GUIDANCE NOTES
The naming and numbering of streets and buildings is controlled by the Council under the
Public Health Act 1925 and the South Yorkshire Act 1980. The Council notifies statutory
bodies, emergency services, the Royal Mail and interested parties within the Council of all
new addresses issued. One of our primary concerns is to ensure that emergency services
can quickly and efficiently locate a property.
NB: The Council does not allocate POSTCODES or POSTAL DISTRICTS. These
matters are controlled by Royal Mail. (Phone 08456 045060 and choose option 3 and then
option 1). If a property is not recorded on the main address databases, the owner/occupier
will have difficulty obtaining mail, goods and services from a variety of sources. Information
from the Postal Address File and the National Land & Property Gazeteer is used by the
Council, Royal Mail, all statutory undertakers, emergency services, credit agencies and
many private companies.
Requests for New Postal Addresses
Who should apply:
•
Individuals or developers building new houses, commercial and/or industrial
premises.
•
Individuals or developers undertaking conversions of residential, commercial or
industrial premises which will result in the creation of new properties or premises or the
reconsolidation of flats and sub dwellings into one property.
When:
Requests for postal addressing must be made in the early stages of any new build since
utility companies are reluctant to install a service where an official postal address has not
been allocated.

Requests must be made to the Street Naming and Property Addressing Team by the
following methods:

Site Plan
All applications should be accompanied by a site plan preferably to scale (1:1250, 1:1000
or 1:500 are most suitable), which shows existing road names and property numbers and
enough of the surrounding area so that it can be referenced to Ordnance Survey mapping
data.
For multi-storey buildings a floor plan showing plot numbers is required for each level.
Please clearly mark points of postal delivery with an arrow and plot numbers (if
appropriate).
Street naming is subject to the following criteria:
1.
Names cannot be duplicated within the same locality.
2.
Names for consideration need to be sufficiently unique so as to avoid confusion.
3.
Names of persons (living or dead) are not permissible.
4.
Where possible, names should reflect the history of the site or acknowledge the
geography of the area. Names that endorse commercial marketing are not acceptable.
5.
Names should not be capable of being misconstrued into inappropriate meanings.
House Names:
You can apply to add a name to your house but this must be used in addition to the
number, not as an alternative. The number cannot be dropped, and the name will only be
recorded on an informal basis. This is because omitting postal numbers in place of a name
causes complications for deliveries as well as for the emergency services.
Allocation of New Postal Addresses and New Streets:
Confirmations of the correct postal addresses, together with layout plans, are sent to the
developers, Royal Mail, Ordnance Survey, emergency services and utility companies.
Following receipt of this notification, the Royal Mail assigns the Postal Districts and
postcodes.
The Royal Mail will not allocate a postcode unless they have received formal notification
from the Council of a new address or street name.
