LuxembourgBy a Declaration deposited with the SecretaryGeneral of the Council of Europe on April 24, 1961,
the Government of the Grand Duchy of Luxembourg
recognised for a period of five years as from April 28,
1961, as compulsory ipso jute and without special
agreement, for all other Contracting Parties accepting
the same obligation , the jurisdiction of the European
Court of Human Rights in all matters concerning the
interpretation and application of the Convention,
together with its Protocol signed in Paris on March 20,
1952 (" Treaty Series No. 46 (1954)
Cmd. 9221).
By a further Declaration deposited on the same date
the Government of the Grand Duchy of Luxembourg
recognised for a period of five years as from April 28,
1961, the competence of the European Commission
of Human Rights to receive the petitions referred to in
Article 25 of the Convention addressed to the SecretaryGeneral of the Council of Europe from any person,
non-governmental organisation or group of individuals
claiming to be a victim of a violation of the rights set
forth in the Convention, together with its Protocol,
signed in Paris on March 20, 1952 (" Treaty Series
No. 46 ( 1954) ", Cmd. 9221).

• (Translation of Declaration)The Federal Republic of Germany recognises the
jurisdiction of the International Court of Justice ipso
facto and without special agreement in respect of all
disputes which may arise between itself and any of the
parties to the European Convention for the Peaceful
Settlement of Disputes, as provided for by the terms
of that Convention. This declaration is made,
however, subject to the condition of reciprocity.
This recognition of the jurisdiction of the International Court of Justice is effected in accordance
with the Charter of the United Nations and according
to the terms and subject to the conditions of the Statute
and Rules of the Court.
The Federal Republic of Germany undertakes to
comply in good faith the decisions of the Court and to
accept all the obligations of a member of the United
Nations under Article 94 of the Charter.

. the Government of Portugal . . . has decided
to withdraw the reservations to Article 3, common to
the four Conventions, Article 13 of Convention I and
Articles 4 and 60 of Convention III made at the time
of signature.
On the other hand, the Portuguese Government
only accepts Article 10 of Conventions 1, 11 and III
and Article I1 of Convention IV with the reservation
that requests by the Detaining Power to a neutral
State or to a humanitarian organisation to undertake
the functions normally performed by Protecting
Powers are made with the consent or agreement of the
government of the country of which the persons to be
protected are nationals (countries of origin).
NOTEBy a letter dated February 20, 1961, the Government
of the Congo Republic (capital, Leopoldville) confirmed to the Swiss Government the participation of
that country in the four Geneva Conventions for the
Protection of Victims of War of August 12, 1949, the
Conventions having previously been ratified by
Belgium and thus applied to the former Belgian
Congo. The Government of the Congo Republic
have pointed out that the Congo Republic became a
party to the Conventions on the 30th of June, 1960,
the date on which it became an independent State.

General of the United Nations on April 20, 1961, the
Government of Sweden declared that they had decided
to withdraw as from July I, 1961, the reservation to
Article 14 made on ratification of the Convention.
The text of that reservation is as follows:

Government of Roumania stated that the distinctive
letter R has been selected for Roumania as the
distinguishing sign of the place of registration of
vehicles in international traffic , in accordance with
paragraph 3 of Annex 4 of the Convention.

made on the extension of the Convention to Hong
Kong (published in "Treaty Series No: 23 (1961) ",

• " (1) Denmark shall retain the right to extend to
Greenland at any time before 1st July, 1970 , Danish
customs duties and quantitative restrictions provided
that such duties and quantitative restrictions shall be
reduced and eliminated progressively in accordance
with Articles 3, 10 and 11 of the Convention.
(2) Denmark shall retain , in the light of the limited
scope and exceptional nature of economic activity in
Greenland, the right to maintain the Greenland
Equalisation Food for the purpose of stabilising the
income of Greenland producers.
(3) Denmark shall retain, in the light of the limited
scope and exceptional nature of economic activity in
Greenland and the special social and demographic
conditions prevailing there, the right to continue, as
long as these special conditions exist, to make the
establishment and operation of economic enterprises
in Greenland conditional upon Danish nationality
and permanent residence in Greenland."
