DESCRIPTION OF THE PROJECT
Project Description and Programme Details
The project involves the construction of an electric fence around the perimeter of the existing listed
headstocks and listed buildings to prevent unauthorised access.
The works comprise of:







Take off palisade uprights to existing fence and barbed wire
Extend vertical columns
Attach fine weld mesh fence to outer face of posts
Refix vertical palisades to fencing
Inside of fencing apply electric fencing. These wires have 150mm spacing with the top strand
being 3.4m high
Test, commission and provide live system
Trench for electric supply to fence & cameras
Installation of CCTV and associated equipment
Programme
The works have been scheduled to commence March 2013 and are envisaged to last for
approximately 8 to 12 weeks.

2.0
CLIENT’S CONSIDERATIONS & MANAGEMENT REQUIREMENTS
2.1
Planning For and Managing Construction Work Including Safety Goals for the Project
2.1.1
Structure and Organisation
The Client will provide details of the management structure and organisation for this project at the
pre-start meeting. However, the Principal Contractor shall provide a diagram in the Construction
Phase Health and Safety Plan to show their intended management structure and organisation for the
project.
2.1.2
Safety Goals
The safety goals for this project are to protect the health, safety and welfare of all personnel working
on this project and others who may be affected by their activities. To identify the measures needed to
eliminate hazards, or if not possible to do so, to reduce and control the risks associated with the
installation of the electric fence and close circuit television (CCTV).
The Principal Contractor is required to implement preventive and protective measures to achieve
satisfactory completion of the works with ZERO accidents and maintain compliance with all
applicable health and safety legislation. Particular reference must be given to the requirements of the
Construction (Design and Management) Regulations 2007.
2.1.3
Arrangements for Monitoring and Review
The Principal Contractor shall insert into the Construction Phase Health and Safety Plan their
arrangements for monitoring and reviewing performance measured against the Health and Safety
Goals.
2.1.4
Communication and Liaison between Client and Others
The Principal Contractor shall ensure that whilst executing the works throughout the period of this
contract, provisions are in place for allowing access to site for Clients staff and their nominated
representatives, Health and Safety Executive, Local Authority or Environment Agency staff.
2.1.5
Unforeseen Eventualities
The Principal Contractor shall submit to the CDM Co-ordinator details of any unforeseen eventualities
encountered during the project execution resulting in substantial design changes or which might
affect resources, immediately they are encountered. This will enable consideration to be made of the
health and safety implications and effect on resources.
2.1.6
Communication of Continuing Health and Safety Issues
Following issue of this Pre-Construction Health and Safety Information, any health and safety issues
arising from:



Design changes made by the Client or Original Designers
Ongoing design by the Original Designers or by any other Designers and
Design changes made by the Principal Contractor’s or Contractors Designers
That the CDM Co-ordinator has been made aware of will be notified to the Principal Contractor by the
CDM Co-ordinator.

2.1.7
Security Requirements
The headstocks and listed buildings on the site have been secured and access routes/entry points to
the site blocked off. Access to the site shall be only via the main gate on Mansfield Road. It is
particularly important that the access gate to the listed buildings compound is kept securely locked
during non working hours. Theft and anti social behaviour has been an ongoing problem at this site
for the last two years.
The Principal Contractor shall secure any site compound he installs by using temporary fencing such
as 1.8m high Heras panels, double clipped with concrete pads and the placing of suitable warning
signs. Fencing to a similar standard may be acceptable following prior agreement with the Client.
Attention is drawn to the fact that acts of trespass, vandalism and attempted theft can be
expected during the project duration. This factor, and the securing and immobilisation of plant and
equipment must be considered when formulating security measures.
2.1.8
Welfare Facilities and Compound
The Principal Contractor must ensure that adequate welfare facilities are provided for the works in
accordance with the Construction (Design & Management) Regulations 2007. Welfare facilities are
to be located within the defined site boundary.
The Client has no welfare facilities on site.
2.2
Health & Safety Requirements of Client’s Employees / Others Involved in the Project
2.2.1
Site Hoarding Requirements
The access gate will be securely locked when the Principal Contractor is not on site.
The Principal Contractor needs to secure his immediate work area around the headstocks / listed
buildings.
2.2.2
Client Permits
The Principal Contractor will be expected to contact the statutory provider for any works required to
the services.
2.2.3
Fire Precautions
The Principal Contractor shall introduce fire procedures and precautions in accordance with the
Regulatory Reform (Fire Safety) Order and Health and Safety Executives Guidance HSG 168 Fire
Safety in Construction. Arrangements should include:






An assessment of the risk of fire
Provision of suitable/sufficient fire points and trained personnel to act in the event of a fire
Introduction of fire assembly points and specifying the means of raising the alarm including
any neighbours that may be affected
Adoption of simple fire prevention measures including regularly removing all combustible
waste and litter to appropriate storage areas
Identifying and signing fire exit routes and maintaining clear access at all times for site
personnel and emergency vehicles
Emergency Procedures & Means of Escape
The Principal Contractor shall include details of emergency procedures covering all incidents within
the Construction Phase Health and Safety Plan.

The provision of adequate first aid arrangements and provision of trained first aiders shall be in
accordance with the Health and Safety (First Aid) Regulations 1981. The Principal Contractor must
record and investigate all accidents/incidents that occur on site and report them to the Client. Any
incidents that are classified within the Reporting of Injuries, Diseases and Dangerous Occurrences
Regulations 1995 (RIDDOR) or environmental incident must be reported to the appropriate enforcing
authority.

The Principal Contractor shall document the emergency arrangements to be adopted and include:



The route to the nearest hospital with an Accident and Emergency Unit
The location of first aid equipment and the names of trained first aid personnel
The location of spill kits and other arrangements for dealing with environmental incidents
2.2.5 Prohibitive / Restricted Areas & Authorisation Requirements
The Principal Contractor shall only access previously agreed areas i.e. the site.
Under no circumstances shall the Principal Contractor enter the headstocks or associated listed
buildings at the base of the structures. The buildings are in a state of dangerous disrepair.
2.2.6 Client’s Designated Confined Spaces
There are no Client specified confined spaces.
2.2.7 Smoking and Parking Restrictions
At no time should operatives’ parked vehicles cause problems to the local residents or businesses.
Vehicles are to be parked within the confines of the site.
Smoking is not allowed on site or in the welfare facilities. Smoking will only be allowed in the Principal
Contractor’s designated ‘smoking’ areas.

3.0
ENVIRONMENTAL RESTRICTIONS & EXISTING ON SITE RISKS
3.1
Safety Hazards
3.1.1
Boundaries and Access
Welbeck Estates own the freehold for the land upon which the former Colliery is situated and the
Coal Authority owns the structures, except for the railway lines which are owned by UK Coal.
Access to the site can be gained via heading south from Ollerton along the A614 towards
Nottingham, turning right onto the B6030 to Clipstone/Mansfield. Upon entering Clipstone go straight
on at the roundabout, along Mansfield Road and the site is on the left just before entering Clipstone
Village. See Site Location Plan.
The owners of the domestic properties adjacent to the entrance road have a right of access through
the entrance road to the rear of their properties, which must be maintained throughout the project.
The Client shall secure the site boundaries around the perimeter of the site and restrict access to site
personnel and authorised persons only.
The Principal Contractor is to note that there is a history of anti social behaviour and unauthorised
access to the site, and must therefore ensure the working area is secured appropriately.
3.1.2
Restriction on Deliveries, Waste Collection or Storage
The site is located within a residential area, therefore delivery drivers and operatives must adhere to
the speed limits and drive with the utmost care and attention at all times.
The village of Clipstone is under a 30mph speed restriction and all wagons/vehicles should ensure
they adhere to the limits when accessing and leaving site.
The Principal Contractor should avoid deliveries to site during peak/busy periods if at all possible
which are identified as 8.00am to 9.00am and 4.30pm to 5.30pm The Principal Contractor is to be
aware that the A6030 is a main school route. There are three local schools in the area.


Adjacent Land Use
There are currently no work activities being carried out on site. A large volume of traffic passes the
front of the site along Mansfield Road. An access track/cycle track passes along the southern
boundary from Vicar Water Country Park.
Residential properties are situated along the Mansfield Road and to the east of the site. There is a
small Industrial Estate to the West of the site.
The Principal Contractor must specify arrangements to protect the public, adjacent commercial /
residential properties.
The adjacent land use comprises of the following:

North: Mansfield Road and adjacent footpath which runs parallel to the site. Some houses
and farmland are situated to the eastern end of the northern boundary.

East: An access track to fields and farmland / Baulker Lane Slaughter House / Greendale
Housing Estate

South: Farmland, settling ponds and restored and filled settling ponds. National cycle track
leading from / to Vicar Water.

West: Commercial properties well fenced off from the former Colliery yard. The company
Fourtrack Ltd are immediately adjacent to the working area.
3.1.4
Existing Storage of Hazardous Materials
No known hazardous materials are stored on site. However, within the listed buildings and headstocks
there are numerous hazards such as glazing, battery acids and PCBs. No access is allowed into this
area.
3.1.5 Location of Existing Services
There are no existing services on the site to be worked.
3.1.6
Ground Conditions, Underground Structures or Watercourses
Except for the access road onto the site which is metalled, the ground conditions range from firm to
soft subsoil, comprising coarse and fine material from the demolition process, imported clay
materials, with some minestone and mainly underlying sand.
The only watercourse is Vicar Water some 800m to the South of the site.
3.1.7
Existing Structures – Stability, Structural Form, Fragile or Hazardous Materials
Existing structures on the site are the listed Headstocks and buildings which as detailed in section
1.1 of this document. These structures contain fragile and hazardous materials.
3.1.8

buildings and headstocks but there is no authorised access to these areas.

There are no known contaminated land issues identified within the defined site area.

All structures have been removed apart from the ones listed in Section 1.1 which will be isolated from
the project by an exclusion zone.

The site is unoccupied therefore there are no risks from Client activities.

4.0
SIGNIFICANT DESIGN AND CONSTRUCTION HAZARDS
4.1
Design Assumptions and Control Measures
The design of the works has involved utilisation of the existing palisade fencing.
4.2
Arrangements for Co-ordination of Ongoing Design Work
4.2.1
Changes to Design Principles
The Client/Designer shall submit to the Principal Contractor and CDM Co-ordinator during the project
execution, any major changes to the design requirements made during the construction phase.
These should be submitted in sufficient time to allow the health and safety implications and the affect
on resources to be considered prior to commencement of the work.
The Designers’ Risk Assessments are provided as an attachment.
4.2.2
Ongoing Design Items
The Designers shall submit to the CDM Co-ordinator, during the project execution, all design
information, specification, drawings, Designers health and safety issues and other information
relevant to any on going design element produced by the original designers or new designers during
the construction phase. These shall be submitted in sufficient time to allow the health and safety
implications and affect on resources to be considered prior to the commencement of the work
element on site.
4.2.3
Contractors Design Items
The Principal Contractor will not be responsible for the design of the works.
The Principal Contractor shall submit to the CDM Co-ordinator during the project execution all design
information, specification, drawings, Designers health and safety issues and other information
relevant to any design element produced by the contractor or sub contractor. These shall be
submitted in sufficient time to allow the health and safety implications and affect on resources to be
considered prior to the commencement of the work element on site.
The Principal Contractor is reminded that where the structure is to be used as a workplace, the
design must take into account the relevant requirements of the Workplace (Health, Safety & Welfare)
Regulations 1992.
4.3
Information on Significant Risks Identified During Design
The main risks identified during the design stage are:


Working from heights. Establishing a safe system of work to erect the high voltage fencing at
height
Electricity. Provide safe systems of work/permit to work system for laying cable supply and
energising the fence
Traffic Management. Interaction with the vehicle movements involved with the importation of
soil to the site (Please refer to item 4.3.2.1 of this document for further information). The

However the Principal Contractor is required to undertake any checks and confirm the presence or
not of any existing site services using appropriate locating and avoidance tools and carryout the
works in accordance with the requirements of HSE guidance note HS (G) 47 Avoiding danger from
underground services.
4.3.1.2
Traffic Management On/Around the Site
The Principal Contractor shall use the access routes identified within section 3.1.1 and put
arrangements in place to minimise the impact of vehicle movements on and off the site and to ensure
that access roads are free from mud and debris. The Principal Contractor shall load/unload all
vehicles within the site boundary.
The Principal Contractor shall specify within a site traffic management plan their arrangements
controlling all vehicles movements and segregation of vehicles from site personnel and others.

4.3.1.3
Contaminated Ground
There are no known areas of contaminated ground likely to affect the works. However, the Principal
Contractor shall specify arrangements for preventing and controlling any contamination of the ground or
pollution of any watercourses during the construction works by fuels, oils, materials storage, cleaning of
plant and equipment, waste materials or human waste. The Principal Contractor shall ensure that all
wastes are managed on site and delivered or removed by a Registered Waste Contractor to a
licensed site authorised to receive the waste. A copy of the waste registration certificate shall be
provided within the Construction Health and Safety Plan. Any fuels, oils or other chemicals that are to
be stored on site shall be contained within an impervious bund/double skinned tanks.
4.3.2

Waterborne Diseases
Any works in and around foul water systems has the potential to create a possible health risk to site
personnel from waterborne diseases e.g. Leptospirosis (Weil’s disease) which is attributable to rat
urine. The Principal Contractor must specify arrangements for the prevention of persons contracting
waterborne diseases. Although no foul system is operational, there is the potential for Leptospirosis in
the waste ground and the Principal Contractor should have the appropriate control measures and
welfare facilities in place.
4.3.3
Safety Hazards
The following safety issues have been identified and the Principal Contractor must detail within
Method Statements the prevention and control measures to be adopted to ensure the safety of site
personnel and others during the project.











4.3.3.1
Procedures for the induction of all site personnel and visitors
Procedures for securing the site and ensuring no unauthorised persons enter the site
Procedures for ensuring that no materials, plant or equipment are left unattended or stored
where unauthorised personnel can access them

No temporary works are envisaged.
4.3.3.2
Excavations
A trench will be dug from the main supply board to supply point to feed the electric fence. Depth is
envisaged to be less than 1.0m with no access required. There should be consideration of HSE
Guidance HSG 185 Health and Safety in excavations.
4.3.3.3
Plant and Equipment
The Principal Contractor must provide details of their arrangements to maintain safe delivery,
installation, operation and maintenance of any items used for both owned or hired plant and
equipment. Evidence of training achievements must be retained on site for all operators of plant and
equipment.
All plant and equipment used on site must be in accordance with the Provision and Use of Work
Equipment Regulations 1998.

5.0
ENVIRONMENTAL IMPLICATIONS
5.1
Noise and Vibration
The work operations will generate noise and vibrations, which are likely to affect site personnel and
local residents. Therefore, the Principal Contractor must specify their arrangements to prevent or
control any exposure to high levels of noise and vibration. To minimise the effects of noise from the
works on the surrounding area, work must not take place wherever possible outside of the following
time periods.

The Principal Contractor will be required to carry out works which have the potential to generate high
levels of noise and vibration, therefore, the Principal Contractor must specify their arrangements to
prevent or control any exposure to high levels of noise and vibration. Compliance with the Control of
Noise at Work Regulations 2005 and Control of Vibration at Work Regulations 2005 must be
maintained.
5.2
Contamination of the Ground and Watercourses
The Principal Contractor will be required during the works to implement measures to prevent the
contamination of the ground or watercourses by fuels, plant, equipment, materials or human waste.
The Principal Contractor shall ensure that all waste is managed on site and removed by a Registered
Waste Contractor to a licensed site authorised to receive the waste. Any fuels, oils or other
chemicals that are to be stored on site shall be contained within an impervious bund.

Site Waste Management Plan
The Site Waste Management Plan (SWMP) is a relevantly new piece of Legislation which puts legal
requirements for construction and demolition works in the UK to draw up and enforce SWMP’s. The
plan details the types of waste that will be produced from the works, and details how this will be
reused, recycled or disposed off.
The aim of the SWMP is to improve resource efficiency within the construction industry in order to
reduce the amount of waste produced and recover as much of the remainder as possible.
As Client, the Coal Authority is responsible for initially developing the SWMP for the Principal
Contractor to develop once on site.

THE HEALTH AND SAFETY FILE
The requirements to compile a Health and Safety File are specified within the Construction (Design &
Management) Regulations 2007. The Health and Safety File is essential to those doing the work as it
alerts them to risks and helps them decide how to work safely by containing relevant information that
will assist any future construction work including, cleaning, maintenance, alterations, refurbishment
and demolition works at any time after the completion of the project.

7.0
THE CONSTRUCTION PHASE HEALTH AND SAFETY PLAN
The Principal Contractor is required by the Construction (Design & Management) Regulations to
develop the Pre-Construction Health and Safety Information and provide a suitably developed
Construction Phase health and Safety Plan before the Client can allow the Principal Contractor to
commence work.
The Principal Contractor should ensure that the content of the Construction Phase Health and Safety
Plan adequately addresses the health and safety concerns identified in this Pre-Construction Health
and Safety Information and those headings listed in Appendix 3 (pg 105) of L144 “Managing Health
