WHEREAS
the
Wind
River
Reservation
represents
an
important
segment
of
Wyoming’s
historical, geographical, economical, cultural, and
natural resources, It also represents an area with
unique and significant importance to the population of
the Shoshone and Arapaho tribes.,
#
WHEREAS, the establishment and governance of
the Reservation has resulted from treaties and other
acts of the United States government. This condition
has
created
a
unique
and
often
ill-defined
relationship between the tribes, their members and
government, and state and local government,
WHEREAS, it is in the best interest of
Indians and non-Indians alike to explore solutions to
issues arising within this unique relationship under
State and Federal law within the context of
communication
and
cooperation,
rather
that
confrontation.
NOW THEREFORE, pursuant to the authority
vested in the office of the Governor of the State of
Wyoming, I Mike Sullivan, Governor of the State of
Wyoming, do hereby order the following:
An Indian Liaison Committee is created,
consisting of representatives of the Shoshone and
Arapaho Tribes to be designated by the Governor.
The Liaison Committee is established to
advance communication and cooperation by developing
recommendations for the Governor in the following
areas :
(1) Actions
which
would
enhance
the
recognition of the importance of the Indian Tribes to
the culture and development of the State of Wyoming;
(2) Initiatives which would help nonoIndians
recognize the importance of tribal existance, natural
resources, human rights and cultural heritage to the
Indian Tribes;
( 3 ) Measures
which
can
be
taken
to
facilitate the resolution of issues which may exist
between State government and the Tribes; and
(4)
Ways to improve service, communications
and accountability of government to Indians.

A Liaison Coordinator shall be named by the
Governor, who will be the key point of contact for the
Committee and help assure that State resource persons
are made available to the Committee as their needs and
interests may direct.
The following State agencies shall designate
to the Governor's Office an individual who will
function as that agency point of contact for Indian
issues:

Economic Development and Stabilization
State Engineer
-- Game and Fish Department
-- Health and Social Services Department
-- Attorney General's Office
-- Department of Revenue and Taxation
-- Department of Education
