Gas Tanker Committee
Gas Tanker Committee’s key objectives are to:
• Promote the interests of Independent Gas
Tanker owners in all international
Forums/Organisations.
• Promote best practice and standards beyond
mere compliance with regulations.
• Provide Owners with expertise on any gas specific
related matter.

GTC MILESTONES

BLENDING
• During GTC#1 members expressed their concerns at
the process of blending and co-mingling of LPG cargo.
• A Working Group was established to develop such
guidance.
• Blending of LPG cargoes on board gas tankers is
ready and proposed to GTC #2 for approval.
• Once approved by GTC#2, it will be proposed to
Council in November’16 for final approval before
being published.

IGC Code
• IGC code was implemented on 1st July 2016
• INTERTANKO submitted 3 Unified interpretations for
CCC3 subcommittee to address inconsistencies, omissions
and ambiguous wording.
• These 3 UI are
– ESD valve type – Fail closed type
– Safe means of emergency isolation of PRV.
– Water spray system
• These UI’s were discussed in CCC3 subcommittee and
accepted. They are now forwarded to MSC for approval.

TAMI testing
• During GTC #1, it was agreed that more information was needed
from members on Tami Testing of secondary barrier.
• Secretariat engaged with IACS, GTT to get more clarity on the
process of TAMI testing.
• IACS Unified Requirement Z16 states that a tightness test to be
carried out for primary and secondary barrier in accordance to
system designer.
• TAMI test is a trade name owned by GTT. IACS characterizes
such test as “Thermographic testing”.
• GTT advises that such test should be carried out at least 6
months prior to docking. To ensure that ships are better
prepared in case the report warrants repair.

Maintenance of Engine Alongside.
• In GTC#1 a issue was raised , most of the terminal are very
reluctant to allow gas ship to carry out maintenance
alongside.
• Most of the DFDE and TFDE ships have 100 percent
redundancy and can move on its own power even if one of
MGE (Main Generating engine) is under maintenance.
• We are currently working with “International Harbour
Masters’ Association” (IHMA) and other stakeholders.

Compressor Rooms
• As per IMO Assembly resolution A1050 (27), cargo
compressor room is considered an enclosed space and
hence needs a permit for every entry.
• Compressor rooms to be routinely entered by personnel
for their routine and safety checks.
• Working with OCIMF for an appropriate guidance notes
to be provided in SIRE VIQ to align the entry procedures
with that for pump rooms which have similar
location/operational characteristics.

Class notation for SPM on LPG carrier
• In GTC#1 a issue was raised regarding SPM notation
for LPG carrier.
• We engaged with class to discuss above issue.
• It was found that Class can issue SPM notation for
LPG carrier.
• However SPM notation should be requested in
original building specification.

China and Domestic ECA
•
China MSA implemented emission control area (ECA) in several
Chinese ports without adequate time for adoption.
• INTERTANKO Environmental committee secretariat collated the
information and drafted a document which was forwarded to
Shanghai Maritime Safety Administration (MSA).
• Subsequent to this INTERTANKO met with China MSA to discuss
the issue in details.
• China MSA accepted INTERTANKO paper on the Domestic
Emission Control Area (ECA) in the Yangtze River Delta (YRD) and
announced that China MSA has implemented a waiver scheme
for the implementation and enforcement of the ECA rules.

Security self protection measures
•

GTC1 Security audits highlighted issues at pilot boarding area.
Some audits refusing to accept removal barriers.
Concern that need complete derigging of an area for the pilot.
Worked with OCIMF, Shell and IMT to resolve situation.
Removable sections of wire now accepted.
Just needs a wire passing through the middle linking the
sections.
• New draft Global BMP reflects this.

GTC Meeting and Forum
• Gas Tanker Committee #2 and Gas and Marine Seminar will be
held on 19th and 20th October.
• Venue for GTC 2 and Technical Forum is “Four Seasons hotel in
Singapore”.
• We have had two gas forums. Out of which one was held in
Singapore and another in Greece.
• Both the forums were well attended by members and was
successful.
