SPECIAL PROVISION
SPECIAL INVOICE AND BILLING INSTRUCTIONS
Upon the completion of each assigned cycle or work item, the Vendor will submit to the
county office (Montgomery or Bucks) a Billing Summary Report with along with a
Confirmation of Service Form (Form OS-501) and properly completed Form M-609
documentation. After review and verification of all work indicated on the summary, a
county representative will notify the vendor of any corrections needed for the approval
of the summary. After all corrections have been approved, the vendor will send the
official invoice only to the Comptroller’s Office (the address is indicated on the front
face of the Purchase Order).
The Vendor must follow the Purchase Order on the official Invoice, especially in regards
to the items indicated by Fiscal Year (i.e. Item 1 FY XX, Item 2 FY XX ….).
The Confirmation of Service Form (OS-501) and Roadside Activity Report Form (M-609)
will be provided to the successful bidder.
LIQUIDATED DAMAGES
Liquidated damages may be assessed as specified in the IFB in the section titled
“Liquidated Damages”. Liquidated damages may be assessed for contractor
performance issues, and will be assessed (per item) at two hundred fifty ($250.00)
dollars per day or occurrence, until issue(s) are resolved.
Incidents for which liquidated damages may be assessed are:
- Non-continuous mowing
- Failure to remove trash
- Mowing over trash
- Mowing of desirable plants or grasses
- Removal of desirable plants or grasses from planted beds
- Mowing in the opposite direction of traffic
- Improper traffic control (Not in accordance with Pub 213)

SPECIAL REQUIREMENTS
The following requirements must be followed when performing work.

Any Department property which is damaged by the contractor due any
operation will be replaced or repaired at no additional cost to the Department.

If the Contractor comes into contact with a dead animal (deer, etc.), notify the
District Roadside Unit for its removal.

Provide an adequate amount of equipment to properly meet the demands of
the contract.

Do not perform any operation within active construction zones or beautification
areas, unless directed. Contact the District Roadside Specialist at 610-205-6987
so these zones or areas can be properly delineated prior to the start of work.
TRAFFIC CONTROL REQUIREMENTS
Conduct maintenance and protection of traffic in accordance with Publication 213 dated
March or the most recent edition. Should the length of operations become excessive
or if interruptions of traffic become too frequent, cease all operations in the area until
necessary remedial action has been taken as directed by the Engineer. For all
operations on Interstates and Expressways, perform no work impacting traffic between
the hours of 6 a.m. and 9 a.m. and 3 p.m. and 6 p.m. If for any reason lanes need to be
closed or if there is a major encroachment, the traffic control shall be in accordance
with the appropriate Figures from Publication 213 and may require flag person.
All maintenance and protection of traffic will be incidental to the cost of the contract
and no additional payment will be made.
Furnish trained flaggers to control traffic adjacent to and within the construction areas
according to Pub 408 sec. 901.3(y).
EQUIPMENT INSPECTION REQUIRMENTS
Subject to the award of this work the Successful Bidder will be required to prepare and
have inspected the equipment that will be used to perform the work. The contractor,
when notified by PENNDOT, has within five (5) business days to make arrangements
with the Roadside Supervisor to perform an equipment inspection.

PENNDOT’ S STRATEGIC ENVIRONMENTAL MANAGEMENT PROGRAM (SEMP)
REQUIREMENTS
Before the start of any work, the contractor must comply with PENNDOT’ S STRATEGIC
ENVIRONMENTAL MANAGEMENT PROGRAM (SEMP) REQUIREMENTS
The requirements of this program can be found on the PENNDOT’s website at
www.dot.state.pa.
Go to PENNDOT Organizations/ click on Engineering Districts and County Maintenance
Office/click on “6”/click on Roadwork/ click on Maintenance/ click on SEMP.
The contractor is required to submit SEMP Certification and Contractor Roster to the
Department prior to starting work.

DESCRIPTION – This work is the mowing of the designated areas of the 202 Parkway in
Bucks County and Montgomery County as noted in Attachment “A’s”, and a five foot
wide pass around all planting beds that are located on side slopes of berms. Mow lines
were established and maintained during the Construction phase of the project, this
work is to maintain them. All mowing will be done in the direction of traffic. The
removal of trash and debris three (3) inches and greater in size shall take place either
before or concurrently with the mowing operations. Trash pick-up is included in the
item. Work must start in both counties at the same time.
EQUIPMENT – Mowers: Rotary Type. Provide the necessary personnel and equipment to
perform trash pick-up and the mowing within the time limits for the specified mowing
cycles. Provide all lubricants, fuel, and other items needed for the satisfactory
performance of all equipment. For this contract provide:

The above equipment is required for both the Bucks and Montgomery line items
Ensure vehicles used for mowing have the following equipment installed and that the
vehicles and equipment are in operable condition:
a) One revolving (or flashing) amber light, 6” diameter x 6” height
b) One whip mounted orange marker flag, extending a minimum of 3’ above the
tractor.
PERSONNEL- One four (4) person crew
One person of the crew designated as foreperson
The above personnel are required for both the Bucks and Montgomery line items

CONSTRUCTION –
Prior to (or concurrently with) mowing, remove all trash and debris three (3) inches and
larger. This is work is considered incidental and is included in the cost for this item.
Mowing over and dispersing trash is not acceptable, and Liquidated Damages will be
assessed if apparent.
Cut the grass along the roads in a prearranged order as noted in Attachment “B”. For
any change to this prearranged order, submit for approval to the county representative.
Cut the grass down to a height of three (3) inches or as directed. Neatly trim all areas
under guiderail, around signs or other structures using a gasoline powered string
trimmer. This is included in the cost for this item.
Once mowing cycle is initiated, work shall not stop (weather permitting). Intermittent
mowing during a cycle is not acceptable. Continuous work is defined as a mowing cycle
that starts where equipment is present each work day until all mowing is completed for
that cycle. If the contractor is having difficulty in completing the mowing cycle due to
adverse weather conditions or equipment malfunction, the county representative must
be contacted.
Do not mow the following areas:
a. Areas behind designated mow lines
b. Areas within plant beds.
The Department reserves the right to increase or decrease mowing areas and square
acres mowed in each cycle.
Repair or replace items damaged as a result of mowing operations as directed at no
additional cost to the Department. Exercise every precaution to see that existing plants
are not injured or damaged by mowing operations. Where injury or damage occurs,
repair or replace the plants as directed at no additional charge to the Department. Do
not drop clippings on any paved surfaces.
Mow the entire area as shown in Attachments “A.1” & “A.2” from the Montgomery
County line to Route 611.

For each mowing cycle, commence each cycle within five (5) business days from the day
the Notice to Start is given. The dates will vary in accordance with weather and other
conditions. Work continuously and complete each cycle of work within five (5)
consecutive business days. Email both county and district representatives when each
mowing cycle is commenced and finished.
During times of inclement weather, the county representative may notify the contractor
to cease operations until it has been deemed safe to resume. Failure to comply may
result in the assessment of liquidated damages.
Exercise every precaution to see that no existing plants are injured or delineator posts
damaged by the operations. Where injury or damage occurs due to this operation,
repair or replace items as directed at the Contractor’s expense after each mowing cycle.
Grass Clippings are to be distributed evenly. Bulky piles of grass clipping debris will be
the responsibility of the mowing Contractor to remove or disburse.
