PREFACE Balochistan is geographically the largest of the four provinces of Pakistan, covering 44% of the total land area, 347,190 km or 134,051 square miles. Its neighboring regions are Iranian Balochistan to the west, Afghanistan and the Federally Administered Tribal Areas of NWFP to the north and Punjab and Sindh to the east. To the south is the Arabian Sea. 2. The Sulaiman Mountains dominate the northeast corner and the Bolan Pass is a natural route into Afghanistan towards Kandahar. Much of the province south of the Quetta region is sparse desert terrain with pockets of inhabitable towns mostly near rivers and streams. Climate 3. Very cold winters and hot summers characterise the climate of the upper highlands. Winters of the lower highlands vary from extremely cold in the northern districts to mild conditions closer to the Makran coast. Summers are hot and dry, especially the arid zones of Chaghai and Kharan districts. The plain areas are also very hot in summer with temperatures rising as high as 120 °F (50 °C). Winters are mild on the plains with the temperature never falling below the freezing point. The desert climate is characterised by hot and very arid conditions. Demography 4. Population of the province has increased from 1,167,167 in 1951 to over 10 million inhabitants in 2007. The urban population increased from 12.38% to 23.89% in 2005 The population density is very low due to the mountainous terrain and scarcity of water. Quetta is the most populated town with population of over 2.5 million. Other important urban centres are Loralai, Sibi, Kalat, Khuzdar, Hub, Gwadar, Turbat, etc. Preface VI Society 5. Balochistan is a multi – cultural and tribal society. People belonging to different ethnic and racial groups inhabit this vast land mass. The Baloch form the majority in the south and east of the province, while the Pushtuns are the majority in the north. Quetta, the capital of the province, has a Pashtun majority with Baloch, Hazara, and Punjabi minorities. Near the Kalat region and other parts of the province there are significant numbers of Brahui speakers. Along the coast various Makrani Balochis predominate. Persian-speaking Dehwars also live in the Kalat region and further west towards the border with Iran. The principal languages spoken in the province are Baluchi, Pushto, Brahui, Persian. Urdu is widely spoken and undersood. 6. A sizable population of Afghan refugees including Pashtuns, Tajiks, and Hazaras can be found in the province. The population of Afghan Refugees in Quetta and adjoining areas is estimated to be over 200,000. The presence of Afghan refugees has disrupted the delicate ethnic balance in the province by making the Pashtuns at least numerically equal to the Baloch in recent years. 7. Balochistan remains one of the most conservative provinces in Pakistan. The Baloch adhere to a clan-like structure and code of honour called mayar that bears some resemblance to Pushtunwali, but with significant differences including the Baloch hierarchy and allegiance to Sardars and subordinate Waderas, both tribal chieftains, that the more individualistic and egalitarian Pashtuns lack. The Sardars remain prominent in the province thanks in part to the British who boosted their authority. However, with spread of education social scene is changing. The Balochistan Police has to operate in the backdrop of geosocio-cultural environment described in the preceding paragraphs. Preface VII Policing 8. Law enforcement and crime prevention are universally recognized basic duties of the Police. All over the world the police departments are maintained, materially equipped and legally empowered to perform these important functions efficiently and competently. It is unthinkable that a society, where there is no law and professional trained police force, can find a respectable place in the comity of nations. 9. Besides, the police service, the courts play an important role in crime prevention by punishing the offenders and criminals according to law. High conviction rates serve two purposes; segregating the criminals from the mainstream society and secondly serving as deterrent. This contributes to effective crime control. Similarly, Prosecution Service, recently introduced in Balochistan, and Prisons also contribute to crime prevention efforts of the society. However, the main responsibility for fighting crime remains with the police service. 10. In Balochistan professional police has existed in one form or the other since 1879, when a Police Unit was set up in Quetta. However, after the dismemberment of One Unit, the Balochistan Police started functioning on July 1, 1970 as a Provincial Police Department. Annual Report 11. Issuance of Annual Administration Report is a time honoured practice in the Government departments. It serves dual purpose of accountability and self analysis. The Balochistan Police has been issuing Annual Administration Report as per legal requirement. It reflects how the police have utilized human and material resources in the performance of their duties in a year. It helps in the policy and decision making processes. Preface VIII Police performance over years is recorded and may be used for historian and chroniclers. Thus it has an archival /historical purpose importance. 12. The Annual Administration Report 2006 reflects the response of the provincial Police to professional challenges faced by them during this period and their achievements in various areas. It has been a mixed story. We will try to learn from these varied experiences to serve the people of Balochistan in a better way during coming days. 13. The launch of two multi-billion rupee projects of the Federal Government, Conversion of B into A areas and Raising of Balochistan Constabulary, will be remembered as historic in the annals of Balochistan Police These projects continued during 2006. We hope to continue our untiring efforts for the fruition of these major projects. 14. We also hope to continue efforts for the capacity building of the Balochistan Police with the assistance of Access to Justice Programmme of the Ministry of Law, Justice and Human Rights of the Federal Government during the current year. The Police Records and Office Management Information System (PROMIS) and Automated Fingerprinting Information System (AFIS) initiated during the last year would be completed during the current year. The commissioning of these projects in 2007 would professionalize the police working in the province with salutary effect on law and order situation in the province. 15. Our crime fighting strategy for 2007 would be pro-active policing involving public in our efforts for making Balochistan a peaceful zone for creating conditions for socio-economic development. I take this opportunity to place on record gratitude of the men and officers of Balochistan Police on record for the support received from Governor Balochistan, Chief Minister, Chief Secretary, and Secretaries of Balochistan Government in the performance of their duties during the year. CHAPTER NO.2 INTRODUCTION Introduction Location/Geography 2.1 Balochistan is bounded on the south by the Arabian Sea; on the north by Afghanistan and the North Western Frontier Province; on the west by Iran; and on the east by Sindh, the Punjab, and a part of the Frontier Province. It has an extremely porous border with Afghanistan linking it with history where people have common heritage, culture, relationships and ways of life. The country is about wholly mountainous, and forms a watershed, the drainage of which enters the Indus on the east and the Arabian Sea on the south, while on the north and west it makes its way to those inland lakes or hamuns common in central Asia. Geographical, Balochistan has rugged and dry mountains with smattering of greenery at places. No rivers are to be found carrying a large and permanent flow of water. For the greater part of the year the beds contain merely a shallow stream which frequently disappear in the pebbly bottom, where practicable, this supply is taken off for irrigation. Some of the largest rivers are, Hingol or Gidar; Zhob River; and the Pishin lora. Administrative Structure and Policing 2.2 Balochistan is divided into “A” and “B” areas. The jurisdiction of Police extends to “A” area only whereas the “B” area is manned by Levies. Thus two types of policing systems are in vogue in Balochistan. One is the normal policing system carried out on standard police pattern in settled areas including the “B” areas newly converted into “A” area while the other is through the Levies, the policy of making the inhabitants responsible for the security of the country and frontier has been developed into what is known as the Levy System. A force constituting manpower lent for the purpose by the powerful Nawabs and Sardars. The regular police perform its duty in “A” area at present about 80 % of the total land in the province. The remaining area is looked after by the Levies Force working under the Introduction District Administrative Officers (DAOs) and also Regional Directors Levies. This division remained sharp till recent time because of FATA regulations under which the District Magistrates and Political Agents use to dispense with the justice and also performed executive functions. The decision of 1996 (state versus Wahab-ul-Khairi) in which the separation of the judiciary from executive arm of the government was enforced. This meant the implementation of this separation in the “B” area as well. But the ground realities did not change in Balochistan. Instead of doing a way with the “B” areas the same still exist and persist due to the pressures of Sardars. However, the Levies which were organized on district level were integrated into a single unit named as Balochistan Levies Force. The difference between the “A” area and “B” area having been abolished there was a dire need of a professional and capable law enforcing and criminal detecting agency and B.L.F hardly fits the description. The government of Balochistan decided to hand over administrative control of “B” areas to the Balochistan Police and thus up till 2006 out of 29 districts the Levies area of 25 districts i.e. 86 % has been converted into Police area. Prior to conversion of Levies area into police area the Levies personnel were on the mercy of local Sardars and Waderas with no bright future of their service. They were untrained, undisciplined and totally unaware of the law and the nature of their duties. After conversion of Levies area into police area and their absorption into regular police have brought visible change in them. Now, they are satisfied with their service and future in police department. Special attention is being paid towards their training and discipline so that they could prove to be good police officers and serve the people in letter and spirit. Introduction Multi-racial Population 2.3 Covering 387190.52 sq. kilometers of landmass, Balochistan is the biggest province of Pakistan with a total population of 65, 65, 189 souls and is considered as a lowest populated province in the country. The province is a classic example of inhabiting different nationalities ranging from Balochis, Brahavis, Pathans, Punjabis, Sindhis, and Urdu–speaking Immigrants from India, Afghanistan and Iran. Traditions 2.4 Balochistan Province is rich in its traditions and culture based on tribal society. Despite traditional, inter-tribal rivalries spread over hundreds of years and originating from such petty matters as theft of a chicken to elopement of lovebirds belonging to different tribes, people are knitted to its soil. Similarly, despite poverty, water scarcity, lack of reasonable standards of living, famine and drought conditions at times and what not, the people are wedded and glued to their existence here. Balochistan has built and imbibed charm which forbids both new and old migrants to leave. Source of income 2.5 The rich effluents are few while poor and needy are in abundance scattered in far-flung plan and mountainous areas. The economy of the province hence always remains sluggish. Most of the mountains have not been traversed for natural resources which are in abundance. Rainfall is a blessing. Because of such economic problems, scarcity of resources and rising prices of consumer goods, a good number of the population relies on petty to high-scale smuggling. Smuggled goods are in abundance in the market. Under the prevailing law, the smuggling is illegal but lacking other means of business and scarce job opportunities, the crime persists. Most of the smugglers term it as across the border trade, which they claim has Introduction been continuing in the area for ages. While smuggling has found its feet, other forms of crime have also found their ground. When we speak of Balochistan Police, we actually speak of “A” area which is under its administrative control. Administrative Units 2.6 The province has been divided into 29 revenue districts, however, so far only 25 districts have been converted into Police districts. The following 4 districts Killa Saifullah, Kohlu, Zhob and Sherani would be notified as police districts during the current year. The converted districts have been grouped into 6 Police Regions. i. Capital City Police, Quetta ii. Northern Region (Loralai Reg:) iii. Central Region (Khuzdar Reg:) iv. Noshki Region (Noshki Reg:) v. Southern Region (Gawadar Reg:) vi. Eastern Region (Sibi Reg:) Criminal Justice System Basic Principles 2.7 The primary purpose of the system of Criminal Justice Administration is to enforce the “Rule of Law”. To achieve this goal it is important to prevent the crime to the possible extent and in case the crime is committed, the criminal should be traced/arrested and if found guilty, should be punished. Success of the criminal justice system depends upon the public confidence, in the effectiveness of the law enforcing agency and the over-all strategy of the government adopted to ensure a balance between a citizen’s rights and the dictates of an ordered society. Introduction 2.7(a) The ideal situation is an integrated system of harmonious functioning of the administration, police, courts, prison department, medico-legal services and prosecution agency. A concerted integrated and well coordinated approach on the part of all these institutions will not only result in isolating the criminal but will also ensure safety and security of the general public by evolving a mechanism of protection from the criminals and helping those ready to give up their criminal activities thereby creating a general sense of security. 2.7(b) To achieve this objective, it is imperative to do away with the criminal mentality. The social values must express their abhorrence for the crime and the criminal. This is possible only by gaining public confidence by bringing home to them the fact that justice is not only being done but also is seen to be done. In the absence of this confidence the concept of the “Rule of Law” will evaporate leading to a general sense of insecurity which in turn will prompt people to take law into their own hands. 2.7(c) The crime is a global phenomenon. Its causes are complex and complicated. It has been rising all over the world. The common causes definitely arise from the weakening of the family bonds negative trends in moral standards and a general alienation from the institutions of authority. The initiative is always with the criminal. The Criminal Justice Administration System often reacts to a particular situation. Hence, all efforts at crime prevention and detection must interact with various agencies of Socio-economic development, including health, education and social services. The role of the police, being the first point of public contact, assumes pivotal importance. It is therefore, important to consider police culture and the measures required to achieve police effectiveness. Introduction Police Effectiveness and Culture 2.8. Police culture usually consists of individuals and collective values of police officials with regard to performance of their duties, their socialization circles and perceptions in a peculiar social environment. 2.8(a) A general perception is that police officials generally tend to exceed the limits imposed on them by law. The police reaction is affected by the relative importance of various problems for them. In a class-ridden society, the poor, the indigent and the people without approach suffer the most. Hence there is a need to revamp police thinking presenting an image of dealing every one with fairness and justice. Balochistan province consists of vast area i.e. 45 % of the country but the lowest in population scattered in vast area of the Province. One police man is available for each 250 persons. Thus, it is difficult for the police to promptly get the required results without utilizing multiple recourses. 2.8(b) Keeping all these factors in view, we emphasized that the performance of every police official would be judgment by the respect of law abiding citizens gained by him by dint of his honest, selfless and devoted service “Truth” integrity and service is the motto assigned to the Balochistan Police for the year 2006 by ensuring free registration of cases, prompt redressal of public complaints by ensuring police access to the disadvantaged segments of society, interaction with the community through police participation in sports, recreational activities and social reconstruction endeavors. CHAPTER NO.3 HUMAN RESOURCES Human Resources Personnel 3.1 After the dissolution of One Unit Balochistan Provincial Police came into being on 1st July 1970. All crime went on increasing from 1997 to 2000 as total 5901, 6606, 5950 and 7444 cases were reported in the 4 years respectively while it went downward / decreased in 2001 and 2002 as 6475 cases and 5763 cases were reported. Then in 2003 it went up ward and kept on increasing upto 2006 as 6003, 6092, 6971 and 8145 cases were reported in the next 4 years respectively. ( see table at Annex:4-1) Crime against persons 4.1(i) In 1997 under this head 1933 cases were reported that went upward to 2318 with an increase of 385 cases in 1998. In 1999 it decreased to 2165 against 2318 cases while again increased to 2295 cases in 2000. Then again crime went down ward to 2203 in 2001 and to 1966 cases in 2002. After 2002, crime kept increasing consecutively since 2003 from 2079 cases to 3054 cases in 2006 which are the highest figures during the last 10 years period crime. Crime under sub head murder remained at lowest i.e. 187 cases in 2003 and at the highest in 2006 as 341 cases were reported during the last 10 years. Similarly, crime under sub head attempt to murder, grievous simple hurt, hurt, rioting, assault on public servants, kidnapping/abduction remained on increase during the last 10 years and kidnapping for ransom during the last 2 years. However, crime under head child lifting decreased. Crime against property 4.1(ii) Crime remained at lowest in 2004 as 1060 cases were reported and at the highest in 2006 while 1615 cases were reported. Crime kept decreasing from 1384 in 1999 to 1060 cases in 2004. Then again crime increased in both the last 2 years when 1314 and 1615 cases were reported. Crime Scenario in Balochistan Crime under sub-head Highway Dacoity kept increasing from 4 in 2003 to 6, 15 and lastly 16 cases reported in 2006. However, under subhead Bank Dacoity it decreased to zero when no case was reported during the last 7 years. During the last 10th year i.e. 2006, crime under sub-head Other Dacoity was at the highest when 55 cases were reported during the year 2006. Crime under sub-head Highway, Bank and Petrol Pump Robbery remained under fluctuation and no particular change occurred. Under subhead Other Robbery the highest crime was in 1999 and 2006 while 146 cases were reported. Crime under sub-head Motor Vehicle Theft remained on increase during the last 2 years i.e. 2005 and 2006. Miscellaneous 4.1(iii) During the last 10 years crime under head miscellaneous offences remained in fluctuation as 752 cases in 1997, 809 in 1998 and 1123 in 1999 were reported while it went downward in 2000 when 977 cases and in 2001 650 cases were reported. Again crime went up in 2002 which kept on increasing till 2006 when 1018 cases were reported. Accidents 4.1(iv) Similarly, Fatal and Non-fatal Accidents remained at the highest in 2004 and 2006 as 310 and 335 cases were reported. Crime under head fatal accident remained at the lowest in 2001 when 103 cases were reported while under head non-fatal accidents remained lowest in 1999 when 212 cases were reported. Crime Scenario in Balochistan Local & Special Laws 4.1(v) Under sub-head Prohibition Ordinance the highest detection of crime was in 2001 when 802 cases were detected and thereafter it went down ward upto 2006 when 405 cases were detected. However, detection under sub-head Arms Ordinance went upward during the year 2005 and 2006 when 621 and 649 cases were detected. Detection under subhead Other Local & Special Laws remained at the highest in 2000 when 1004 cases were detected and it remained on decrease from 2001 to 2005 and then again increased in 2006 when 801 cases were detected. General view (2005-2006) 4.2 Total reported crime during the year 2006 shows increase of 1174 cases as 8145 cases were reported during the year under report as compared to 6971 cases reported during the corresponding year i.e. 2005. With the passage of time, the population is increasing as well as conversion of "B" area into police area has its ultimate effect on crime increase. During the year 2006 detection of cases remained 73 % as out of 8145 cases, 5923 cases were detected as against 83 % as out of 6971 cases 5781 cases were detected during the corresponding year i.e. 2005. ( see table at Annex:4-2) Crime against persons. 4.2(i) Crime against persons increased by 20 % during the year 2006 as 3054 cases were reported against 2539 cases during the corresponding year 2005 which shows increase of 515 cases under heads murder, attempt to murder, grievous hurt, simple hurt, rioting and kidnapping / abduction during 2006. The detection was 78 % as out of 3054 cases, 2389 cases were detected against 90 % as out of 2539 cases 2273 cases were detected. Crime Scenario in Balochistan Murder 4.2(ii) Total number of murder cases was 341 during the year under report as compared to 303 cases reported in corresponding year-2005 which indicates increase of 38 cases i.e. 13 %. Attempt to murder 4.2(iii) Under head attempt to murder total 358 cases were reported during the year 2006 against 303 cases during the corresponding year 2005 with an increase of 55 cases i.e. 18 %. The crime against persons is usually result of complex Social economic factors beyond the control of law enforcing agencies nevertheless preventive measures in areas pertaining to old enmity, tribal feuds and 'B' area which promotes tribalism/feudalism apprehension of dangerous proclaimed offenders resolution of inflammable petty disputes, pro-active policing in tension ridden localities and augmentation of vigilance against possible pro-active religious/sectarian tendencies do effect the crime under this head. Kidnapping/kidnapping for ransom 4.2(iv) Under head kidnapping total 147 cases were reported during the year 2006 as against 91 cases reported in corresponding year 2005 which shows an increase of 56 cases i.e 62 %. Crime also increased under head kidnapping for ransom as 14 cases were reported during the year 2006 against 9 cases in 2005 showing an increase of 5 cases 56 %. Rape/gang rape 4.2(v) Under head Rape/Zina total 57 cases were reported during the year 2006 as against 65 cases reported during the corresponding year 2005 with a decrease of 8 cases i.e. 12 % while under head Karokari 36 cases were reported during the year under report as against 60 cases Crime Scenario in Balochistan reported during the corresponding year which indicates decrease of 24 cases i.e. 40 % that is the result of legislation against the act of Karokari. However, no case under head gang rape was reported during the years 2005 and 2006. Crime against property. 4.3 Under head crime against property total 1615 cases were reported with an increase of 301 cases i.e. 23 % in 2006 as 1314 cases were reported during the corresponding year 2005. Total stolen property was worth Rs:22,69,06,074/- and the property recovered was worth Rs:8,57,77,450/- i.e. 38 % during the year 2006 as against stolen property worth Rs:11,70,56,537/- and the recovered property was worth Rs:4,16,28,602/- i.e. 36 % during the corresponding year 2005. During the year 2006 the detection rate was 48 % as out of 1615 cases 770 cases were detected as against 57 % as out of 1314 cases 754 cases were detected. Dacoity 4.3(i) Under head Dacoity total 72 cases out of which under sub-heads highway dacoity 16 cases, petrol pump dacoity 1 and other dacoity 55 cases were reported during the year 2006 as against total 44 cases out of which under sub-heads highway dacoity 15 cases and other dacoity 29 cases were reported during the corresponding year 2005 which shows an increase of 28 cases i.e. 64 %. Total stolen property was worth Rs:1,10,75,527/- and recovered property was worth Rs:22,00,000/- i.e. 20 % during the year 2006 as against stolen property worth Rs:56,91,570/and the recovered property was worth Rs:5,73,010/- i.e. 10 %. Crime Scenario in Balochistan Robbery 4.3(ii) Similarly, under head Robbery total 154 cases out of which under sub heads highway robbery 5, bank robbery 1, petrol pump robbery 2 and other robbery 164 cases were reported during the year 2006 as against total 130 cases out of which under heads highway robbery 2 and other robbery 128 cases were reported during the year 2005 which indicates an increase of 24 cases i.e. 18 %. Total stolen property was worth Rs:2,80,28,208/- and the recovered property was worth Rs:52,35,330/i.e. 19 % during the year 2006 as against stolen property was worth Rs:67,63,550/- and property recovered was worth Rs:7,32,620/- i.e. 11 % during the corresponding year 2005. Burglary 4.3(iii) Under this head 219 cases were reported during the year 2006 as compared to 205 cases registered during the corresponding year 2005 which shows an increase of 14 cases i.e. 7 % while stolen property was worth Rs:1,67,57,044/- during the year 2006 and the recovered property was worth Rs:7,02,331/- i.e 4 % during the year 2006 as against stolen property was worth Rs:1,55,49,841/- and the recovered property worth Rs:10.89,729/- i.e. 7 % during the corresponding year 2005. Auto theft 4.3(iv) Total 631 cases of Auto theft/snatching were reported during the year 2006 as compared to 437 cases were reported during the corresponding year 2005 which indicates an increase of 194 i.e 44 %. Total stolen property was worth Rs:14,54,12,600/- and the recovered was worth Rs:7,13,82,429/- i.e. 49 % during the year 2006 as against stolen property was worth Rs:9,25,09,219/- and the recovered property was worth Rs:3,91,56,000/- i.e. 42 % during the corresponding year 2005. Crime Scenario in Balochistan Cattle theft 4.3(v) Under this head total 101 cases were reported during the year 2006 as against 102 cases were reported during the corresponding year 2005 with a difference of (-1). Stolen property was worth Rs:44,04,500/and recovered property was worth Rs:10,41,000/-i.e. 24 % as against stolen property was worth Rs:37,10,700/- and recovered property was worth Rs:18,72,700/- i.e. 50 % during the year 2005. Other theft 4.3(vi) Under this head total 370 cases were reported during the year 2006 as compared to 310 cases reported during the corresponding year 2005 which shows increase of 60 cases i.e. 19 %. Property stolen was worth Rs:2,12,28,195/- and recovered property was worth Rs:52,16,360/i.e. 25 % as against stolen property was worth Rs:65,50,219/- and recovered property was worth Rs:11,37,526/- i.e. 17 % during the corresponding year 2005. Miscellaneous 4.4 Under this head 1018 cases were reported during the year 2006 as against 919 cases were reported during the corresponding year of 2005 which shows an increase of 99 cases which reflects better police performance. Traffic accidents 4.5 Under head fatal accident 221 cases were reported during the year under report while 212 cases reported during 2005 showing an increase of 9 cases. Similarly under head non-fatal accident crime increased by 60 cases as 335 cases reported during the year 2006 against 275 cases during the year 2005 Crime Scenario in Balochistan Local & special laws 4.6 During the year 2006, 1902 cases were reported under head local & Special Laws as against 1709 cases registered in 2005 thereby showing an increase of 193 cases i.e. 3 % improvement in performance under head Local & Special Laws. During the year 2006, the detection rate was 83 % as out of 1902 cases 1574 cases were detected as against 91 % as out of 1709 cases 1553 were detected during the corresponding year 2005. Capital City Quetta 4.7 Since, Quetta is the Capital City and the biggest city of Balochistan Province the crime of this district is at the highest as compared to the crime of other districts of Balochistan. During the year 2006 all reported crime of Capital City Police was 3120 cases with an increase of 366 cases as against 2754 cases reported during the corresponding year 2005. The highest crime was under head crime against persons i.e. 1164 cases reported during the year 2006. The next highest crime was crime against the property i.e. 642 cases. Crime against persons 4.7(i) During the year 2006 total 1164 cases were reported with an increase of 150 cases against 1014 during the corresponding year 2005. Crime increased under sub-heads Murder 10, attempt to murder 3, simple hurts 67, rioting 50, assault on public servant 16 and kidnapping/abduction 10 cases, while it decreased under sub-heads grievous hurts 4, kidnapping for ransom 1, child lifting 2 and rape/zina 27 cases, during the year under report. Crime Scenario in Balochistan Crime against property 4.7(ii) During the year under report total 642 cases were reported with an increase of 69 cases against 573 cases reported during the corresponding year 2005. Crime increased under sub-heads bank robbery 1, petrol pump robbery 1, other Robbery 5, Car theft 6, car snatching 8, motorcycle theft 30, Motor Cycle snatching 24, other motor vehicle snatching 13 cases while crime decreased under sub-heads other dacoity 1, burglary 13 cases during the year under report. Miscellaneous 4.7(iii) During the year under report crime under head miscellaneous increased by 20 cases as 362 cases were reported which also includes the detection by the police against 342 cases reported during the corresponding year 2005. Traffic accidents 4.7(iv) During the year 2006 fatal accidents decreased by 24 cases as 64 cases were reported against 88 cases in 2005 while non-fatal accidents increased by 8 cases as 143 cases were reported in 2006 against 111 cases during the corresponding year 2005. Local & special laws 4.7(v) During the year 2006 detection increased by 85 cases under sub- head Arms Ordinance and by 52 cases under sub head other Local & Special Laws as 214 cases and 402 cases during 2006 were detected against 129 and 350 cases during the corresponding year 2005. Crime Scenario in Balochistan Northern Region (Loralai Reg:) 4.8 In Northern Region, during the year 2006, total 995 cases were reported with an increase of 168 cases against 827 cases during the corresponding year 2005. The highest crime in this Region was reported 418 cases in Pishin District and the lowest in Zhob District where 185 cases were reported. In all 3 districts crime went up by 108 cases in Pishin, by 48 in Loralai and by 12 cases in Zhob District. Similarly, under head property crime increased in all districts by 19, 18 and 6 cases respectively. Over all detection under Local & Special Laws increased by 18 cases during the year under report. Crime against persons 4.8(i) In this region total 453 cases were reported in 2006 against 360 cases during the corresponding year 2005 with an increase of 93 cases i.e.26 %. Crime against property 4.8(ii) Under this head 154 cases were reported in 2006 against 89 cases in 2005 with an increase of 65 cases i.e. 73 %. During the year 2006, property stolen was worth Rs:2,47,20,814/- and recovered worth Rs:1,24,68,570/- i.e. 50 % against property stolen worth Rs:40,86,913/and recovered worth Rs:16,26,304/- i.e. 40 % during he corresponding year 2005. Miscellaneous 4.8(iii) 103 cases were reported during the year 2006 against 115 cases in 2005. The crimes decreased under this head by 12 cases i.e. 10 %. Crime Scenario in Balochistan Accidents 4.8(iv) Under head fatal accidents crime increased by 5 cases as 19 cases were reported in 2006 against 14 in 2005 while under head nonfatal accidents crime decreased by 1 case as 28 cases were reported in 2006 against 29 cases in 2005. Local & special laws 4.8(V) During the year 2006, 238 cases were reported against 220 cases in 2005 with as increase of 18 cases i.e. 8 %. Central Region (Khuzdar Reg:) 4.9 Central Region is the biggest Region of the Balochistan Police as it consists of 5 districts with its Regional Headquarter at Khuzdar. The appraisal of regional crime shows total 1583 cases with an increase of 486 cases i.e. 31 % reported during the year 2006 against 1098 cases reported during the corresponding year 2005. The highest crime i.e. 496 cases in Central Region was reported in Lasbela district and the lowest crime i.e. 192 cases reported in Kalat district during the year 2006. Crime against persons 4.9(i) As compared to other heads of crime biggest increase of 219 cases i.e. 59 % took place under head crime against persons as 591 cases were reported in Central Region during the year 2006 against 372 cases reported in 2005. Crime Scenario in Balochistan Crime against property 4.9(ii) Crime also increased by 86 cases i.e. 43 % under head crime against property (particularly under heads Motorcycle snatching, other motor vehicle theft, other motor vehicle snatching, cattle theft and other theft) against 191 cases registered in 2005. During the year 2006, property stolen was worth Rs:6,64,29,637/- and recovered worth Rs:37,41,9,610/- i.e. 56 % against property stolen worth Rs:1,798,6,997/and recovered worth Rs:83,39,613/- i.e. 46 % during the year 2005. It shows improvement in recovery during year under report Miscellaneous 4.9(iii) Crime under head Miscellaneous offences increased by 75 cases i.e. 68 % as 185 cases were reported in 2006 against 110 in 2005. Local & special laws 4.9(iv) Crime increased by 28 cases i.e 10 % under head Local & Special Laws during the year 2006 as 305 cases were reported against 277 cases in 2005. Both the above heads i.e. Miscellaneous offences and Local & Special Laws include the detection of crime by the Police. Southern Region (Gawadar Reg:) 4.10 In this Region, total 837 cases were reported during the year 2006 as against 680 cases during the corresponding year 2005 showing an increase of 156 cases i.e. 23 %. The biggest crime was reported in Turbat district i.e. 430 cases and the lowest in Panjgoor district i.e. 160 during the year under report. Crime Scenario in Balochistan Crime against persons 4.10(i) Under head crime against persons 264 cases were reported in 2006 against 245 in 2005 which shows an increase of 19 cases i.e. 8 %. Crime against property 4.10(ii) Under head property 156 cases were reported in 2006 against 114 cases in 2005 thereby showing an increase of 42 cases i.e. 37 %. During the year 2006 property stolen was worth Rs:1,36,82,737/- and 30,55,660/- i.e. 22 % against property stolen worth Rs:43,20,370/recovered worth Rs:3,61,240/- i.e. 8 % during the year 2005 which also shows improvement in recovery. Miscellaneous 4.10(iii) 147 cases in 2006 were reported against 114 in 2005 which shows an increase of 33 cases i.e. 29 %. Local & special laws 4.10(iv) 230 cases were reported in 2006 against 180 cases in 2005 with an increase of 50 cases i.e. 28 % Eastern Region (Sibi Reg:) 4.11 In this Region total 1586 cases were reported during the year 2006 against 1579 cases in 2005, showing nominal increase of 7 cases. On appraisal of the regional crime for the year 2006, crimes increased under head crimes against persons by 34, under head property by 7, under head accidents by 3 while decreased under head Miscellaneous by 3 and under Local & Special Laws by 24 cases. Over all crime situation remained normal in this region. Crime Scenario in Balochistan Crime against persons 4.11(i) Under head crime against persons 582 cases were reported in 2006 against 548 in 2005 with an increase of 34 cases. Crime against property 4.11(ii) 310 cases were reported in 2006 against 303 cases in 2005 thereby showing an increase of 7 cases. During the year 2006, property stolen was worth Rs:3,10,81,703/- and recovered worth Rs:10,97,40,00/i.e. 35 % against property stolen worth Rs:1,80,59,524/- and recovered worth Rs:78,25,415/- i.e 43 % during the year 2005 Miscellaneous 4.11(iii) 212 cases in 2006 were reported against 219 in 2005 with a decrease of 7 cases in 2006. Accidents 4.11(iv) Under head fatal accidents 40 cases were reported in 2006 against 49 cases in 2005 showing a decrease of 9 cases while under head non-fatal accidents 71 cases were reported in 2006 against 65 in 2005 with an increase of 6 cases. Local & special laws 4.11(v) 371 cases were reported in 2006 against 395 cases in 2005. It shows a decrease of 24 cases under this head. Crime Scenario in Balochistan All regions comparative crime 4.12 Out of all the 5 Regions the highest crime was reported in Capital City Police Quetta with an increase of 366 cases as 3120 cases were reported during the year 2006 against 2754 in 2005 while the second highest crime was reported in Sibi Region as 1586 cases were reported in 2006 against 1589 in 2005 with an increase of 7 cases. The lowest crime was reported in Gawadar Region i.e. 837 cases reported in 2006 against 680 cases in 2005 with an increase of 157 cases. The highest increase in 2006 took place in Khuzdar Region as 583 cases were registered against 1098 cases with an increase of 486 cases. Disposal of cases 2005-1006 4.13(i) During the year 2005, total 6971 cases were reported, 6959 admitted, 16 cancelled, 206 filed as un-traced, 1172 under investigation, 5577 were challaned out of which 2180 convicted, 1919 acquitted and 1478 are pending trial in the courts against 8145 cases were reported during the year 2006, 8127 admitted, 18 cancelled, 157 filed as un-traced, 2191 under investigation and 5779 were challaned out of which 1648 convicted, 1200 acquitted and 2931 are pending trial in the courts. The highest stolen property is of Capita City Police i.e. worth Rs:90991183/- with recovery of 24% during the year 2006, and the rate of recovery went down as compared to 36% in 2005. The lowest stolen property is of Southern Region i.e. worth Rs:13682737/- but the rate of recovery is only 22% during the year under report which is not good one. However, the stolen property during the year 2006 of Central Region Khuzdar is the second highest i.e. worth Rs:66429637/- but the recovery of stolen property is worth Rs:37419610/- i.e. 56% which is the highest rate of recovery. Similarly, during the year under report the rate of recovery of Northern Region Loralai is 50% as out of the stolen property worth Rs:24720814/- the recovered property is worth Rs: 12468570/-. The rate of recovery of stolen property by Capital City Police, Zhob, Khuzdar, Lasbela, Chaghi, Gawadar, Panjgoor and Naseerabad is non satisfactory and require special attention of the Concerned. Crime Scenario in Balochistan Auto theft 4.14(i) During the year 2005, 82 cars were stolen and 13 recovered against 88 stolen and 8 recovered the year 2006 while in 2005 99 motorcycles were stolen and 19 recovered against 147 stolen and 19 recovered. During 2005 50 other vehicles were stolen and 14 recovered against 56 stolen and 11 recovered. Theft increased in all 3 heads in 2006. Auto snatching 4.14(ii) During the year 2005, 20 cars were snatched and 9 recovered against 42 snatched and 19 recovered in the year 2006 while in 2005, 129 were snatched and 31 recovered against 205 snatched and 48 recovered. During 2005, 57 other vehicles were snatched and 22 recovered against 93 snatched and 33 recovered. Snatching increased in all 3 heads in 2006. 4-14(iii) District wise cars stolen/recovered 4-14(iv) District wise cars snatched/recovered 4-14(v) District wise motorcycles stolen/recovered 4-14(vi) District wise motorcycles snatched/recovered 4-14(vii) District wise other vehicles stolen/recovered 4-14(viii) District wise other vehicles snatched/recovered Proclaimed offenders 4.15 The previous balance in the beginning of the year 2005 was 3018 POs, 72 were added, 83 arrested, 7 struck off, 6 died with a balance of 2994 Pos in the beginning of year 2006. During the year 2006, 116 Pos were added, 144 arrested, 252 struck off, 2 died and 2712 POs were in balance at the end of the year. Crime Scenario in Balochistan District-wise break-up of POs 4.15(i) Out of 2712 POs, 1142 are of Jaffarabad district which is the highest number and then Capital City Police Quetta that have 980 POs while Kech district has only 9 POs which is the lowest number. Military deserters 4.15(ii) The previous balance in the beginning of the year 2005 was 1178 MDs, 11 were added, 2 arrested, 15 struck off and 20 rejoined with a balance of 1152 MDs in the beginning of the year 2006. During the year 2006, 159 were added, 2 arrested, 87 struck off and 4 rejoined with a balance of 1298 at the end of the year under report. Preventive action taken 4.15(iii) During the year 2006, preventive action against total 2951 persons was taken. Out of 2951 persons preventive action was taken u/s 107/151 Cr.PC against 2601 persons, u/s 109 against 317 and under M.P.O against 30 persons as compared to total 3941 persons in 2005. Out of 3941 persons action was taken u/s 107/151 Cr.PC against 3344 persons, u/s 109 against 576 and under M.P.O 20 persons. CHAPTER NO.5 PUBLIC ORDER Public Order Challenges 5.1 Since, the establishment of Indian consulates in Afghanistan alongwith the Pakistan borders sabotage activities in Balochistan Province have increased which needs close watch on Pak-Afghan Border to prevent the entry of anti-social/state elements as well as pouring of illicit weaponry from across the border. The anti mega projects nationalist elements are expected to continue their subversive activities by harassing the people and settlers in particular by target killings and throwing hand grenades and explosive devices in their houses. The ongoing operation by the allied forces in Afghanistan will have ultimate bad affects on crime situation in Balochistan Province. Moreover, the death of Nawab Akbar Bugti during army operation in Dera Bugti/Kohlu area evoked re-action in Baloch Nationalists of the Province who from time to time do rocket firing, bomb explosions and bowing up gas pipe line, electric poles and railway tracks which will continue for some time. Response 5.2 It is fact that poverty illiteracy, social injustice are the most basic causes that generate crime in a society and disturb the peaceful social atmosphere. With the passage of time modern scientific development have also played important role in crime increase with new modus operandi. The criminals are generally well equipped with sophisticated weapons, have better transport and other resources for utilizing in commission of offences. They are generally supported/harboured by the socio-political hierarchy of the local area and are utilized for keeping the Public Order hegemony and intimidating the opponents. Even youths belonging to well to do families due to improper look-after/attention of their parent, are involved in heinous crime for one or the other reason. Irony is this that the media encourage the crime and criminals by projecting a clever and cunning criminal as innocent/law abiding peaceful citizen publicize them and condemn police by depicting the criminals as the victims of so-called atrocities. Moreover, knowingly a person a clear criminal the advocacy by the lawyers resulting acquittal of the accused encourages the crime and criminals which is taking the society towards an alarming situation. The set goal i.e. the rule of law cannot be achieved and a stable peaceful society cannot be established until cooperation with law enforcing agencies is extended by the people. Any strategy adopted by the law enforcing agencies particularly by the police would be a failure until the sense of responsibility is created among the general public and the law enforcing agencies. Spirit of serving the people and cooperation between the police and the people are the basic needs of the time to effectively combat the criminals. The media can go a long way in achieving the objective of depriving a criminal of the undue support he gets from various sources. This can be done by making the police-people friendly, thereby facilitating a voluntary flow of information from the public, community policing, interaction with cross sections of society, victims support schemes, a sound media policy, as it is the fourth pillar of defence of the country, campaign for the awareness of masses and close contact with different religious/local organizations thereby persuading them to disown the criminal elements in their folds. Public Order Public order 5.3 During the year 2006, law & order situation remained fully under control through out the province. The activities of political parties, students community, labour and religious circles continued peacefully as usual. The opposition political parties took out protest processions/rallies over the uniform issue of the president of Pakistan and to press for the dissolving the assemblies and holding general election. The religious festivals were observed peacefully. No particular labour/students activities were observed. However, the anti development nationalists continued opposition of the mega projects in pipe line in Balochistan Province particularly the construction of Gawadar deep sea-port as the non-locals i.e. Punjabis would come to Gawadar and thus the Baloch population will be converted into minority on the costal belt of Balochistan Province. The following important events took palace during the year 2006, i. Death of Nawab Akbar Bugti during Army Operation in Dera Bugti / Kohlu area evoked reaction in JWP affiliated and nationalist circles in the province. On 26-8-2006, watching T.V news flashes regarding the killing of Nawab Akbar Bugti the nationalist students got out raged took to the streets, committed vandalism in front of Balochistan University on Sariab road and in Bolan Medical College Quetta, and damaged public private property who were retaliated by police shelling. On 29-8-2006 (13000/ 14000) persons offered Ghaibana Namaz-e-Janaza in Ayub Stadium Quetta. After Namaz-e-Janaza the mob vandalized, broken window panes in the Stadium and also damaged the shops and Government property on Jail Road Quetta. The nationalists and party workers / members also expressed their resentment in different parts of the province. It was followed by some incidents of target killing and throwing hand grenades in the houses of settlers to harass them. Some incidents of blowing up railway track, gas pipe lines and electric poles also took place. However, the situation remained in control. Public Order ii. On 26-07-2006, an unknown armed bandit entered the bungalow of Mian Maqbool Ahmed Rahbar Principal Cadet College Mastung and assassinated him by resorting to firing with Kalashnikov and fled away from the spot. The murder of Principal Cadet College Mastung was indeed a matter of grave concern for the government. Case was registered with Police Station Mastung and investigated by the Crimes Branch. After hectic efforts, the case was worked out and the real culprit who was a terrorist was arrested and weapon of offence also recovered. The accused Ghulam Sarwar Sumalani was booked who is waiting for his fate in the court of law. iii. On 29-0-2006, minor Shagufta Paracha hardly 10 years of age was kidnapped by unknown culprits from Fatima Jinnah Road, Quetta while she went to a shop for buying sweet. It created sense of insecurity among the people followed by taking out protest processions which became a routine. The kidnapping incident was so publicized through electronic/press media that it attracted the world electronic media also. It became a challenge case for the police. On 28-05-2006, her dead body was recovered from an un-trodden portion a Railway bungalow on Jinnah Road, Quetta. Crimes Branch professionally carried out investigation and worked out the case. The real culprit Ghulam Murtaza alias Goga was traced out and arrested who confessed before the court the abduction of Shagufta Paracha, out raging her modesty and then brutally murdering her. The weapon of offence was recovered and all relevant evidence were brought on record, the accused was challaned to the court where he was tried and awarded death sentence. CHAPTER NO.6 ORGANIZED CRIME Organized Crime Terrorism Bomb blasts 6.1(i) During the year 2006, 237 cases of bomb blast were reported as against 104 cases reported during the corresponding year 2005 which reflects increase of 123 cases which was the result of the insurgency by the Baloch Nationalists. During the year 2006, 52 persons were killed and 298 injured against 67 killed and 288 injured during the year 2005. Rocket firing 6.1(ii) Similarly, 48 cases of rocket firing were reported during the year 2006 as compared to 26 cases reported during the corresponding year i.e. 2005 which indicates increase of 22 cases. As a result of rocket firing in 2006, 3 persons were killed and 22 injured against nil person was killed and only 2 persons were injured in 2005. During the year 2006, 18 terrorist were arrested and booked. Sectarianism 6.2 During the year 2006 only one case of sectarian terrorism was reported as against 8 cases during the corresponding year 2005 with a decrease of 7 cases. During the year 2006 only one person was killed and nil injured against 8 persons were killed and nil injured in 2005. During the year 2006, 6 sectarian terrorist were arrested and booked. Narcotics 6.3 Pakistan is marked as one of the main supplier of narcotics particularly heroin and Charras. Most of these drugs are cultivated and processed in the border areas of Afghanistan. Heroin grade poppy is not grown in Balochistan, however, it is known to be a conduit for Organized Crime consignments/ coming from the North on way to Karachi, the coastal area of Mekran and Iran as well as India for onward journey through land, sea, air routes to abroad. The Chaghi area of Balochistan and districts Quetta and Pishin are reportedly the centers from where the drug barons operate and there are also reports about processing facilities along the Pak-Afghan border Frontier Corps, Customs and PNCB have been quite active in these areas and effected recoveries of substantial quantities. Being in modern age the entire world is much worried at the hands of narcotics and the drug mafia is spread all over the world. From minor to the youth and then the old have become addict in large number and are leading life in miserable condition, their families also are equally effected of it. Despite, world wide efforts made to control narcotics trafficking and a huge amount have been spent for this purpose yet the required results have not been achieved as so many countries are still producing narcotics openly/clandestinely. To control this menace the Government of Pakistan has promulgated the law of Control on Narcotics Substance Act 1997 by which the basic responsibility to fight against this menace is of Anti Narcotics Force. However, being a Law Enforcing Agency Balochistan Police is playing its effective role in fighting against this menace. Share of Balochistan Police against this menace in 20052006. During the year 2006, Balochistan police recovered 3036.679 KGs: Charras against 1407.167 KGs: Charras during the corresponding year 2005, there by showing an increase of 1629.512 KGs: i.e. 116%. 220 KGs: opium was recovered during 2006 against 128.093 KGs: in 2005. However, recovery of liquor decreased during the year 2006 as compared to 2005. Organized Crime Gun running 6.4 Gun running in its present dimension is said to be the result of the Russian Intervention in Afghanistan, as a large quantity of sophisticated arms including automatic rifles, rocket launchers, grenades, missiles, antiaircraft guns and artillery were supplied to the Afghan Mujahideen for Jehad and liberation. It started getting re-cycled to Pakistan for various reasons due to unscrupulous elements within Afghan Mujahideen as well as Pakistani personnel in different agencies by which illicit arms/ammunition got spread all over the country having disastrous consequences. Besides, the refugee camps became dumps for such illicit weapons and free sale and purchase of illicit weapons became common in the suburbs of camps. At present Balochistan Province is being effected of gun running by the present warring situation in Afghanistan also. Share of Balochistan Police in detection/recovery of illicit weapons during the year 2005-2006. Human trafficking 6.5 The problem of human smuggling is a global phenomenon. Causative and augmenting factors in developing countries include poverty, conflicts, social, political and legal issues. Globalization and improved communication have magnified the speed, magnitude and geographical coverage of human trafficking. Balochistan’s remotes arras such as Mand Belo in Mekran areas have been affected. The usual modus operandi is that persons from the village/city are taken to a designated location which is used by traffickers to shift to a central location where the persons from different areas assemble prior to moving towards the ultimate destination. To curb this menace the Federal Government of Pakistan promulgated Human Trafficking Ordinance on 3rd October, 2002 and the F.I.A was entrusted the over all responsibility to chalk out plan to curb this menace with iron hands and thus Anti Trafficking Units in all the four provinces Organized Crime were established. Balochistan Police with its Anti Trafficking Unit have its share in controlling the Human Trafficking to abroad through its borders with Iran. Balochistan Police has been playing its role on the following lines: Balochistan Police is committed to assist and help FIR in arresting i. the agents, sub agents and facilitators in Mand Belo, Gawadar and Quetta. Balochistan Police itself is also taking action against the Afghan and ii. Bengalis under Foreigner’s Registration Act. Moreover, Balochistan Police is providing security to FIA in detaining the deportees, help transport and help transport them back to their countries. Crimes Branch has been functioning supervised by the Senior Superintendent of Police. The entire strength of this branch is posted on deputation basis from other police districts/units for a period of 3 years. The Investigation Staff of this branch is highly experienced and professional dedicated towards their profession leaving good impacts on the people for which they prefer to get their cases transferred to Crimes Branch for investigation to their best satisfaction. The investigation of high profile, complicated and technical cases is transferred to this branch from other police districts and Levies areas for further investigation. Investigation teams have been constituted to investigate these cases. Besides, this branch also detects crime throughout the province and registers FIRs with Police Station Crimes Branch. (see in Annexures) On 26-7-2006, at 09:20 pm, an unknown armed culprit with muffled face entered the bungalow and assassinated Mian Maqbool Ahemad Rahbar, Principal Cadet Collage Mastung, by resorting to firing, while he was sitting alongwith his family in the lawn. As it was a high profile blind murder case investigation was transferred to Crime branch. Crimes Branch took the investigation as a challenge. With the consecutive tiring efforts of 5 months Crimes Branch traced out and nominated the culprit by name Ghulam Sarwar Sumalani involved in the offence. On confirmation of his presence in his house at Azizabbad Mastung a raid was conducted and after armed resistance the assassinator was over powered while fleeing away from the Specialized Police Units house. On his pointation weapon of offence Kalashnikov was recovered and after completion of investigation the culprit was booked who has been facing trail in the court of law. ii. On 05-07-2005, on the report of Muhammad Rafique that his two young sons namely Muhammad Akbar & Muhammad Azam were missing who were wrongfully confined by unknown culprits, FIR No.84/2005 u/s 342, 34 PPC was lodged with Police Station Saddar Loralai. On the application by the complainant the honorable High Court of Balochistan ordered transfer of investigation to Crimes Branch. Crimes Branch staff professionally worked on this high profile blind case and succeeded to nominate the real culprits, a well planed raid was conducted at Loralai. The Crimes Branch raiding party took action so fast that the armed accused namely Noor Ullah and Daulat Khan were arrested alongwith illicit weapon with out providing them the opportunity of armed resistance. During interrogation they admitted the commission of offence and the dead bodies of two brothers assassinated and thrown in two different Deep Karezis were recovered on the pointation of the culprits from Loralai area after a great search. iii. On 29-03-2006 a lovely innocent minor Shagufta Paracha hardly 10 years of age was kidnapped by unknown culprits while she went from her house to a shop at Fatima Jinnah road Quetta to purchase some sweets. After fruitless search case vides FIR No. 62/2006 u/s 363 PPC was registered with City Police Station, Quetta. The occurrence of kidnapping of the minor evoked a bitter re-action among the people followed by protest processions inside the Pakistan and was also publicized through foreign electronic media. Investigation of this high profile case was transferred to Crimes Branch. Crimes Branch Investigation Staff with its day and night efforts utilizing professional skills worked out the case and un-earthed culprits Ghulam Murtaza alias Gaga and arrested him, who confessed the abduction, Specialized Police Units commission of rape and then brutally murdered minor Shagufta Paracha with a dagger and threw her dead body in an un-trodden bungalow at Jinnah Road Quetta. The rickshaw by which he abducted her and weapon of offence dagger were also recovered. The blood stained articles were got chemically examined through the Forensic Since Laboratory. Positive report was received. The accused was tried and convicted with death sentence by the court of law. Gangs involved in highway robbery/dacoity busted by Crimes Branch - 2006 Gang No.1 i. Muhammad Hanif s/o Muhammad Anwar caste Marri alias Hanif Raisani r/o Abdullah Street material nephew of Wadood Raisani. ii. Nasurllah s/o Maulvi Musa Khan caste Raisani r/o western by pass Killi Raisani Sariab Road Quetta. iii. Muhammad Waris alias Babul s/o Qadir Dad caste Lehri r/o Arif Hospital Burma Hotel Sariab Road Quetta. The above accused were arrested and during interrogation they admitted commission of 7 robbery/dacoity incidents on Quetta Jaccobabad National Highway. They also disclosed the following as their gang members: - a. Farhan s/o Safar Khan caste Raisani r/o Mithri. b. Tanveer s/o Abdul Karim caste Raisani r/o Mithri. c. Zaheer Ahmed s/o Allah Rakha caste Raisani r/o Mithri. d. Shahid s/o unknown. e. Katta Khan s/o unknown. Specialized Police Units Gang No.2 On 07-10-2006, the following suspects were arrested by the Mastung Police and shifted to Crimes Branch for interrogation: i. ii. iii. Saifullah Raisani Murtaza Machhi. Khurram Raisani. During interrogation Saifullah was broken who admitted commission of 9 incidents of vehicle/motorcycle theft/snatching alongwith his gang members on Quetta-Mastung Highway. Out of 9 incidents 3 were confirmed from the concerned police station and the remaining were not reported to police as the snatched/stolen vehicles/motorcycles were unregistered. Gang No.3 On 14-11-2006 to 18-11-2006, the following suspects apprehended by Mastung Police were handed over to Crimes Branch for interrogation: i. Aurang Shah ii. Nasrur-ud-Din iii. Khair-ud-Din iv. Rehmatullah v. Ghulam Muhammad vi. Ghulam Nabi Bangulzai During interrogation by Crimes Branch Aurang Shah was broken who disclosed commission of 8 incidents of vehicles/motorcycle snatching out of which 3 in Mastung area, 2 in Kalat area and 2 in Quetta. On confirmation 6 were reported to Police i.e. 3 to Mastung Police, 1 to Kalat Police and 2 to Quetta Police. The remaining 2 incidents i.e. one of Irani Oil Tanker and the other of motorcycle snatching were not reported to police as they were the smuggled one. Specialized Police Units Gang No.4 On 26-11-2006, one Mir Aurangziab alias Mirzaib s/o Mir Abdul Khaliq Lango r/o Khaliqabad Mangochar District Kalat was arrested by Quetta Police and handed over to Crimes Branch for interrogation. During interrogation he was busted and disclosed that his gang comprising of the following was operative on RCD Highway in between Mastung and Kalat:i. Aurangzaib alias Mirzaib. ii. Ghulam Ullah s/o unknown caste Lehri r/o Lehri Killi, Mangocharcross district Kalat. iii. Raheem Jan s/o Dad Muhammad caste Lango r/o Killi Zard Ghulam Jan. iv. Munir Ahmed s/o Muhammad Alam caste Lango. v. Abdul Fatah s/o Muhammad Arif caste Nechari r/o Mangochar cross Mangochar district Kalat. vi. Busting of these gangs resulted in lot of decrease in highway robbery/dacoity incidents. Forensic science laboratory 7.2 The Forensic Science Laboratory Crime Branch, Quetta is the sole, Provincial Notified Scientific Investigating Institution of Balochistan Police. It was established in 1984 and has been functioning as a Wing of Crime Branch, Balochistan supervised by the Senior Superintendent of Police, Crimes Branch, Balochistan Quetta. Specialized Police Units Following are the component sections of the Forensic Science Laboratory functioning and playing their role in providing scientific evidence to the Investigating Agencies in Balochistan Province, on receipt of cases for analysis and expert opinion as required in section 510 Cr.PC: Incharge FSL Due to the non-availability of Chemical Examiner against the sanctioned post of NPS-18, a Chemical Expert DSP has been performing as Incharge Forensic Science Laboratory, under the supervision of SSP Crimes Branch. Chemical Section 7.2(i) This Section deals with the cases falling under the following subjects: a. Qualitative and quantitative detection of narcotics material i.e. Heroin, Opium, Hashish and Al-cohol. b. Detection Biological specimen i.e. Human blood and Semen in murder, rape and Sodomy cases. Fire Arms Section 7.3 This section remained in-effective for the last few years due to the in-operative Bullet Comparison Microscope which is outlived. As the instrument costs amount in millions the British and US Police were contacted for provision of Bullet Comparison Microscope in form of donation but no positive response has so far received. However, with the cooperation of Bolan Medical Collage authorities where the said instrument is available, Fire Arms Section has been activated in July 2006. Since then Fire Arms Section has been functioning and expert opinion being issued regarding the weapons / fire arms used in offence. Specialized Police Units Working Of Fire Arms Section 1. To check the working condition of the weapon. 2. To find out the distance, direction and angle of the firing by the suspected weapon recovered from the scene of crime. 3. To detect the gun powder residue on the weapon or near the place of incident through spot test techniques. Work load:During the year 2006 from July to December 2006 total 55 cases of crimes weapons received from different police units / districts which were examined and expert opinion issued. Finger Print Section. 7.4 This section deals with the following observations: - 1. To decipher the latent fingerprints impressions upon any paper or instruments. To ensure comparison of fingerprints impression on account of similarity and dissimilarity. 2. The development of central stile of FIA HQs has already been completed while work at Multi-Function Work Sites at the four Provincial HQs is at hand. The state of the art high-tech equipment at the central site has already been installed. Work-load 7.4(ii) During the year 2006 16 cases were examined, 2273 fingerprints were compared, 1300 10 print cards for FIA prepared and 35 crime scene were attended by the Finger Print Expert while in 2005 11 cases were examined, 1752 fingerprints compared, 10 print cards prepared and 30 crime scene were attended. Police Record and Office Management Information System (PROMIS) 7.4(iii) Police Record and Office Management Information System (PROMIS) a project being executed by the National Police Bureau (NPB), seeks to better manage the voluminous and highly disorganized Police record maintained manually throughout the country through complete automation. The outmoded management of police data makes it almost impossible to search and retrieve information accurately and promptly and further complicates the already challenging job of law enforcement. The PROMIS aims at computerization of entire police record of the country and introduction of several management systems related to human resource Specialized Police Units development budget and finance, crime reporting, citizen’s complaints, driving license issuance, stolen and recovered vehicles and several other similar applications. PROMIS integrated with Automated Fingerprint Identification System (AFIS) network shall link all 1400 police stations in the country to the district, regional and provincial headquarters of the respective police forces and finally to (NPB). Work on these major projects is in progress which will start its function in near future. For the purpose to supervise these highly sensitive units by a well-experience officer being proficient in relevant job i.e. Fingerprints preservation will eventually require to be posted as DSP/Incharge. So far fifteen officials in the rank of Constable to SubInspectors from various districts have successfully qualified the training in relevant field from FIA Headquarters Islamabad. Questioned Documents Section. 7.4(iv) This section has also remained in-active for some years as the expert proceeded on retirement. It has been re-activated in July 2006 which deals with the cases of forgery in documents. Work-load This section through examination identifies forgery committed in typescript, writing, signature and deciphering the concealed secret ink writing. From July to December 2006 total 11 cases received which were examined and expert opinion issued. Specialized Police Units Training of FSL staff 7.4(v) The staffs of FSL, Crimes Branch Balochistan are indigenously trained and are utilizing their initial qualification in the discharge of their duty. Their evolution into a modern scientific and technical discipline requires both theoretical and physical study of Forensic Science through refresher courses to study the Forensic Science. For this purpose a strategy will soon be prepared. Criminal Investigation Department, Balochistan (CID) Establishment/responsibilities 7.5 Criminal Investigation Department Balochistan (CID) was established on 30th October 2000 with the entire Balochistan Province its jurisdiction which is of greater importance for combating the terrorists/saboteurs and gun runners. It collects, coordinates and disseminates intelligence connected with sabotage/ subversion. It tabulates data, arrests, interrogates and investigates the cases related to sabotage, Sectarian Terrorism and gun running etc. CID has been functioning supervised by the Senior Superintendent of Police. Work load 7.5(i) During the year 2006, CID investigated 83 cases of terrorism out of which 7 were traced out, 18 terrorists arrested and challaned to the court while investigated 6 cases of sectarian terrorism, traced out all 6 cases, arrested 6 terrorists and booked them who are facing trial. Anti Terrorist Force Balochistan Establishment 7.6 Anti-Terrorist Squad (ATS) was established in 1983 in Balochistan vide President of Pakistan’s Order to combat & counter terrorist activities in the country. Later on, it was re-named as Anti Terrorist Force in 1997. With the establishment of this force, Honorable President of Pakistan issued a charter of duties / responsibilities earmarking the framework of this office’s responsibilities. In this regard districts are requested to dispatch their physically fit personnel for pre-course selection which is conducted either at Regional Police Headquarters or at ATF Headquarter Quetta. The law & order situation started has improving with the deployment of ATF in 4-Police Region Sibi, Central Region Khuzdar & Southern Region Gawadar. ATF Wings have been performing outstanding duties, assisting local Police in maintenance of law & order, apprehension of notorious wanted criminals & protection of foreigners working on different projects. The performance of this agency has been regarded with respect & Honor. ATF has conducted raids & Operations through out the Province and recovered a massive cache of illegal arms / ammunitions and apprehended notorious criminals involved in various heinous crimes. The history of this agency is replete with the sacrifices and devotion to achieve the assigned task. Four ATF officials / officers sacrificed their lives during the course of duty. In addition, in recognition of best performance, four ATF Officers / Officials have been conferred with QPM & JPPM. Achievements- 2006. 7-6(vi) i. On 08-02-2006 a raid was conducted by this agency at kowari Road Quetta, 03 accused were arrested and recovered 01 LMG, 02 Rocket Launchers with 15 rockets, 14 rockets fuse, 02 SMG with thousands of ammunitions. ii. On 09-03-2006, a raid conducted at Pashtoonabad Quetta, stolen car Reg:LD-448 Pajero, was recovered and 2 accused were arrested by this agency. iii. On May 17, 2006 as the result of conducted raid under command of SSP/ATF at Kuchlak, 04 accused were arrested & one expired during the encounter & 01 SMG (AK-47) and thousands of ammunition were recovered. Specialized Police Units iv. On 12-06-2006 a raid was conduct under the command of SSP/ATF at Panjgoor which successfully ended by the arrest of 18 accuses persons and recovery of 02 SMG (AK-47) 01 Short Gun, 01 Hand Grenade and other Ammunitions. v. On 13-6-206 at Satellite Town Quetta under the command of CCPO Quetta ATF recovered the kidnapped person namely Ehsan and arrested 03 accused, 02 SMG (AK-47) 02 Pistols alongwith a lot of ammunitions were recovered during the raid. vi. On 27-06-2006 under command of Col Zaffar of ISI at Mastung, this agency arrested 02 accused and recovered 02 Pistols and 02 Hand Grenades 01 Stolen Motor cycle during an ambush operation. vii. On 29-10-2006 a raid was conducted under command of Col Naeem Masood of ISI, this agency recovered 03 Pistols, 01 Rifle 7mm with a lot of ammunitions and arrested 03 accused. viii. On December 19, 2006 under command if CCPO, Quetta ATF conducted a raid in Killi Raisani Western Bypass. In which 04 terrorist were arrested and 02 expired during encounter, a Mazda loaded full of ration, 02 cars, 03 SMG (AK-47) & 03 Pistols with ammunitions recovered. ix. On 19-12-2006 at Akhtar Abad Quetta, under command of SP Wazeer Khan Nasir 05 accused were arrested and were expired in the encounter during a raid. Specialized Police Units Role in maintaining law & order - 2006 7.6(vii) The prevailing situation has multiplied the responsibilities and need of ATF throughout the province. Following were the brief of responsibilities being conducted by ATF in the year 2006:Conducting raids operation based on information of law enforcement and other intelligence agencies for apprehension of notorious/wanted criminals and terrorists. 7-6(viii) Close protection & escort duties with:- The Governor of Balochistan The Chief Minister Balochistan The Provincial Police Officer, Balochistan. The Chief Justice of Pakistan. The Chief Secretary of Balochistan. The Chief Justice of Balochistan High Court, Quetta. Gunmen with Ministers and other high ranked officials. ATF also performed close protection and escort duties with the President and Prime Minister of Pakistan as well as other dignitaries and foreign delegates on their visit to Balochistan Sub-Jail ATF 7.6(ix) ATF premises declared as Sub-Jail vide Home and Tribal Affairs Government of Balochistan, Quetta No. SO(Prs) 2-23200185-8, Dated January 17, 2002 for interrogation of suspects by JIT and for housing high security under trial prisoners and it was decided that ATF officials would run the affairs of Sub-Jail. But in 2006 only the security of Sub-Jail was the responsibility of Anti Terrorist Force. Specialized Police Units Balochistan National Highway Police 7.7 Due to the Administrative structure divided into two systems Balochistan Province remained lacking in High Way Police. However, Balochistan National High Way Patrolling Police came into existence on 315-2003 for patrolling in between Jaffarabad and Sibi to control the criminal activities on this high way with its headquarters at Naseerabad / Dera Murad Jamali. Later, after proper establishment of Balochistan National Highway Police, under the command of DIG, Balochistan National Highway Patrolling merged into it and Police patrolling expanded to other Highways and started Police patrolling on the following high ways which are continuing round the clock to control the highway robbery / dacoity. Traffic Booth on Mezaan Chowk. This Traffic Rooms will cover Mezaan Chowk, Shara-e-Iqbal, Sharae-Liaquat, Mission Road , Alamdar Road, Toghi Road and Adjoining Areas. b. Traffic Booth on Gawalmandi Chowk This Traffic Rooms will cover Gawalmandi Chowk, Sirki Road, Mecongi Road, and Quarry Road and adjoining areas. c. Traffic Booth on Mir Gahi Khan Chow. This Traffic Rooms will cover University to PTC and adjoining areas, Hazar Ganji, Bus, Truck and fruit Mandi and adjoining areas and Sabzal road and adjoining areas. Specialized Police Units Police Training College Brief history 7.9 In 1963, a Recruit Training Centre was established at Kalat. In 1973, it was upgraded to Police Training School and shifted from Kalat to Zhob, however, after some time it was re-shifted to Kalat. In 1978, it was shifted at its present location i.e. Sariab situated at a distance of 18 Kilo Meters from Quetta. In October 2003, it was upgraded to Police Training College and is being supervised by the Commandant. This is only one Police Training College through out the province of Balochistan where the basic training to the Probationer Prosecuting Inspectors, Probationer Assistant Sub Inspectors and Recruits is imparted. Besides, Upper School Course, Investigation Officers Course, Intermediate School Course, Lower School Course and other multiple professional courses for the better training are being run at this college through the well experienced and professional training staff. Moreover, training to the Recruits is also imparted in Recruit Training Center (RTC) established in Cantt: area Quetta. Training in Telecommunication is imparted to the newly enrolled ASIs and Constables in Headquarter at Quetta. However, police officers are deputed to Sihala and Hangu for Advance Course. CHAPTER NO.8 WELFARE AND AWARDS Welfare and Awards Welfare and awards. 8.1 Welfare is the due right of the subordinate staff which encourage and creates enthusiasm in them who sacrifice their lives for the sake of peace and justice combating the Anti Social elements. During the year 2006, a sum amounting to Rs:75,57,037/- was granted from welfare fund and benevolent fund to the Police Officers and Jawans as Police Welfare steps in terms of different allowances, scholar-ships, financial aids. So the deserving were granted suitable cash rewards with Commendation Certificates. The gazetted officers were issued letter of appreciation on their good performance. Gallantry awards. 8.1(iv) The President of Pakistan was pleased to confer the award of President Police Medal (PPM) for gallantry on the following police officers/officials of Balochistan Police who received the medals from the Governor Balochistan Mr. Awais Ahmed Ghani on 14th August 2006: a. Mr. Jamil Ahmed Constable No.124 (Posthumous) b. Mr. Tajammul Sahah, Acting DSP Khuzdar c. Mr. Mahewal Khan Sub Inspector d. Mr. Ghulam Haider Constable No.149 Brief history of gallantry. 8.1(v) On 24-08-2006, Mr. Tajammul Shah Acting DSP Khuzdar received information that Nabi Bakhsh s/o Dhani Bakhsh involved in cases FIR No.79/1995, u/s 302 Q&D Ord, 34 PPC and FIR No.128/2004, u/s 302-324 Q&D Ord: r/w 353-186-189 PPC of Police Station City Khuzdar in which five army personnel and a Civilian Driver were killed had been seen near “Dau Talwar” at Sultan Ibrahim Khan Road Khuzdar. Welfare and Awards On this information, DSP Khuzdar immediately arranged a police party to conduct a raid for the arrest of the said criminal/terrorist. Police party reached without any loss of time at the hiding place of the accused and exhibiting professionalism carefully cordoned the place and asked him to surrender. The accused avoided lawful orders and instead opened indiscriminate firing on the police party resulting into the martyrdom of constable Jamil Ahmed while other police personnel and one civilian received bullet injuries. During exchange of firing the criminal also received bullet injuries. He was immediately taken to DHQ Khuzdar but he succumbed to injuries while being shifted to Quetta Hospital. The accused was the head of a dangerous criminals gang and was also wanted in at least 16 known cases of Baghbana “B” area. The DSP Tajammul Shah, SI Mahewal Khan and Constable Ghulam Haider also received bullet injuries but continued taking part in the operation courageously. In recognition of their courage and exceptional boldness the President of Pakistan has been pleased to confer Quaid-i-Azam Police Medal (posthumously) on Mr. Jamil Ahmed, Constable and President Police Medal on Mr.Tajammul Shah DSP, Mr. Mahewal Khan Sub Inspector and Mr. Ghulam Haider Constable of Balochistan (Khuzdar) Police. Low salaries and lack of facilities. 8.1(vi) Since police department is a law enforcing organization with its over all key role in maintaining the law & order situation and provide peaceful environment, security to the life and property of the people. The police force remain in state of emergency 24 hours as law & order situation may arise at any time and the force have to confront the same. At present, only one constable is available for each 250 people scattered in vast area of the province. As per the nature of duties and commitment Welfare and Awards round the clock the salaries of police are comparatively much low. The police personnel are leading their life from hand to mouth who could hardly provide proper schooling, dieting, clothing to their children and the own shelter for their residence is out of question. Other facilities of better living are also lacking. Over time for late sitting due to work load after duty hours as in other departments and provision of better facilities needs to be favorably considered. CHAPTER NO.9 INTERNAL ACCOUNTABIITY Internal accountability Accountability 9.1 Every member of the Police Force being a law enforcer is expected to abide by the law in letter and spirit in his personal and professional conducts. To maintain discipline in the force and to refrain the members of the force from misuse of power and abuse of authority disciplinary rules and penal laws (Efficiency And Disciplinary Rules 1975, Pakistan Penal Code, Anti Terrorism Act, the Police Order 2002 etc) are available to the authorities. Disciplinary action against the delinquent personnel is tabulated below. It was further decided that the Conversion be made in a phased programme spread over five years. Police Department was directed to prepare PC-I, on fast-track basis, and an amount of Rs:5.00 Billion was committed by the Federal Government to meet the expenses on shortage of Manpower, Logistical support and for Civil Works in the Province. The PC-I was prepared accordingly and finally the Project was approved by the ECNEC on 25th February 2005, at an estimated cost of Rs:5.515 Billion. Scope of Project i. ii. iii. iv. Recruitment. Work started at 29 places. ii. Work awarded at 22 Sites. iii. Tender in progress at 21 places. Progress on the project “raising of Balochistan constabulary During the financial year 2005-2006, the new Item statement amounting of Rs:1200 Million was prepared and sent to Ministry of Interior for approval which was approved. Following is the detail of quarter wise releases: 1st Quarter releases 2nd Quarter releases Rs:267.800 M Rs;267.800 M Special projects While an amount of Rs:664.400 Million of 3rd & 4th Quarters could not be released because of Earth Quake Disaster. During the year a sum of Rs:202.6 Million was expended and the remaining amount of Rs:333.00 Million placed at the disposal of Provincial Government Non Food Account No.1, for purchase of Aircraft and Armoured Personnel Carriers. Civil Work During the year an amount of Rs:565.800 Million was earmarked in the Annual Work Plan with the following detail: i. Construction of Academy Block at PTC Quetta. ii. Construction of Camp Office for PPO at Gawadar. iii. Construction of 2 Zonal Headquarters. Special projects But unfortunately, these work could not be initiated because of the very low ceiling rates approved in the CSR-1998 (i.e. Rs:800/- per Sqft.) The contractors refused to participate in the tenders. Procurement As per cash plan and work plan of the Financial Year 2005-2006, a sum of Rs:331.05 Million was earmarked for purchase. An amount of Rs:180 Million was worked out for the purchase of Aircraft which could not be done because of the end of financial year. However, this amount was placed at the disposal of Provincial Government Non-Food Account No.1, to avoid the lapse.
