• Once a bid is submitted, the Expedite file
can be viewed by the contractor.
• The contractor is responsible for checking
that the bid file is free of errors, the correct
number of addendum(s) are incorporated
in the Expedite file and verifying
the correct version of Expedite prior to
submitting bid.
• The bid can be withdrawn by the contractor
prior to bid opening time via the Bid
Package screen.
PC REQUIREMENTS
• Microsoft Internet Explorer 8.0.
• 20 MB of free hard drive space for the IDM
Document Viewer.
INTERNET CONNECTION
• Access to a Computer (PC) that is connected
to the Internet.
• TCP/IP Protocol.
• Internet access to an Internet Service Provider
(ISP) via a dialup connection Cable modem,
DSL modem or network.
• To resubmit a bid, the previously submitted
file does not have to be withdrawn
first. A resubmission will overwrite the existing
file on record.
• Bids may be submitted beginning 27 hours
prior to the bid. For a standard Thursday
11:00 AM let, this would be Wednesday at
8:00 AM.
IV. Check Bid Results
1. Log on to the PennDOT ECMS homepage
at http://www.dot14.state.pa.us/ECMS.
2. Click on “Solicitation”, then
“Contractors”, then “Bid Results”. The Bid
Results Portal screen is displayed.
3. From the Bid Package Portal screen, click
on one of the one of the express searches
or perform an advanced search.
Be aware that all Commonwealth
Systems have a 30 minute time
out for inactivity

an ECMS login userid and password, with
the proper security level to submit bids, as
granted by their company’s ECMS
security administrator.

Download Expedite
I. Initial Setup
1. Log on to the PennDOT ECMS homepage at
http://www.dot14.state.pa.us/ECMS.
2. Click on “Solicitation”, then “Contractors”,
then “Bid Packages”. The Bid Package Portal
screen is displayed.
3. From the Bid Package Portal screen, click on
the “Expedite Bid Software” link under the
Downloads section.
4. A Window appears, asking to “Save” or
“Run” the program. Save the program to
a folder on your computer. If using more
than one version of Expedite, save in a
separate folder.
5. When installing, remember to run Expedite in
the same folder it was saved in.
6. Setup—Agency is PenDOT and Bidder is
Business Partner number.
7. Upon Opening Expedite, the BID Options
window should open (if not, access via Tools:
Options). The only information required is in
the Agency/ID tab. For Agency, enter
"PenDOT"; for Bidder ID, enter your business
partner number.

II. Download EBS File & Addendum(s)
1. From the Bid Package Portal screen click on
the “Bid Packages by Let Date (next 52
weeks)” to view published bid packages. The
Bid Packages Results screen is displayed.
2. Click on the date and time hyperlink under
the “Let Date” heading. The Bid Package
screen is displayed for the selected project.
3. Download the EBS bid file From the Bid
Package screen by clicking on the EBS file
icon under the “Items” heading.
4. When downloading, create a folder for bids.
Always save the file before opening. If the file
is opened before saving, Expedite will place a
(1) at the end of the file name. If this happens,
it will not be possible to submit the bid
or load addendums. DO NOT CHANGE THE
FILE NAME. The bid file is identified with
an .EBS file extension.
5. Download and save addendum(s) if
applicable. Addendums are identified with a
.001, .002, etc. file extension. These must be
incorporated into the EBS file. In Expedite,
select file, then load addendum. Save the file
after loading addendum(s)s to embed the
changes into the bid file.
6. If using multiple versions of Expedite, open
Expedite, verify the version, then open the
proposal. Opening the proposal directly by
allowing the file to associate itself with
Expedite may cause the file to be opened in
an incorrect version of Expedite.
Bid and Check the Bid
III. Submit
1. Once the EBS file is open in the correct version
of Expedite, Enter the unit prices.
2. Use the check mark in Expedite to check
the bid to make sure bid is complete.
3. Verify that the number of amendment(s) in
the Expedite file matches the number of
addendum(s) on the ECMS Bid Package.
4. Save the bid file. (Expedite can be closed
at this point).
5. To submit the bid, log onto ECMS and go to
the Bid Package screen.
6. Click on the “Submit Bid” button. The Bid
Maintenance screen is displayed.
7. From the Bid Maintenance screen, click on
the browse button to attach your bid file.
8. Once the file is attached, click on the
“Submit Bid” button again.
