Scope of the SC:
The scope of SC C1 is to study economic and system
analysis methods important for the development of
power systems and to assist utilities to find the best
solutions in various evolving, competitive and
unbundled conditions in the context of the overall
- energy supply system
and with
- social and environmental considerations.

Preferential Subject 1: "Development and
justification of transmission investment"
Although, at the onset of market liberalisation, there
were fears that planning would become restricted to the
short term, the reality is that long term planning persists
and, indeed, is more advanced and robust that ever.
Typically, long term planning involves not only the
TO/ SO but also regulators, national governments and
federal governments.
In recent years, much greater emphasis has been
placed on consulting with the public.

Preferential Subject 2: "Design strategies to make
power systems resilient to failure including tools to
enable effective planning”
Discussion centred on the use of new and existing
sources of reactive power in the context of a forecast
significant increase in the use of cables, particularly in
metropolitan areas.
 Spontaneous contributions surrounded the options for
contracting for reactive power in a high wind penetration
environment and/ or with extensive use of undergrounding.

Preferential Subject 3: “Adequacy and security in
generation and transmission in the context of the
future generation mix and location"
As wind penetration deepens, there is a clear need to
develop new methods to evaluate and report on reliability.
Furthermore, tradition indices such a LOLE are no longer
sufficient.

 Innovative techniques to speed up the implementation of
new links. Environmental contraints driving towards nonconventional solutions (see the experience of Nordel:
Southwest link)
 Coordinated planning at pool level (UCTE, NORDEL,
BALTSO) and now at continental level (launch of the
ENTSO-e)

WG C1.xx: Green field network design ignoring existing
constraints – Convenor: Hiroshi Suzuki (JP)
An ideal network design that optimally suits the challenges facing current
power system planners with out incorporating the historical limitations of
existing power systems. High efficiency, high reliability, low emission of
carbon, and high flexibility are addressed. Neglected constraints on
finance, compatibility, etc.
WG C1.xx: Transmission investment decision points and trees
– Convenor: Ronald Marais
1.
Establish if and how target network are used to identify future scenarios
and if decision points and decision trees for critical transmission expansion
are generated per scenario.
2.
Analyse how the decision trees and points are used to represent the
network development requirements with critical approval dates.
3.
Develop a general guideline on the various methods to determine decision
points and create decision trees from target networks.
