NAP alignment workshop for the Pacific 27-28 March 2015 Bonn, Germany The NAP and it targets in light of the evolving SDG process United Nations Convention to Combat Desertification Subject Outline Outline • Background: the sustainable development global agenda and the UNCCD process • A possible approach • Elements for a NAP plan vis-à-vis the SDGs countries • Piloting the process: the LDN Project Background: the global agenda Subject(1) Background • Rio+20 (2012): the outcome document (the future we want) and the concept of a land degradation neutral world; • UN General Assembly (2014): the Open Working Group (OWG) on Sustainable Development Goals and the post-2015 agenda; Goal 15 (Halt and reverse land degradation); Target 15.3 (Achieve a land degradation neutral world); • UNFCCC (2015): the Lima call for climate action and the new climate regime; the intended national determined contribution (INDC) Background: the UNCCD process Subject(2) Background • ACPs to take a number of actions in order to increase the effectiveness of national policy and planning instruments; • The intergovernmental working group (IWG) on land degradation neutrality; • ACPs to establish voluntary national targets using the UNCCD monitoring and assessment framework, in order to measure progress in achieving the priorities established in their NAPs; • CRIC 13 to discuss a plan for the NAP alignment process visà-vis the overall SLM goals. Subject Approach Approach 1. Compiling progress indicators adopted by COP 11 or validating data from accredited global data sources 2. Review of progress in the formulation and implementation of NAPs to see to which extend LDN can be achieved and by when 3. Set LDN voluntary national targets making use of the existing framework to measure progress in implementing NAP priorities 4. Report to the COP on achievement of national targets A plan for the NAP PlanSubject Piloting the process: the LDN project Subject LDN Project • Objective: participating countries translate the land degradation neutrality goal into national voluntary targets, making use of the implementation framework and the monitoring and assessment mechanisms established within the UNCCD process. • Long-term aim: to contribute to reaching an agreement among Parties by 2017 (COP 13) by which every country adopts its own national voluntary target to achieve land degradation neutrality, and reports to the COP on implementation of its national action programme and the progress made towards achieving such target.
