separate shapefiles were submitted for sensitive rivers, lakes, TW, coastal waters, coastlines, catchments • Data submission was made only in case of delineation/designation update 3 Event/ date: Meeting on SIIF and reporting, 9.11.2015 Author: Petra Ronen What is new for the 2015 UWWTD data request (1) • Data model (schemas, templates) for WFD Protected areas will be used (based on INSPIRE Area management/restriction/regulation zones and reporting units guidelines) • Catchments and LSA ( not Protected areas under WFD) will be reported as UWWTDAreaofMAnagement • Data submission format: The spatial datasets must be reported using GML files. If strictly necessary, Data Providers can upload shapefiles structured according to the predefined templates: the shapefiles can be converted to GML using the conversion tools available in Central Data Repository help. 4 Event/ date: Meeting on SIIF and reporting, 9.11.2015 Author: Petra Ronen What is new for the 2015 UWWTD data request (2) 5 • Sensitive areas datasets will be reported either as: – UWWTDSensitiveArea (including sensitive lakes, TW and coastal waters) – UWWTDSensitiveAreaLine (containing sensitive rivers, coastlines) • Catchments of sensitive areas will be reported as UWWTDSensitiveAreaCatchment • Less sensitive Areas will be reported as UWWTDLessSensitiveArea • i.e. spatial data on receiving areas can be submitted in max four data files • No „incremental" reporting of spatial data The datasets need to be complete (i.e. all the SAs, not only the ones designated/updated since the last reporting). Event/ date: Meeting on SIIF and reporting, 9.11.2015 Author: Petra Ronen Data model for reporting sensitive areas (1) • Data model for SA (as part of WFD protected areas) was derived from the Data Specification on Area management/restriction/regulation zones (AM) and reporting units – Draft Technical Guidelines • The Area Management, Restriction and Regulation Zones Application Schema contains the core model for defining zones established in accordance with specific legislative requirements to manage, restrict or regulate activities to protect the environment. • The ManagementRestrictionOrRegulationZone spatial object type contains a core set of properties that are common to all types of zone: – – – 6 Zone specific properties (geometry, designation date, related zone, legal basis, competent authority) Classification and selection properties (zone type, specialized zone type, env.domain) Identification and maintenance properties (inspireID, ThematicID, name, object LifeSpan) Event/ date: Meeting on SIIF and reporting, 9.11.2015 Author: Petra Ronen Data model for reporting sensitive areas (2) 7 Event/ date: Freshwater Eionet Workshop, 18-19.6.2015 Author: Data submission (1) • The following Guidance documents pertain to data compilation and submission in CDR: – GIS guidance (version 6.0.2 of 28 October 2015) – Short GIS guidance for reporting under the Urban Waste Water Treatment Directive – How to use Reportnet for reporting under the Urban Waste Water treatment Directive (91/271/EEC) • Available (end of November) at http://cdr.eionet.europa.eu/help/UWWTD under „Dataflow specific instructions“ 8 Event/ date: Meeting on SIIF and reporting, 9.11.2015 Author: Petra Ronen Data submission (2) • Spatial data (format gml preferably) will be submitted together with the tabular datasets on Art 15 in the CDR • The location of the data collection folders will be specified in the „How to use Reportnet for reporting under the Urban Waste Water treatment Directive (91/271/EEC)“ 9 Event/ date: Meeting on SIIF and reporting, 9.11.2015 Author: Petra Ronen Data QAQC • Similar QAQC checks as applied in preceding data requests – coordinate reference system – Spatial datasets are reported in a proper format (gml, shapefiles) – Coding of receiving areas in spatial datasets is consistent with coding in tabular dataset – Names of receiving areas in shape files are consistent with names reported in tabular dataset – Spatial datasets are reported as correct geometry types – Spatial dataset complies with topological rules • NEW: data file complies with the gml application schema 10 Event/ date: Meeting on SIIF and reporting, 9.11.2015 Author: Petra Ronen
