Early Learning Outcomes Reporting Tom Corbett, Governor; Ronald Tomalis, Secretary of Education; Gary Alexander, Secretary of Public Welfare www.pde.state.pa.us www.dpw.state.pa.us Guidance § 405.46. Assessment Approved providers shall: (1) Assess eligible students with a minimum frequency determined by the Department using an assessment tool approved by the Department. (1) Child assessment tools must be reliable and valid and aligned with the Learning Standards for Early Childhood. Child assessment practices should be ongoing and curriculum-based, assure individualization for children, used for classroom planning that is responsive to children’s needs and be aligned to the Standards’ Key Learning Areas. Multiple sources of evidence, including published checklists and resources, portfolio collection, observation notes, parent and interacting adults’ report and child’s own work assessment, should be combined to understand children’s skills and abilities and ongoing progress. This authentic assessment should be completed as part of teachers’ regular instructional practice and reported to OCDEL at least two times per year. A published list of assessment tools that are aligned with the Learning Standards, along with additional resources and information, are published at www.pdesas.org/ocdel. PA Pre‐K Counts providers must notify families of their child’s ongoing progress in school. This should be done by offering a minimum of one parent-teacher conference and by developing strategies that involve families in the development of children’s individualized goal plans that are based on assessment.
