• At all levels first determine objectives that are
achievable within time and resources
• Don’t fight the white
• Submissions – role of public consultation?
• Establishing the boundaries
• Local government decision processes verses need for
decisive and quick actions. (eg SCP)
• Staff issues – extra work loads – unusual work- fear
of redundancy – morale – training – rising to the
challenge – something new.

• What Franklin needs to do:
– Handover assets/liaibilities/responsibilities to
Auckland/Waikato/Hauraki
– Close down Franklin District Council
– Establish Franklin ward local services according to
ATA direction.
– Assist Waikato and Hauraki (as resources allow) to
conduct business as normal in new areas wef 31

rate take for any particular area may not match
