Guidance
§ 405.46. Assessment
Approved providers shall:
(1) Assess eligible students with a minimum frequency determined by the Department using an assessment tool
approved by the Department.
(1) Child assessment tools must be reliable and valid and aligned with the Learning Standards for Early Childhood. Child
assessment practices should be ongoing and curriculum-based, assure individualization for children, used for classroom
planning that is responsive to children’s needs and be aligned to the Standards’ Key Learning Areas.
Multiple sources of evidence, including published checklists and resources, portfolio collection, observation notes, parent
and interacting adults’ report and child’s own work assessment, should be combined to understand children’s skills and
abilities and ongoing progress. This authentic assessment should be completed as part of teachers’ regular instructional
practice and reported to OCDEL at least two times per year. A published list of assessment tools that are aligned with the
Learning Standards, along with additional resources and information, are published at www.pdesas.org/ocdel.
PA Pre‐K Counts providers must notify families of their child’s ongoing progress in school. This should be done by offering
a minimum of one parent-teacher conference and by developing strategies that involve families in the development of
children’s individualized goal plans that are based on assessment.

Guidance
(3) Report aggregate assessment information to the Department for purposes of Program monitoring, evaluation, reporting child outcomes
and accountability in a manner and with a frequency and schedule determined by the Department.
(3) Teachers will use the multiple sources of evidence to compile and understand children’s outcomes. Outcomes will be reported a
minimum of two times per year through the Department’s designated online reporting system.

New
Observation-based assessment must be completed, as specified by the Head Start Performance
Standards. Multiple sources of evidence, including the use of an OCDEL-approved assessment
tool, should be combined to provide information for the reporting of child outcomes in OCDEL’s
Keystone Outcomes Reporting Framework (now called Early Learning Outcomes Reporting
Strategy). Information about the Reporting Strategy can be found on the PA Keys website.

What role does ELN have in the new strategy?
• Providers will continue to enter Act 24 approved
demographic information for programs, teachers
and children into PELICAN-ELN.
• Providers will receive a new unique identifier for
each child that must be accurately entered into
the online system of the chosen assessment
vendor/tool.
• A process will be used to match child outcomes
from the approved assessment tool to the
program, staff and child demographics in ELN.
