GENERAL PURPOSE
To inspire the youth of Daviess Co. regardless of race, creed or color to practice the highest ideals of
sportsmanship and physical fitness. To bring our youth closer together through the means of a common
interest through fellowship and athletic competition. To encourage adults to behave in an adult like manner
when supervising the youth. To keep the welfare of the youth foremost and free from any adult compulsion
for power and glory. To instill in the youth of Daviess Co. morality and fellowship with their fellow teammates.
GENERAL RULES
TEE-BALL
Rule #1 All players who move up to the next higher age division and all new players MUST attend a
scheduled tryout. Three members from the ODC Cal Ripken board will be present. Any player who is not at
the tryouts will be considered a blind draft pick and will be placed on a team until the roster is full.
Rule #2 Once a player has been drafted or picked as a coach’s option that player MUST remain on that
team until the player moves up to a higher division. (MINOR/MAJOR) / An exception to this rule is a returning
player who signs up after the draft, will go back into the pool to be placed on the tram with the least # of
players. NOTE: Only the head coach has a pick as a coach option, there are no coach options for the assistant
coaches.
Rule #3 Team roster size may not exceed 12 players or fall less than 8 players for league play (except for
special consideration and permission by the ODC Cal Ripken board which my allow a maximum roster of 14
players). A team with less than 8 players shall forfeit that game. Team can play with 8 players. Ninth batter is
an out unless it is the third out. If additional players arrive, they will go to the bottom of the batting line up.
Rule #4 The order of the draft will be determined by the number of players returning to each team with the
team with the fewest returning players having the first pick. The team with the next fewest returning players
have the second pick, etc. In the case of a newly formed team, that team will be considered to have the lease
numbers of players and will receive the first draft pick.
Rule #5 Each team will receive one draft choice on the first and second rounds of the draft.
Commencing
with the third round, the team with the least number of returning players will draft players until the number
of its players become even with the number of players on the team with the next fewest returning players. If
there are more than two teams participating in the draft, these two teams will then alternate picks until both
become even with the number of players. Draft choices will alternate from team to team until each team
reaches maximum roster size.

EXAMPLE
 Team 1 has 12 returning players
 Team 2 has 8 returning players
 Team 2 gets 1st pick = 9 players
 Team 1 gets 1st pick = 13 players
 Team 2 gets 2nd pick = 10 players
 Team 1 gets 2nd pick = 14 players
At this time, team 2 gets the next 4 picks. Team 1 must wait to pick again until team 2 catches up with 12
players. The team will then alternate on a ratio of one to one until all players are chosen or roster size
reaches 12 players.
Rule #6 Siblings of players already on the team must be exercised by the third round of the draft. (Note) If
two or more siblings are in the draft together, they both must be taken at the same time. The other teams will
then catch up on the next round in the draft.
Newly Formed Teams
All players that played the previous season will remain on that team. Provided they sign up on one of the two
parks department advertised dates for registration, if that team is not at full roster.
Newly formed teams will be made up with the player in the draft.
Ages
Ages for ODC Cal Ripken Baseball are as follows:
 Tee-Ball 3 & 4 yr. old
 Peanut 5 & 6 yr. old
 Rookie 7 & 8 yr. old
 Minor 9 & 10 yr. old
 Major 11 & 12 yr. old
ALL ages as of May 1st of that year.
Games called due to Weather
Games called because of the weather will be played within 14 days of the date of the rained out game.
Rescheduling of the game will be done by the home team playground president at the time of the rainout
cancellation. (If the playground president is unavailable or weather is severe enough to not allow for
scheduling at that times, then the playground president or Head Coach will contact the visiting coach within
48 hours to reschedule the game.) The make-up game must be rescheduled at the time of the rain out or
within the following 48 hours. The playground president will provide two possible dates. If the rain make up is
rained out, then the next available open field date will be the next make up opportunity. If visiting team does

not agree with the time, a forfeit will be incurred. If the home team does not abide by this, they will forfeit
the game.
Forfeit
A forfeit will be decided by the ODC Cal Ripken Board and not the coaches. There will be NO forfeits in tball
Game Rain Out
If a game is called due to weather after 3 ½ complete innings and the home team is ahead by 1 or more runs
or the visiting team is ahead by 6 or more runs, then it will be considered a complete game. If the game is
called before the end of 3 ½ innings, the game must be rescheduled within 2 weeks from the day the game
rains out, (2 dates will be given as an option to reschedule). (Note) Games must resume from the point at
which the game ended due to the rain out (Innings, Outs, Runs and Batting Count), (If at batter cannot be
present for the make-up game, then the next batter in the line-up will assume the batter count.)
Resuming a Rained-out Game
Games must resume from the point at which the game ended due to the rain out (Innings, Outs, Runs and
Batting Count). Should a player that was on base or batting in the original game be absent from the make-up
game, then the batting order and players on base will move up a position (see example below). Any player
absent from original game, but present for the make-up game, enters in the bottom of the line-up.
If there was a substitute in the original game that has not played any innings, he/she must then play his/her
required two innings in the make-up game and cannot be taken out of the game until the mandatory play rule
is satisfied. Any player who has played a total of two innings in the original game and/or the make-up game
can be subbed at any time after satisfying the mandatory play rule.

Start of Inning
The third out of the bottom half of an inning is the start of the next inning.
Time Limit
ALL games will end on time limits, on back to back games when fall on School nights. NO EXCEPTIONS!
There will be a 1 hour time limit for all games unless the game is tied or delayed by bad weather. If there is a
tie the game will continue until one team advances higher score in then the other team at the end of the next
inning. Tee-ball Games may end in a TIE.
All Games over at 9:30 pm
All games will be called at 9:30 pm on school nights. The game will be considered as a Game Rain Out at that
time and game will fall under the game rain out rule. (Innings, Outs and Runs).
Official Game Time
The home team coach will be responsible for the official game time. The home plate umpire and the head
coach of the visiting team will agree to this. This times must be written on the official record and the official
book. (NOTE: Home team score book will be the official book and the official game record is located in the
concession stand).
Official Game Record
There will be NO official game record.
Conduct of Players and Coaches
All players, coaches, assistant coaches will conduct themselves in an appropriate manner; failure to do so the
first time will be ejection from the game. The second time will be removal from the team. Any coach ejected
from a game will be suspended from the next game played.
Missing Practice
If a player continuously misses practice for reasons other than school, church functions or family related
misfortunes, the coach of the player can ask the ODC Cal Ripken Board to wave the players play rule. This will
apply to discipline problems with the player.

Banning of Coaches and Spectators
Coaches or spectators thrown out of a ball game will face possible disciplinary action, up to and including
banning from West Daviess County Playgrounds for the rest of the season. This will be determined by the ODC
Cal Ripken Board, subject approval by the Daviess County Parks Department.
Tee-Ball League Rules
(Instructional Play)
Tee-Ball is an instructional league, first and foremost, with the intent of teaching the game
of baseball.
Tee-ball Eligibility
Players must be 3 years of age by May 1 st and cannot be 5 years of age by May 1st in order to play Tee-Ball.
Officials
No Umpire will be used for Tee-Ball play.
Batting Helmets
Face guards and chinstraps are required on ALL batting helmets for the batter on deck batter, and any base
runners during regular season and tournament play. This applies to Tee-ball, Peanut, Rookie, Minor, and
Major divisions. NO EXCEPTIONS.
Baseball Bats
Can use aluminum bats but must not exceed more then 2 ¼ inch in diameter of barrel or 29 inches in length.
No softball bats, babe ruth bats or big barrel bats can be used. Must be labeled tee-ball or little league.
Shoes and Cleats
Players or coaches shall not wear shoes with metal cleats or spikes.
Base Distance/ Field Set Up
Tee-Ball: Bases will be set at (60) feet

Arc at home plate will be 20 feet from the back of home plate and from 1 st base line to 3rd base line and from
base line to fences.
The Infield positions will have has marks at 41 feet on the 1 st and 3rd base lines. These hash marks are there as
a safety measure for the infield players. All players should stay behind these marks until the ball is hit.
Five Run Rule
The five run rule does not apply to tball
Scoring of Tee-Ball
There will not be any scoring for Tee-ball.
Play Rule/Substitutions
All Tee-Ball players will play on the field. Unless Coaches agree on a different substitute plan. If players don’t
play first time in outfield, they must play the second time in outfield.
Chatting
Fielders may chat during the game but must not shout SWING at any time. Catchers may only talk to umpires,
fellow teammates, and coaches. No catcalls to the pitcher from the dugout.
T-Ball Game Balls
Each playground will supply (5) balls at the concession stand; the home team coach will have the responsibility
of returning the balls at the end of the game. (Note) Game balls will be replaced as needed by the playground.
Throwing of Bat
The batter will have 1 warning. The player will be called out if it happens a second time, (Judgment call by the
umpire)
Throwing to Base
It is important for defensive players to learn to throw the ball to the base and other defensive players. There
will be no bowling of the ball to a base (rolling to the base to make a play.) If such is made, the runner will give
the base. A ball thrown to the base may result in a bounce or roll, so long as a throw was attempted for the
initial delivery.

Pitching Rules
Tee-Ball will bat off a tee.
Pitching Coach
A coach will place the ball on the tee. The pitching coach can instruct/position the batter as needed for them
to hit the ball off the tee.
Coaches Field Positions
With instructional play all coaches and assistant coaches can be on field to instruct the players.
Coaching Requirements
All Tee-ball coaches and assistant coaches will be required to attend 1 of 2 classes in order to coach a Tee-ball
game. If a coach does not attend one of these classes, then that person will not be allowed to coach.
Dugout
Coaches and team parent only allowed in dugouts. Players must stay in dugout unless a coach or team parent
knows the player is leaving the dugout.
Batting Order
All Tee-Ball players will bat in an inning unless otherwise discussed and agreed upon by both coaches. Each
player must bat in the appropriate order. Try to let every player bat at least twice if posibble.
Fair Ball
A batted ball must pass the arc to be a live/payable ball.
Dead Ball
A ball that is hit to foul territory or a ball that is hit off the tee and does not completely pass the arc is a dead
ball. A ball on the arc line is still a dead ball.
Bunting
No bunting allowed in Tee-Ball league.
Advancing Runners
Does not apply to Tee-Ball.

Calling for Time
Tee-Ball League: Ball is hit into outfield, outfielder must throw ball into infield. Infielder must pick up ball and
raise hands in air and call time. If ball is thrown back to outfield, runners can only advance one base.
A ball thrown to home plate and enters into the arc will stop the runners from advancing.
Obstruction of Baseline
A defensive player should not stand or obstruct the baseline. The coaches will instruct the players to avoid this
from happening.
Mandatory Slide Rule
Does not apply to Tee-Ball league
Base Stealing
Tee-Ball players are not allowed to steal bases.
Leaving Early
Tee-Ball players may not leave early.
Rule Changes

ODC Cal Ripken History
The Five West Daviess County Playgrounds, Burns, Sorgho, Southern Oaks, Stanley, and West Louisville have
been Cal Ripken Sanctioned since a unanimous vote on March 26, 2009.
These Rules were modified, reviewed, and updated by the ODC BOARD January 10, 2017.
