WORKFORCE SOLUTIONS Unemployment Cost Management with CaseBuilder™-Case Study Employer Advantage (PEO) As a Professional Employer Organization (PEO), Employer Advantage enables client organizations to outsource the management of human resource activities in a cost-effective manner, allowing the organizations to focus on their core competencies and increase profitability. Challenge Operating in a paper-based environment, Employer Advantage had been receiving, responding to, and managing unemployment claims through a combination of phone, fax, and traditional U.S. mail. Claims and charges were tracked internally through a time-consuming Excelbased interface and manually audited by Risk Management personnel. When separation information was needed from a client organization, additional phone calls were necessary. These process inefficiencies had resulted in increased time and effort required for claims response, potentially leading to improper unemployment benefit charges to Employer Advantage’s client organizations. With the potential for additional penalties for noncompliant claims response, the staff was concerned that a significant piece of information would be overlooked, leading to severe consequences. While Employer Advantage was investigating ways to enhance claims management and Unemployment Insurance (UI) compliance, its unique relationship with its employer client base required a solution that would allow Employer Advantage to remain in control of the general process. Solution To address this challenge, Employer Advantage implemented CaseBuilder™, powered by Equifax Workforce Solutions, to manage its clients’ unemployment claims in the most cost-effective manner. Working in conjunction with the State Information Data Exchange case study System (SIDES), CaseBuilder delivered improved lead times, process efficiency and complete and timely responses through a simple online interface for complete claims management. In addition to a simple dashboard for visibility into the status of pending and completed claims, CaseBuilder delivered easy access to case history, as well as robust performance reporting and charge auditing solutions, significantly improving Employer Advantage’s UC process. This has increased response quality and timeliness in accordance with UI Integrity requirements, which in turn has delivered a significant increase in favorable decisions and benefit charge credits. With real time access to CaseBuilder’s Insight Reporting platform, Employer Advantage has also been able to identify areas for improvement in both outcomes and compliance with UI Integrity requirements—thereby reducing unemployment risk and liability.
