Reporting Line:
The Assistant to the Head of Mission will be under the supervision of the Head of Mission
(HoM) and will report to her/him. S/he will contribute to the efficient and effective running
of the general administration in the Mission Headquarters (MHQ). S/he will support the work
of Executive Officer (EXO) to HoM and DHoM in the Mission’s HQ office, in maintaining
regular contact on document management with the administrative back office.
Main Tasks and Responsibilities
 Assist HoM in her/his daily work; and in HoM’s absence D/HoM and Head of
Operations (HoO) in MHQ;
 Provide general secretarial and administrative support to the line managers and
perform general office duties;
 Drafts and distributes invitations for internal briefings and meetings;
 Taking minutes at internal briefings and meetings;

Reporting Line
The National Legal Officer/Translator will support the Department of Operations under the
overall guidance of the Head of Operations. In his/her capacity as Legal Officer, he/she will
provide assistance on all operational legal issues, as necessary, to the Senior Legal Adviser
and Legal Advisers at EUCS Headquarters and its Field Offices. In his/her capacity as
Translator, he/she will conduct translations and provide interpretation support to the
international staff in the context of the implementation of the EUCAP mandate. The duties
will be performed mainly in Mogadishu with a possibility of duty travel to other regions in
Somalia, when the need arises. This position reports to the Head of the Field Office, or the
nominated alternate, and is responsible for:
Main Tasks










Providing legal expertise and advice on legal issues related to the host country legal
framework, including advice on host country regulatory and other instruments,
mechanisms and arrangements.
Preparing, under the guidance of the Senior Legal Adviser/Legal Advisers, draft
documents on legal issues pertaining to the implementation of EUCS’ mandate.
Conducting research on legal issues related to public international law and relevant host
country law.
Assisting the Senior Legal Adviser/Legal Advisers in all areas of their respective work,
including liaising with local interlocutors on legal issues, assisting in the preparation and
delivery of legal training courses, the organization of workshops and other events.
Translating legal documents from Somali/Arabic into English and vice versa.
Providing interpretation services in meetings with Somali interlocutors.
Preparing talking points for the Senior Legal Adviser and Legal Advisers ahead of
meetings with Somali interlocutors.
Preparing and participating in meetings, conferences and other events, preparing meeting
reports.
Maintaining the highest level of confidentiality when dealing with assigned tasks and
responsibilities, as well as with all EUCS documents and information.
Perform any other related duties as instructed by the line manager or designated alternate.
Essential Qualifications and Experiences








University degree in Law with a minimum of three (3) years of studies. Alternatively,
university degree with a minimum of three (3) years of studies in an equivalent/related
field, such as human rights or political science. A Master Degree in Law is considered an
asset.
Minimum of 3 years of relevant professional experience.
Substantial experience in translation and interpretation, including interpreting and
translating for international experts.
Knowledge of functions and practices of the host country and other Rule of Law systems.
Fluency in English and Somali/ Arabic language.
Knowledge of local legal terminology.
Excellent writing skills in English language.
Excellent certified computer skills in MS Office applications (Excel, Word, Power Point,
Access) essential.
Desirable Qualifications and Experiences











Diploma or certificate in English Language skills, in both translation and interpretation,
for example IELTS certificate. Alternatively, equivalent academic or professional
training, evidenced by a certificate.
Previous professional experience working in an international organization.
Knowledge of maritime issues in the host country and at international level.
Knowledge of relevant jurisprudence in the host country.
Knowledge of European Security Defence Policy (ESDP) Missions and EUCAP activities
in Somalia is desirable.
Additional language skills are desirable.
Good presentation skills.
Ability to work effectively under pressure, in difficult circumstances, as well as ability to
communicate with personnel at all operational and strategic levels.

Security Plan;
 To advise the SMSO/MSO on Somalia specific security related matters that affect the
Mission;
 To manage and supervise, under the direction of the SMSO, national staff members of
the Mission Security Department;
 To provide comprehensive security introduction training to new national MM as
required;
 Gather, report and advise on security related information as guided by SMSO/MSO,
including any necessary translation of documents;
 Liaison with national authorities, service providers and relevant organisations as
required;
 Effectively liaises and interacts with other departments within EUCAP Somalia and in
other duty stations, as required;
 Close cooperation with SMSO/MSOs and Close Protection Officers (CPOs) in
providing security coverage for Mission Members and official guests or visitors to
EUCAP.
 Assists in security response actions, as tasked by the SMSO/MSO;
 Carries out and assists with security-related administrative tasks, including the
maintenance of relevant administrative forms, databases and rosters;

Main Tasks and Responsibilities:
 Perform repairs and maintenance on facilities; offices and warehouse, machines and
equipment.
 Perform work in on or more of the maintenance trades: heating, ventilation air
conditioning, carpentry, plumbing, painting, machine and equipment repair, electrical,
sheet metal fabrication, welding
 Conduct preventive routine, periodic, or special inspections to determine repair and
maintenance work necessary to prevent breakdowns of facilities, machinery and
equipment.
 Support and coordinate the daily work schedule of a maintenance team composed of 5
to / staff (incl. skilled technician, cleaning staff, gardeners)
 Submit reports to the line managers
 Working schedule is day shift with flexibility to respond to urgent needs. May be
required to work on shift during Friday and/or Saturday as required due to
maintenance requirements
 Must be ready to work both indoors and outdoors under extreme conditions. Capacity
to load heavy equipment as required with adequate tools
Essential Qualifications and Experience
 High school or technical education required (or equivalent) in either one of the
relevant areas of function (maintenance trades)
 5 years overall experience, minimum 3 years as technician and/or building
maintenance, and team supervisor experience, relate experience includes skill and

EUCAP;
 To establish and maintain cooperation with the authorities of the maritime law
enforcement services on the development of training programs on maritime security
matters including IUU fishing;
 To assess the functioning, organisation management capacity skills and needs of the
Somaliland Coast Guard and advise on improvements;
 To ensure timely reporting on activities within the field of responsibility as per planning
documents, in particular progress and/or lack of progress;  Accompany EUCAP Advisers as required to meetings and events, take minutes when
requested and make necessary preparations;
 Maintain a database regarding training, workshops and activities with SLCG;
 Perform translating duties whenever needed by Mission Advisers;
 Perform and carry out other tasks or duties required or requested by the Mission
Advisers;
Essential Qualifications and Experience
 Successful completion of university studies of at least 3 years attested by a diploma. The
qualification should be in any of the fields of Social Sciences (e.g. Political Science,
International Relations, Law, Economics) or Business Administration/Management OR
equivalent and attested police or/and military and/or coast guard education or training or
an award of an equivalent rank; AND  After having fulfilled the education requirements, a minimum of 3 years of relevant
professional experience.
 Good understanding of policies and organisational aspects of maritime administration,
maritime security and Coast Guard function Desirable Qualifications and Experience
 Experience of designing and delivering training; 
