POWER-GEN RUSSIA 2016: “LOCALIZATION OF THE MANUFACTURING OF POWER GENERATION EQUIPMENT
IS A CORNERSTONE OF THE RUSSIAN ENERGY SECTOR”
The 14th POWER-GEN Russia Exhibition and Conference featuring HydroVision Russia has started today in the
Expocentre in Moscow. Within special session on the first conference day leading Russian and international OEMs
discussed key issues in the power industry, including perspectives and meaning of localization of power generating
equipment.
“As we are all aware the economic environment in the Russian Federation continues to be challenging, not least because
of the stubbornly low crude oil price, however, the requirement for significant investment in the country’s key
infrastructure remains. And one strategically-important industry that still offers huge investment potential is Russia’s
electricity sector as the country seeks out best practices and the most advanced technologies to help in its efforts to
modernize and improve the efficiency of many of its essential power assets, especially on the generation side. We invite
you to discuss major industry issues together at POWER-GEN Russia 2016” – said Dr Heather Johnstone, Event Director,
POWER-GEN Russia (PennWell, UK) in her welcome speech.
One of the major ambitions of the Russian government’s ‘Energy Strategy to 2035’, which has yet to be finalized, is to
grow domestic manufacturing capabilities by encouraging greater localization. By 2035, the share of foreign-made energy
equipment, such as gas turbines, is targeted to be less than 10%.
In the special panel discussion devoted to Localization of power generating equipment, both domestic and international
OEMs came together to discuss this ambitious initiative, success stories and examination of both the opportunities that
exist and the challenges that lie ahead. Aleksandr Lebedev, CTO, OOO SGTT, Russia, Franco Rosatelli, Vice-President for
Technological Development, JSC REP Holding, Russia, Yuri Sunyaev, Deputy General Director - Sales Director, PJSC Power
Machines, Russia, Olga Starshinova, Deputy General Director for Marketing and Sales, JSC ROTEC, Russia, Aleksandr
Artemov, Deputy Sales Director, NPO “ELSIB” PJSC, Russia joint the special session discussion chaired by Irina Esipova,
General Director, Center of Development of Communications in Fuel and Energy Complex & Chief Editor, “TEK Strategies
of Development” Magazine, Russia.
“We arranged a fantastic Plenary Session to cover the very important topic of the localization of the manufacturing of
power generation equipment – a cornerstone of the government’s long-awaited ‘Energy Strategy to 2035. We’ve engaged
major power sector practitioners into presenting the real opportunities of this new industry trend” – added Dr Heather
Johnstone, Event Director, POWER-GEN Russia.
One of the major subjects discussed in terms of the session was Siemens concern innovation experience into transferring
gas turbine technologies in Russia, especially OOO Siemens Gas Turbine Technologies founded in 2011 as a joint venture
of Siemens AG and OJSC Power Machines success results.
“Yet another Siemens step in industrial technology transfer to Russia for production localization is investment of more
than 100 million euro into the new factory in St. Petersburg. Energy hub STGT (Siemens Gas Turbine Technologies) fact,
put into operation in June 2015, has got unique machinery. – Aleksandr Lebedev, CTO, OOO SGTT, Russia, said. – Besides,
OOO Siemens Gas Turbine Technologies has been successively implementing advanced services of large and medium gas
turbines during their whole life cycle by Russian specialists.”

The session was also considered the experience of NPO "ELSIB" PJSC competence in design and manufacture of turbogenerators with air cooling and participation in the program of localization and import substitution, together with LLC
"Russian gas turbines" and LLC INTER RAO Engineering, in particular.
“Development of the production of turbine generators rated power 90MVt for 6FA gas turbine extends the enterprise
capabilities and allows to fill a new niche of the supply of equipment for gas turbines market” - said Aleksandr Artemov,
Deputy Sales Director, NPO “ELSIB” PJSC, Russia.
