1 About Kalkarindji and Daguragu
Kalkarindji (formerly Wave Hill, also spelt
Kalkaringi) is a small township in Northern
Territory, located on the Buntine Highway
approximately 460km southwest of Katherine.
Daguragu is located approximately 8km
northwest of Kalkarindji, adjacent to Wattie
Creek.
Kalkarindji and the nearby settlement of Daguragu are the
population centres of the land formerly held under the
Wave Hill Cattle Station. In 1966, the Indigenous station
workers, led by Vincent Lingiari, staged a walk-off in
protest against oppressive labour practices. Following
this, much of the land was returned to the Gurindji people
by the station owners and the Australian Government in
1975.
Daguragu is famous for helping to pave the way for
Indigenous land rights in Australia. Kalkarindji and
Daguragu are on the traditional homelands of the Gurindji
people, and these communities are linked to the Malgnin,
Mudpurra, Bilinara, Ngarinman and Warlpiri peoples.
The community currently supports a number of successful business enterprises, including a meat
works, store and caravan park. The community is well-serviced in relation to government services
and infrastructure, including access to health, education, and utilities. Permits are not required to
visit.
1.1
Population
At the 2011 census, Kalkarindji and Daguragu had a combined population of 544 of which
approximately 350 people lived in Kalkarindji and approximately 190 lived in Daguragu Community.
The current estimation sits around 622. The median age is estimated to be 26 years.

A solar power station has been installed in Kalkarindji. During emergencies such as cyclones,
floods and other natural disasters, communication systems are often unavailable. To enable
communication to be maintained with remote communities during these emergency events Power
and Water have instigated the re-establishment of High Frequency radio systems.

Access
1.4.1
Air
No commercial flights operate to Kalkarindji however charter flights can be arranged and a sealed
landing strip is located within a few kilometres of the community. The airport is located
approximately 3km from Kalkarindji and 5km from Daguragu along the Daguragu Road.
1.4.2
Road
Located on the Buntine Highway approximately 460km southwest of Katherine, it takes
approximately five to six hours depending on road and weather conditions to reach Kalkarindji.
Daguragu is located approximately 8km northwest of Kalkarindji, adjacent to Wattie Creek. Travel
from Katherine along the Victoria Highway for approximately 130km and take a left turn at the
Buntine Hwy. Travel for 290km through to Top Springs and then Kalkarindji (170kms). Please take
care whilst travelling the Buntine Highway as you may meet road trains from the cattle stations,
and cattle and wildlife are frequently on the road. Get completely off the road if you see a road train
coming towards you on the single lane highway.

Bus Service – Bodhi Bus
Founded in 2009, Bodhi Bus specialises in providing remote area passenger bus services,
currently accommodating and connecting over 60 remote Australian communities throughout the
Top End of the Northern Territory and beyond.
With regular services to communities and other locations such as Numbulwar, Ngukurr, Minyerri,
Borroloola, Lajamanu, Kalkarindji, Timber Creek, Kununurra, Wyndham, Elliott, Tennant Creek,
Bulman, Gapuwiyak and Darwin as well as remote outstations at passengers requests.

Bodhi Bus provides transport to individual travellers, territory health patients and corporate
clients to and from Katherine with most connecting services the following day. For charter enquiries
contact the operations team.
Bodhi Bus operates services to communities bi-weekly and to Darwin four times a week for your
convenience.
Service departs Katherine BP Carpark heading to Kalkarindji via Top Springs at 8:00am every
Tuesday and Saturday arriving in Kalkarindji at approximately 2:30pm.
Service returns to Katherine departing Kalkarindji shop at 9:30am every Wednesday and Sunday
arriving in Katherine at approximately 4:00pm.

Local Government
As part of the Local Government reforms in the Northern Territory, the Victoria Daly Regional
Council came into existence on 1st July 2014 through the de-amalgamation of the Victoria Daly
Shire Council into the Victoria Daly Regional Council and West Daly Regional Council.
The Victoria Daly Regional Council now encompasses a geographical area of 153,000km2, which
comprises of five indigenous communities and surrounding outstations; Kalkarindji/Daguragu,
Nauiyu/Daly River, Pine Creek, Timber Creek and Yarralin. Latest data indicates total population
estimates are approximately 4,500. Victoria Daly Regional Council encourages community
members to nominate for their Local Authority in order to have a say about issues relevant to their
Local Authority areas.
The Guidelines concerning how Local Authorities function are set by the Northern Territory
Government via the Local Government Act and Guideline 8 and these and other relevant Local

Land tenure
The Wave Hill walk-off had paved the way for the NT Land Rights Act which became law in 1975.
In the same year the Gurindji people bought the pastoral lease. After the Northern Territory
Government threatened to resume the lease, the Gurindji lodged a land rights claim. In 1986 they
gained freehold title to the waterhole on Wattie Creek Daguragu.
May 2014 saw the Federal Court make determination of Native Title over the Township of
Kalkarindji in favour of Traditional Owners. Gurindji Aboriginal Corporation is the Prescribed Body
Corporate. In partnership with the Northern Territory Government new housing and commercial
blocks have been created to reduce overcrowding and support economic growth through the
Kalkarindji Land Subdivision.
1.6.1
Kalkarindji
Kalkarindji consists of a mix of freehold and leasehold land and is not under the Aboriginal Land
Rights Act (Northern Territory). There are three types of land tenure in Kalkarindji:




Vacant Crown land
Government land set aside for “Territory Housing” but no title issued; or (Crowned)
Freehold title owned by the Victoria Daly Regional Council.
Daguragu
Daguragu is Aboriginal Freehold Land (Commonwealth Title held by Aboriginal Land Trust). The
Traditional Owners have not yet agreed to a long term lease for remote community housing. The
Australia Government formally withdrew its 40 year housing proposal on 13 November 2014.
Northern Territory Government infrastructure leases are currently in place within Daguragu.
1.7
Planning a community visit
The Northern Territory’s remote communities are so diverse that it’s crucial to learn about them
and get prepared before you visit. They range in size from large towns to very small outstations.
Road conditions vary from sealed highways to rough bush tracks. Resources for visitors are limited
so make sure you are organised and take what you need with you.
There are regional differences in language, culture, social structures, politics, authority of land
owners and clan elders. Understanding and respect for these different ways is critical to successful
work in these contexts. The NTG have put together a number of resources to help you plan a

Kalkarindji Store and Caravan Park
Kalkarindji Store is Gurindji Aboriginal Corporations key enterprise. Arnhem Land Progress
Association (ALPA) are contracted to manage the enterprise and deliver local employment and
training outcomes.
Adjacent to the Store is the Caravan Park which has powered, non-powered sites, shower and
toilet facilities. There are also two self-contained cabins. Please ensure you contact Kalkarindji

4 Arts and culture
4.1
Karungkarni Arts and Culture
Established in 2011, Karungkarni Art Centre is located in the old powerhouse building at the
entrance to Kalkarindji, Buntine Highway. The name Karungkarni refers to the Child Dreaming
place for Gurindji people, a sacred site imbued with procreative powers. The powerful name
Karungkarni alludes to the strong desire of the Gurindji people to pass on their artistic, cultural and
historical knowledge to their children. In doing so the art centre supports the production and sale of
artwork by the local artists, and preserves language through its language centre, Gurindji Jarrakap.
Karungkarni is also home to a collection of heritage memorabilia, historical photographs and
archival films, which portray the history and culture of the Gurindji people. In particular, there is
information about the iconic political stand against oppression and for Aboriginal land rights for
which the Gurindji people are renowned: the 1966 Wave Hill Walk Off.

Artworks from Karungkarni exhibit a uniquely fine dot style of painting with rich colour. The
paintings typically are based on the traditional designs of the region and include themes related to
resources such as bush food and bush medicine as well as Dreaming stories, which have been
passed down to the artists from their ancestors. The senior artists also make a highly prized range
of hand carved wooden artefacts including coolamons, boomerang and nullanulla.
Opening hours are 9am to 4pm from Monday to Friday. A permit is not required to visit the art
centre in Kalkarindji however visitors are advised to phone prior to visiting, as the centre may be
closed for cultural reasons or when artists are attending events elsewhere.

Art Centre Manager – Penny Smith
Gurindji Freedom Day Festival and Wave Hill Walk Off Track
Gurindji deliver the annual Freedom Day Festival, commemorating the events of the 1966 Wave
Hill Walk Off and birth of Aboriginal Land Rights. 2016 saw the major 50th Anniversary Festival.
Freedom Day takes place in August each year to celebrate this iconic Gurindji story through arts
and culture, music, tours and sports.
The National Heritage Listed Wave Hill Walk-Off Track was launched under the national spotlight
of the 50th Anniversary Freedom Day Festival, August 2016. Visitors can learn about the iconic
events and walk in the very footsteps of the courageous and visionary men and women who took a
stand against slave conditions and changed Australia forever. The track is approximately 16kms
long, beginning at Jinparrak (old Wave Hill Station) and ending at the gravesite of leader Vincent
Lingiari at Kalkarindji Cemetery. Guided tours are available.

Kalkarindji and Daguragu Community’s municipal services are provided by Victoria Daly Regional
Council. They provide the entire community’s core services as well as other services such as the
Crèche, the local Club, Centrelink services and the Community Development program amongst
others. All services provided by Council are delivered in consultation with the communities,
residents and businesses to give the best possible outcomes for all. Services provided in
Kalkarindji and Daguragu include the Aged Care, Sport and Recreation, Community Night Patrol,
Remote School Attendance Initiative, and Community Broadcasting, Indigenous Women’s
Program, mail services and Centrelink.
Council’s focus is on developing a real outcome of sustainable employment from within the
community for the future, as well as caring for its most vulnerable members; the aged and the
young. Council core functions, programs and community services are supported and funded by
Local, Territory and Federal Government.
The Council, each year, prepares a Regional Plan that contains the matters set out in Section 22 of
the Local Government Act. These include the strategic direction of Council, what services it intends
to deliver and how; a financial plan for the current year and subsequent years, rates and charges,
and key performance measures for judging performance.

Kalkarindji Police Station is located on the right side of the community after crossing the Victoria
River Bridge coming from Katherine. The Kalkarindji Police, Fire and Emergency Services

Aboriginal Interpreter Services
Aboriginal Interpreter Services provides government and non-government agencies a 24 hour,
seven day a week interpreting service in most Indigenous languages and dialects spoken in the
Northern Territory. The Service employs more than 60 interpreters who are accredited at the
professional level. To book follow these steps:

6.7 Community Transport Services
Gurindji Aboriginal Corporation operate a small fleet of vehicles supporting community members
getting to work and also transport of renal patients for treatment at nearby Lajamanu in partnership
with Western Desert Dialysis. A limited number of vehicles are available for hire to visiting service
providers. Please refer to 7.1 for contact details.

Gurindji Aboriginal Corporation community owned, not for profit organisation, and the Prescribed
Body Corporate for Kalkarindji Township representing Traditional Owners. They deliver a range of

In 2015 VDRC partnered with Industries Services Training Pty Ltd (IS Australia) to provide CDP
services. Basic services include integrated case management and support for job seekers to find

Gurindji Aboriginal Corporation operate a small fleet of vehicles supporting community members
getting to work and also transport of renal patients for treatment at nearby Lajamanu in partnership
